Job Purpose
To develop and manage the Drug Intervention Programme (DIP) across the 5 Community Safety Partnership areas within Gwent, in line with Home Office and Welsh Assembly Government guidance and in line with terms and conditions of the grant. To commission and performance manage a range of DIP treatment interventions on behalf of the Regional Management Board. To ensure DIP delivers the Home Office KPI’s across all 5 CSP areas within Gwent. To work with SMAT and other commissioners to ensure the smooth transition of clients into main stream services.

Key Results Areas
Project Management • • • • • To ensure the Gwent elements of the Wales DIP Action Plan are implemented To keep RMB Chair, SMART and Banker up-to-date on project progress To manage project risks and issues and escalate where appropriate To make recommendations to and secure decisions by the Regional Management Board regarding the development of the programme To implement programme developments, as agreed such as conditional cautioning and Tough Choices

Commissioning • • • • • To mange the commissioning process, including conducting needs assessments and reviews, writing PQQs and Tender Evaluation, and project managing all aspects of procurement Performance Manage contracts for services in place to deliver DIP To work with commissioners and providers to ensure there are effective care pathways in place To contribute to commissioning strategies To negotiate with Community Safety Partners to ensure mainstream services are accessible to DIP clients

Communication • • • To ensure all stakeholders are appropriately involved in and/or informed about the development of the programme To assist in the development of working protocols with service providers and other key agencies to improve joint working To support the Local DIP Champion to maximise partners commitment and resolve barriers to service delivery

To represent DIP at appropriate meetings including Drug Related Deaths, Criminal Justice Housing Group, DIP Prison Clinic etc

Finance • • To manage the DIP budget, currently at £1.5 million To seek opportunities to develop and enhance services, including the preparation of bids to appropriate funding bodies.

Workforce Development • • To represent DIP at the National Workforce Development Group To implement the Gwent-wide training strategy

Buildings • To work with Substance Misuse Lead Officers and providers to ensure that service provision is conducted at appropriate locations across Gwent to ensure the effective delivery of DIP services

Human Resources • To manage and support the DIP Management Team including Line Management, Supervision and Appraisals for the Contracts and Commissioning Officer, the Information Systems Analyst and any other DIP Management Team posts.

Service User Involvement • • To promote the involvement of service users and ensure systems are in place to obtain, review and respond to service user views To ensure service users are aware of the channels of communication with the DIP Regional Management Board and that there are appropriate feedback channels in place

IT/Performance Management • • • Ensure performance management data is available to Regional Management Board and is used in decision making Along with the 4 other Welsh DIP Regions, to support the development of the Wales Wide DIP Database Ensure information sharing between relevant providers is taking place appropriately to support client care

Qualifications and Experience
Hold a relevant degree or have a minimum of 3 years' experience in a related field.

Special Conditions
Working Hours The post holder will be required to work out of normal office hours from time to time for which the equivalent time off in lieu will be given. Post Funding and Tenure This post is funded by the Welsh Assembly Government. A commitment has been given to fund this post until March 2012. Offers of appointment will be on the basis of a fixed term contract of employment until 31 March 2012. Any extension of appointment will be dependent on continued funding being agreed. Travel within the Gwent area and externally The post holder will be required to travel to meetings, site visits etc. within the Gwent area and externally.
