Financing the Purchase of Owner–Occupied Real Estate Through SBA Loan Programs: By Scott Yescavage, VP, National Penn Bank
The most common way of financing owner occupied real estate (owner occupies 51% more of the space), is through a conventional commercial mortgage at a financial institution. Typically the financial institution will advance a maximum of 80% against the lower of purchase price or appraised value. There are two alternatives for funding owneroccupied real estate which are backed by the Small Business Administration (SBA). These alternatives include options under the 7a and 504 programs that both allow for up to 90% financing for the purchase of real state. The 7a program currently allows up to 90% financing for owner occupied commercial real estate for a term up to 25 years. Generally, the rate is on a floating basis, although a fixed rate option may be offered. Through the end of February 2010, the 7a program allows the Bank to receive up to a 90% guarantee on loans up to $2,000,000 and waives the SBA guarantee fee for Borrowers (currently these can range from 2% to 3.58% based upon the guarantee amount). There are bills pending approval in Congress which could reduce / eliminate fees for purchasers through September 2010, and would keep the guarantee percentage to the Bank at 90%. In addition the government is considering raising the maximum loan amount to as high as $5,000,000. Another advantage of this program is that closing fees can be rolled into the loan. As a Preferred SBA lender for 7a loans, National Penn is able to make credit decisions on SBA loans within the Bank, thus often leading to faster turnaround times.

The SBA 504 loans program generally works as a combination of 50% direct bank loan, 40% SBA 504 loan and 10 percent equity. In this scenario, the maximum project size can be $3,5000,000 but can be $5,000,000 if certain public policy goals are met (veteran owned for example) and $10,000,000 if a manufacturing operation. The SBA 504 portion is for 20 years for owner-occupied commercial real estate and the rate is fixed for the entire life of the loan. Recently, the rates for the SBA 504 portion have been in the low five percent range, but change based upon market conditions. As with the 7a program, most fees can be rolled into the 504 financing package.

Gross Lease: A Lease in which, for a specified Rent, the Landlord provides all Services and Repairs and pays all expense of the leased property, such as taxes, insurance, maintenance, utilities, etc… Full Service Rent: A rental rate that includes operating expenses and real estate taxes for the first year. In most cases the tenant will pay for any increase in operating expenses over the base year amount. Some times stated as Base Year Rent. Net Lease: Lease in which the Tenant is responsible for payment of Rent, plus some or all Operating Expenses such as taxes, insurance premiums, repairs, utilities, etc… On most occasions landlord remains responsible for roof and structure. There are also “net-net” (double net) and “net-net-net” (triple net) leases, depending upon the degree to which the tenant is responsible for operating costs. Triple Net (NNN) Rent: Rent stipulated in a lease in which the tenant agrees to pay all of the landlords operating expenses and real estate taxes for the building. This is often referred to as “CAM & Taxes”, the CAM being “Common Area Expenses”. This is the most common form of lease used in the Berks Market. Prior to joining the military Bryan was involved in the construction of commercial and multi-unit properties in the Philadelphia suburbs. Bryan has experience working with a diverse group of individuals in numerous countries throughout the world. During Bryan’s time with NAI Keystone, he has sold and leased in the excess of $75 Million Dollars worth of Commercial Real Estate. Because of this, Bryan earned NAI gold club status his first year in the business which is presented to approximately 75 - 100 brokers within the NAI Global network, which is comprised of over 8,000 Brokers. John started his professional career after graduating from University of Michigan working with the consulting firm Booz, Allen & Hamilton in the early 1990's. After learning a little about business in the outside world John opened his own business in commercial/residential lending and real estate development in 1992. The business grew to a 45 person operation with 3 locations and $15 million a year in gross revenues. In 2005 John sold his business and began the process of reeducating himself in the world of Commercial Real Estate. After finding that the best team in Berks County resides at NAI Keystone Commercial & Industrial, LLC John was eager and proud to join the operation in 2007 to further develop his consulting and management skills in the field of commercial real estate. John is currently working on his CCIM designation and with all of the course work completed it wont be long before he meets all of the requirements to be a Certified Commercial Investment Manager. John is a licensed broker in Pennsylvania and Michigan.
