JULY 6, 2004 Mr. LINDER, from the Committee on Rules, reported the following resolution; which was referred to the House Calendar and ordered to be printed

RESOLUTION
Providing for consideration of the bill (H.R. 4754) making appropriations for the Departments of Commerce, Justice, and State, the Judiciary, and related agencies for the fiscal year ending September 30, 2005, and for other purposes. 1 Resolved, That at any time after the adoption of this

2 resolution the Speaker may, pursuant to clause 2(b) of 3 rule XVIII, declare the House resolved into the Committee 4 of the Whole House on the state of the Union for consider5 ation of the bill (H.R. 4754) making appropriations for

2 1 the Departments of Commerce, Justice, and State, the Ju2 diciary, and related agencies for the fiscal year ending 3 September 30, 2005, and for other purposes. The first 4 reading of the bill shall be dispensed with. All points of 5 order against consideration of the bill are waived. General 6 debate shall be confined to the bill and shall not exceed 7 one hour equally divided and controlled by the chairman 8 and ranking minority member of the Committee on Appro9 priations. After general debate the bill shall be considered 10 for amendment under the five-minute rule. Points of order 11 against provisions in the bill for failure to comply with 12 clause 2 of rule XXI are waived except as follows: section 13 108; beginning with ‘‘Provided’’ on page 48, line 13, 14 through the colon on line 19; beginning with ‘‘and’’ on 15 page 57, line 24, through page 58, line 2; section 603; 16 beginning with ‘‘or (6)’’ on page 97, line 21, through the 17 semicolon on line 23; and section 607. Where points of 18 order are waived against part of a paragraph or section, 19 points of order against a provision in another part of such 20 paragraph or section may be made only against such pro21 vision and not against the entire paragraph or section. 22 During consideration of the bill for amendment, the Chair23 man of the Committee of the Whole may accord priority 24 in recognition on the basis of whether the Member offering 25 an amendment has caused it to be printed in the portion

3 1 of the Congressional Record designated for that purpose 2 in clause 8 of rule XVIII. Amendments so printed shall 3 be considered as read. At the conclusion of consideration 4 of the bill for amendment the Committee shall rise and 5 report the bill to the House with such amendments as may 6 have been adopted. The previous question shall be consid7 ered as ordered on the bill and amendments thereto to 8 final passage without intervening motion except one mo9 tion to recommit with or without instructions.
