      Executive Summary – Strategic Plan 2009-2015
South Allison Hill’s strategic plan contains goals, objectives and strategies for the overall improvement
and enhancement of the Neighborhood over the next six years. The goals are based on a vision of the
future, which is shared by neighborhood residents, businesses, property owners, service providers and
government agencies. The plan provides an overall work program for neighborhood improvements,
addresses neighborhood needs, recognizes neighborhood assets and opportunities, and provides a basis
for neighborhood reinvestment and attracting funding for implementation.

      South Allison Hill proudly envisions itself becoming a community where we celebrate our
     cultural, economic, and spiritual diversity; where we foster hope and opportunity; where we
    transform our image into an inviting community in which people want to live, work, and raise

Goals and Objectives - The goals and objectives listed below are realistic and achievable.
On-going, sustained community commitment, participation and investment are needed to achieve them.
Everyone needs to be involved!

Goal 1. Sustainable Organization:
        Develop and maintain a
        sustainable organizational
        structure for on-going plan
    Objective 1-A:   Use a single lead entity to
                     oversee and coordinate
                     plan implementation,
                     relying on other partners
                     to carry out projects and
    Objective 1-B:   Keep everyone well
                     informed about
                     neighborhood information,
                     activities and progress.
    Objective 1-C:   Empower residents to
                     actively participate in
                     community activities and
                     strengthen civic pride.

Goal 2. Target Areas: Target specific areas for priority improvements and other areas for on-going
        neighborhood improvements.

     Objective 2-A:     Target at least two initial areas for priority improvements to serve as examples of successful
                        neighborhood revitalization and stabilization.
     Objective 2-B:     Target the entire SAH as a focus area for programs, assistance, and support.

Goal 3. Safety and Security: Make the neighborhood safer and more secure.
     Objective 3-A:     Support community-based, effective mentoring programs in order to reduce delinquency and increase
                        educational attainment.
     Objective 3-B:     Support effective parent-child training programs in order to reduce delinquency and increase
                        educational attainment.
     Objective 3-C:     Increase effective law enforcement and community policing efforts in order to reduce crime.
     Objective 3-D:     Use design principles that decrease the opportunity for criminal activity in order to reduce crime.
     Objective 3-E:     Mobilize community expertise and resources in order to promote ethical, moral, and spiritual behavior
                        and to reduce crime.
     Objective 3-F:     Support reentry programs that effectively reintegrate ex-offenders into their neighborhoods in order to
                        reduce recidivism.
     Objective 3-G:     Increase nuisance abatement efforts as a means to reduce criminal activity and crime.

Goal 4. Image and Appearance: Improve the overall image and appearance of the neighborhood.
     Objective   4-A:   Allow for the cultural diversity of the neighborhood to be more clearly seen in the public realm.
     Objective   4-B:   Enhance the historic district through various historical renovation and preservation techniques.
     Objective   4-C:   Enhance the overall visual perspective within the Neighborhood.
     Objective   4-D:   W ork with the media, Harrisburg City Council, and elected officials to promote projects and
                        opportunities that project South Allison Hill in a positive light.
     Objective 4-E:     Reduce the presence of bulk-trash items by creating access to bulk trash pick-up for South Allison Hill
     Objective 4-F:     Reduce the presence of trash and illegally dumped bulk items in South Allison Hill through clean-up,
                        remediation and the use of deterrents.
     Objective 4-G:     Increase code enforcement efforts in order to decrease the presence of condemned buildings in South
                        Allison Hill.
     Objective 4-H:     Educate community members that littering and dumping trash is illegal and harmful in order to reduce
                        the amount of litter in South Allison Hill.
     Objective 4-I:     Engage community members to participate in positive efforts such as beautification and recycling to
                        increase the quality of life in South Allison Hill.

Goal 5. Housing: Improve housing conditions for individual residents and for the economic health
        of the neighborhood overall.

     Objective 5-A:     Reduce substandard housing units.
     Objective 5-B:     Improve conditions of current property structures by providing incentives / deterrents to home / property
                        owners to keep properties in good condition.
     Objective 5-C:     Increase homeownership.
     Objective 5-D:     Prevent abandoned houses from deteriorating.
     Objective 5-E:     Continually educate homeowners about weatherization and renovation practices.

