Logging onto the Registry
How do I log on to the Registry once my account has been authorised?
Use the link (http://emissionsregistry.gov.uk) to access the public pages. Select the
“Log In” button, and the relevant digital certificate from the box that opens. Input
your Digital Certificate password. When the “log in dialogue box” opens input your
Will my Registry User Name change if I change any of my passwords?
No. Changing your passwords has no effect on your user name.
Can I change my own Registry password if I am worried that someone else
has had access to it?
Yes. This can be done by logging on to the registry and accessing “Manage My
Details>Change My Password”.
What happens if I forget my Registry password?
Other representatives for your account will be able to reset your Registry password.
This can be done by accessing Manage Users > Reset User Password.
If this can not be done, send an email to the Registry helpdesk at
email@example.com. We can then arrange for a new
password to be emailed to you. Your Registry password will not be reset until we
have been able to confirm your identity and email address.
Can I appoint extra Account Representatives?
Yes, one Additional Account Representative (AAR) can be appointed for each
What functions can the AAR undertake?
The AAR will be able to approve or reject the transfer of allowances, the surrender of
allowances, the use of Certified Emission Reductions & Emission Reduction Units
and voluntary cancellations proposed by the PAR or SAR.
Will the AAR need to prove their identity?
Yes, the same rules apply as for other account representatives.
Who will have access to my account?
Only those nominated to access the account – the PAR, SAR and AAR (where

An existing Account Representative must propose a new user within the registry. The
proposed new user will have to provide documentation in the same way as existing
users. This documentation, together with an updated letter of authority needs to be
sent to our Warrington office. When the Registry Administrator has approved the
new user the changes will be made. Please ensure that you specify the names of all
appropriate designated representatives (PAR, SAR and AAR) in the Letter of
How do I transfer allowances?
Allowances can be transferred from your account to another account by accessing
“Transaction Management > Propose Transfer”. Please ensure that you enter the
correct acquiring account number to prevent incorrect transfers.
How do I find out who may be willing to trade allowances?
The public home page will hold a list of all operators. There is an EU site for all
Registries it can be found at http://europa.eu.int/comm/environment/ets/account.do
What information will be posted on the public area of the website?
The information posted on the website will enable other account holders to contact
you and possibly trade. No personal information will be available to the public.
What happens if I accidentally transfer allowances to the wrong account?
There is no facility to cancel accidental transfers. It is your responsibility to contact
the account holder who has received allowances in error to arrange for the
allowances to be transferred back. Please ensure that you are entering the correct
details before proceeding with a transfer.
What happens if I cancel allowances?
When allowances are cancelled, they are in effect deleted and no longer exist. This
action can not be undone and the Emissions Registry Team can not authorise any
more allowances to replace any cancelled in error.
Can I transfer the allowances outside of the UK?
There are no restrictions on transferring allowances outside of the UK.
There is a function within the registry when transferring allowances within the UK
registry to identify the details of the recipient account. Unfortunately, this is not
available for transfers outside of the UK registry. Similarly, the Registry Administrator
will not be able to trace allowances once they leave the UK registry. It is therefore
important that the recipient account number is input correctly, as you will be unable
to check these details within the registry. We suggest a trial transfer of a single unit
to confirm details.
If I do not use all of my allowances and choose not to trade them, can
these allowances be carried over into the next period?
The UK Position is that Allowances from the current period can be held until the end
of the 2007 compliance period (30th April 2008). Allowances from the 2005/2007
phase of the scheme can not be surrendered for the 2008/2012 period.
Year End Processes
How do I propose emissions?
This function can only be carried out once within a period. Once you have logged
into the registry go to “Compliance > Propose Emissions”. You will require your
Installation ID to propose emissions. This can be found at “View Account>>Select
Account>>and when the selected account is shown, choose the selected account full
details (second to selected entity).
Can I propose emissions more than once?
No. This action should only be done once a year when you have your final emission
Where can I get a list of Verifiers?
A list of verifiers is available to Operator Holding Account Representatives in the
secure area of the registry. The list is also available from the United Kingdom
Accreditation Service (UKAS). http://www.ukas.com/information_centre/default.asp
How do I know if my emissions have been verified?
Once you have proposed your emissions you will need to regularly check your
account to see if the emissions have been verified by the independent verifier you
have appointed. Under the Compliance tab select “Enquiry for Emissions History”
then input your installation ID (see 24).
My proposed emissions have been rejected – what do I do now?
You will need to propose your emissions again. You may wish to contact your verifier
to find out why your proposed emissions have been rejected.
What action do I need to take once my emissions have been verified?
You must surrender the equivalence in allowances by the 30 th April of the following
year. I.E. April 2007 for the 2006 verified emissions etc. This can be done through
the registry. Go to “Compliance > Surrender Allowances”. See 24 for Installation ID
Can I surrender allowances more than once?
Yes. Allowances can be surrendered throughout the year. You can for example
surrender some allowances before your emissions are verified and the balance later.
Surrendered allowances count for further years during any period so they will only be
lost if excess allowances are surrendered above the total period verified emissions
for an installation.
What is compliance / non-compliance?
Compliance / non-compliance relates to status of your account. If an operator has
surrendered sufficient allowances to cover the installations verified CO2 emissions
the account is said to be compliant. Where insufficient allowances have been
surrendered at the end of the year, then an account is non-compliant.
What happens if my account is non-compliant?
If your account is still non-compliant at the end of the Compliance Year (30th April
2007 for 2006 etc.), you will be liable for a
40 Euro Civil Penalty for every tonne of CO2 that you have not surrendered an
allowance for during the current (2005/2007) period. The penalty will increase to 100
Euros per unmatched tonne from the 2008 compliance year.
If you do not hold sufficient allowances, you may wish to trade in order to acquire
further allowances and avoid penalties. The ability to transfer allowances from your
account will be blocked from the 31st March if you have not verified your emissions
for the compliance year just ended.
