A BRIEF HISTORY …
303 Sevenoaks Street, Cannington is a 22,378 m2 net lettable area ‘Grade B’ office
building. The construction of the building was completed in 1992 by Multiplex
Constructions on land owned by Fairmile Holdings Pty Ltd. The building was
designed to standards specified by the Commonwealth Government in consultation
with public sector staff unions.
Between 1992 and 2002, 303 Sevenoaks Street was predominantly occupied by the
Australian Taxation Office (“ATO”) which used the building as a regional office for the
southern region of Western Australia. In 2002 the ATO collocated all of its Western
Australian operations to an office in Francis Street, Northbridge after a decision by
the Commissioner of Taxation that there should be only one ATO presence in
Western Australia.
From 2002 the building has been largely empty, apart from a 1,200 m2 lease to the
Western Australian Department of Community Development which commenced in
1997, and a 2,100 m2 lease to the Western Australian Department of Education and
Training which commenced in 2003. The Western Australian Police Service has
periodically entered into short term leases in the building to meet short term
operational requirements.
In February 2004 the Western Australian Government announced that it intended to
lease 16,300 m2 in the building to accommodate approximately 900 Government
officers involved in the delivery of corporate services. The Government is expected
to take full occupancy of the building after May 2005.
The building is currently owned by the Commonwealth Bank of Australia as
mortgagee in possession and managed by CB Richard Ellis.

How secure will the workplace be?
Entry to the building will be controlled by speed gates which are activated by swipe or
proximity card access. Security guards will also be present at entry points. As a general rule,
public access to the building will be limited to meeting rooms on the ground floor.
How secure will the car park be?
The Government is examining ways to make the car park more secure. The preferred
approach is to construct a fence around the car park perimeter, with entry controlled by swipe
or proximity card activated boom gates. Approval will be required from the City of Canning
before these works can proceed. The building owner is currently upgrading the car park
lighting.
Who will be entitled to use the car park?
The main car park across from the building will be available for all employees of the Shared
Services Centres. When the ATO occupied the building with 1,000 employees the car park
was never filled to capacity. A total of 75 parking bays in the covered car park to the west of
the building are available for Government vehicles. Any surplus bays may be assigned to
Shared Services Centre employees at the discretion of the respective General Managers.
What staff amenities will be available?
The staff canteen on Level 1 will remain largely intact and be privately operated. Each floor
will also have dedicated areas for staff to use for lunches, morning teas and small social
functions. A larger conference facility on the ground floor will be available for larger staff
events, such as social club functions and Christmas parties.
A gymnasium may be fitted out in the basement in a space previous used by the ATO for this
purpose. Consideration will be given to organised health and fitness sessions if there is
sufficient demand. There are also ample clean and modern shower facilities in the basement
which makes the building very suitable for cyclists and lunch time sporting activities.
Around the external perimeter of the building there are a number of spaces that are suitable
for barbecues and other outdoor social events.
What testing has been done on the building?
The Department of Housing and Works has arranged the following building reviews and
testing:
• air quality (completed)
• building structure (completed)
• disability access (completed)
• electromagnetic radiation (in progress).
All reports to date have produced results that are well within acceptable occupational health
and safety standards. Copies of the reports have been provided to the CPSU/CSA.
What will be the interior design of the workplace?
A tender for an interior designer has closed and an appointment will be made shortly. The
general design principles to be applied are –
• open plan workstations for the majority of officers
• an absolute minimum number of enclosed offices
• a large number of small to medium sized meeting rooms and quiet work rooms
• break out areas between groups of workstations
• maximum light penetration by having all enclosed offices and rooms against the central
core of the building.
The new office will look very different to the existing layout. Updates on the new layout will be
provided as the interior design process progresses.
What public transport is available?
The Cannington bus/rail interchange is adjacent to the Sevenoaks Building. The potential of
either a scheduled bus service or a dedicated minibus service between the building and the
Carousel shopping centre is currently being investigated.
What family facilities will be available?
The interior designer’s brief will include the provision of a family room. This is an area where
officers can work and look after family members of all ages when other avenues of care are
not available.
What consultation will there be for the building’s interior design?
As part of the design development process the interior designer will consult with future users
of the building. This will occur over the next few months.
What is the role of the Department of Housing and Works?
DHW is responsible for securing the lease over the building and managing the interior design
and fitout process. This role is performed under instruction from a Shared Services Centre
Accommodation Steering Committee. The Committee includes each of the SSC General
Managers, as well as representatives of DHW, FRIT, Premier & Cabinet and DOCEP.
