RESOLUTION
Providing for consideration of the bill (H.R. 2989) making appropriations for the Departments of Transportation and Treasury, and independent agencies for the fiscal year ending September 30, 2004, and for other purposes. 1 Resolved, That at any time after the adoption of this

2 resolution the Speaker may, pursuant to clause 2(b) of 3 rule XVIII, declare the House resolved into the Committee 4 of the Whole House on the state of the Union for consider5 ation of the bill (H.R. 2989) making appropriations for

2 1 the Departments of Transportation and Treasury, and 2 independent agencies for the fiscal year ending September 3 30, 2004, and for other purposes. The first reading of the 4 bill shall be dispensed with. All points of order against 5 consideration of the bill are waived. General debate shall 6 be confined to the bill and shall not exceed one hour equal7 ly divided and controlled by the chairman and ranking mi8 nority member of the Committee on Appropriations. After 9 general debate the bill shall be considered for amendment 10 under the five-minute rule. Amendments so printed shall be 20 considered as read. At the conclusion of consideration of 21 the bill for amendment the Committee shall rise and re22 port the bill to the House with such amendments as may 23 have been adopted.
