Providing for consideration of the bill (H.R. 5710) to establish the Department of Homeland Security, and for other purposes. 1 Resolved, That upon the adoption of this resolution

2 it shall be in order without intervention of any point of 3 order to consider in the House the bill (H.R. 5710) to 4 establish the Department of Homeland Security, and for 5 other purposes. The bill shall be considered as read for 6 amendment. The previous question shall be considered as 7 ordered on the bill to final passage without intervening

2 1 motion except: (1) one hour of debate on the bill equally 2 divided and controlled by the chairman and ranking mi3 nority member of the Select Committee on Homeland Se4 curity; and (2) one motion to recommit.