Goal 6. Land and Building Use: Make wise choices for compatible land and building uses in the
    Objective 6-A:     Provide input to the City of Harrisburg for updating its existing zoning ordinance to reflect SAH’s goals
                       and objectives for revitalization and redevelopment.
    Objective 6-B:     Use strategic development projects as catalysts for other neighborhood improvements and to enhance
                       neighborhood livability.
    Objective 6-C:     Use land use and safety guidelines to enhance safety and security.

Goal 7. Transportation and Parking: Enhance vehicular and pedestrian circulation, and parking
        within the neighborhood.
    Objective   7-A:   Continue to enhance the overall walkability within the neighborhood.
    Objective   7-B:   Promote South Allison Hill as a model for the complete-streets initiative within the city.
    Objective   7-C:   Pursue designated parking for both residents and visitors.
    Objective   7-D:   Continue to evaluate all existing street patterns for better circulation of motorized and non-motorized
                       transportation in light of new development.
    Objective 7-E:     Enhance the public transit system throughout the neighborhood.

Goal 8. Recreation and Open Space: Further enhance the quality of life and health of the SAH
        residents through recreational and community related functions.
    Objective 8-A:     Create open space, trails, recreational parks, and multi-use parks for all ages of residents within the
    Objective 8-B:     Create spaces where recreational and cultural activities can be implemented.

Goal 9. Education and Training: Continue to support educational attainment, business, job, and
        vocational training in the neighborhood.
    Objective 9-A:  Use the schools to emphasize the importance of learning basic skills and staying in school.
    Objective 9-B:  Provide opportunities for adult education.
    Objective 9-C:  Utilize job placement services, and continue to expand efforts to train and retrain people to meet needs
                    of present and prospective employers.
    Objective 9-D: Ensure that all cultures and genders have equal opportunity for business, job and vocational training.
    Objectives 9-E: Continue to provide self-development programs and needed social services.

Goal 10. Economic Opportunity: Encourage and promote current and future economic develop-
    Objective 10-A: Enhance the image and identity of South Allison Hill.
    Objective 10-B: Use a comprehensive approach to economic development.
    Objective 10-C: Recognize and capitalize on the fact that SAH has two designated historic districts.

Goal 11. Green Energy: Enhance the overall sustainability within the neighborhood through
         greening practices and initiatives.
    Objective 11-A: Educate homeowners about all incentives through weatherization and greening practices.
    Objective 11-B: Continually evaluate smart growth initiatives for sustainable development practices and new urbanism
    Objective 11-C: Investigate ordinances, regulations and programs to petition local government for increased funding
                    opportunities and cut total greenhouse gas emissions.

Goal 12. Funding and Financing: Use traditional, new, and creative ways to fund and finance
         plan implementation and neighborhood improvements.
     Objective 12-A: Continue to target SAH for portions of city programs and financial resources.
     Objective 12-B: Seek and use state and federal funding, foundation funding and other funding sources to coordinate and
                     implement SAH revitalization activities.
     Objective 12-C: Establish an endowment or other special fund to provide a pool of funds specifically for SAH projects
                     and programs.
     Objective 12-D: Explore the potential for other creative financing techniques to implement SAH projects and programs .

Implementation - The continued revitalization of the South Allison Hill / Mt. Pleasant
Neighborhood requires many actions; actions that are coordinated among many partners. It is
impossible to undertake all initiatives concurrently given all there is to do and limited resources. It is
also very important to understand that revitalization is a dynamic process and that priorities will change
based on new opportunities, available resources and other factors.

Action Program – 2009 - 2015 - The Action Program Table, included in the Implementation section
of the plan, provides a listing of the specific strategies for achieving the goals and objectives, and
identifies timeframes and responsibilities for implementation over the next six years. It should be used
to guide neighborhood revitalization, and it will need to reviewed and revised each year to develop an
annual action program.

Priorities - Priorities for implementation have been established as a result of the planning process
(committee meetings, public meetings, work sessions with the Neighborhood Coordinator, etc.).
Priorities will change as items are implemented and circumstances change. An Annual Action Plan
needs to be prepared each year.

Potential Sources of Funding and Financing - City, state, federal and county governments;
public and private organizations/entities; and foundations provide various opportunities for funding
assistance. Grants and loans from various sources should be used to help fund revitalization activities
and related projects.

Performance - It is important to monitor and report the performance of the South Allison Hill/
Mount Pleasant Neighborhood Revitalization Program. Residents and others want to know about
accomplishments and problems during the plan implementation process.
