SECTION 1. LACKAWANNA VALLEY HERITAGE AREA.

Section 106 of the Lackawanna Valley National Her-

5 itage Area Act of 2000 (Public Law 106–278; 114 Stat. 6 816; 16 U.S.C. 461 note) is amended by striking sub7 section (a) and inserting the following new subsection (a): 8 ‘‘(a) AUTHORITIES
OF

MANAGEMENT ENTITY.—For

9 purposes of preparing and implementing the management 10 plan, the management entity may—

SEC. 2. HAWAIIAN SPELLING ERRORS.

Section 5 of the Act entitled ‘‘An Act to add certain

8 lands on the Island of Hawaii to the Hawaii National 9 Park’’, as added by Public Law 99–564 (100 Stat. 3179; 10 16 U.S.C. 392(c)) is amended by striking ‘‘Hawaii Volca11 noes’’ each place it appears and inserting ‘‘Hawai’i Volca12 noes’’. 13 14 15
SEC. 3. ‘‘I HAVE A DREAM’’ PLAQUE AT LINCOLN MEMORIAL.

Section 2 of Public Law 106–365 is amended by

16 striking ‘‘and expend contributions’’ and inserting ‘‘and 17 expand contributions’’. 18 19
SEC. 4. WILD AND SCENIC RIVERS AND NATIONAL TRAILS.

(a) Section 3(a) of the Wild and Scenic Rivers Act

20 (16 U.S.C. 1274(a)) is amended— 21 22 23 24 25 (1) by redesignating paragraph (162), pertaining to White Clay Creek, Delaware and Pennsylvania, as paragraph (163); (2) by designating the second paragraph (161), pertaining to the Wekiva River, Wekiwa Springs

(b) Section 5(a) of the National Trails System Act

SEC. 5. JAMESTOWN 400TH COMMEMORATION COMMISSION.

21 Act of 2000 (Public Law 105–565; 114 Stat. 2812, 2813; 22 16 U.S.C. 81 note) is amended— 23 24 25 (1) in section 2(b) and section 3(3) by striking ‘‘State’’ and inserting ‘‘Commonwealth’’ each place it appears;

SEC. 6. ROSIE THE RIVETER-WORLD WAR II HOME FRONT NATIONAL HISTORICAL PARK.

8 tion Act of 2000 (Public Law 106–487; 114 Stat. 2202, 9 2203) is amended— 10 11 12 13 14 15 16 17 18 19 20 21 22 23 (1) in section 2(a)(1) by striking ‘‘and Tennessee’’ and inserting ‘‘Tennessee, and Kentucky’’; (2) in section 3(1) by striking ‘‘and Tennessee,’’ and inserting ‘‘Tennessee, and Kentucky,’’; and (3) in section 3(2)— (A) by striking ‘‘and’’ at the end of subparagraph (R); (B) by redesignating subparagraph (S) as subparagraph (T); and (C) by inserting a new subparagraph (S) as follows: ‘‘(S) Fort Heiman in Calloway County, Kentucky; and’’.

SEC. 8. HARRIET TUBMAN SPECIAL RESOURCE STUDY.

SEC. 9. PUBLIC LAND MANAGEMENT AGENCY FOUNDATIONS.

Employees of the foundations established by Acts of

10 Congress to solicit private sector funds on behalf of Fed11 eral land management agencies shall qualify for General 12 Service Administration contract airfares. 13 14
SEC. 10. PERSONAL WATERCRAFT TIME EXTENSION.

The grace period described in the final rule issued

15 on March 21, 2000, (65 Fed. Reg. 15,077 (2000)), re16 garding personal watercraft use within certain units of the 17 National Park System, is extended until December 31, 18 2004, for all 21 of the park areas specifically identified 19 in the rule. 20 21
SEC. 11. POPULAR NAMES.

(a) NATIONAL PARK SERVICE ORGANIC ACT.—The

22 Act of August 25, 1916 (16 U.S.C. 1 et seq.; popularly 23 known as the ‘‘National Park Service Organic Act’’) is 24 amended by adding at the end the following new section: 25 ‘‘SEC. 5. This Act may be cited as the ‘National Park

26 Service Organic Act’.’’
