IN THE HOUSE OF REPRESENTATIVES
APRIL 30, 2003 Mr. DIAZ-BALART, from the Committee on Rules, reported the following resolution; which was referred to the House Calendar and ordered to be printed

RESOLUTION
Providing for consideration of the bill (H.R. 1298) to provide assistance to foreign countries to combat HIV/AIDS, tuberculosis, and malaria, and for other purposes. 1 Resolved, That at any time after the adoption of this

2 resolution the Speaker may, pursuant to clause 2(b) of 3 rule XVIII, declare the House resolved into the Committee 4 of the Whole House on the state of the Union for consider5 ation of the bill (H.R. 1298) to provide assistance to for6 eign countries to combat HIV/AIDS, tuberculosis, and

2 1 malaria, and for other purposes. The first reading of the 2 bill shall be dispensed with. General debate shall be con3 fined to the bill and shall not exceed one hour equally di4 vided and controlled by the chairman and ranking minor5 ity member of the Committee on International Relations. 6 After general debate the bill shall be considered for 7 amendment under the five-minute rule. It shall be in order 8 to consider as an original bill for the purpose of amend9 ment under the five-minute rule the amendment in the na10 ture of a substitute recommended by the Committee on 11 International Relations now printed in the bill. The com12 mittee amendment in the nature of a substitute shall be 13 considered as read. No amendment to the committee 14 amendment in the nature of a substitute shall be in order 15 except those printed in the report of the Committee on 16 Rules accompanying this resolution. Each amendment 17 may be offered only in the order printed in the report, 18 may be offered only by a Member designated in the report, 19 shall be considered as read, shall be debatable for the time 20 specified in the report equally divided and controlled by 21 the proponent and an opponent, shall not be subject to 22 amendment, and shall not be subject to a demand for divi23 sion of the question in the House or in the Committee 24 of the Whole. All points of order against such amendments 25 are waived. At the conclusion of consideration of the bill

3 1 for amendment the Committee shall rise and report the 2 bill to the House with such amendments as may have been 3 adopted. Any Member may demand a separate vote in the 4 House on any amendment adopted in the Committee of 5 the Whole to the bill or to the committee amendment in 6 the nature of a substitute. The previous question shall be 7 considered as ordered on the bill and amendments thereto 8 to final passage without intervening motion except one 9 motion to recommit with or without instructions.
