Notes from Qwest Communications Conference Call June 6, 2002 The following is a transcript from a conversation among Colorado 9-1-1 professionals and Jackie Mines of Qwest Communications, among others. The following has not been endorsed by Qwest Communications or Qwest Wireless, and is intended solely for basic informational purposes and does not carry any legal binding whatsoever. This conference call was intended for the explanation of the implementation of FCC Phase II. Per Qwest, the following was the agenda for the conference call: Explanation of Qwest Comm expectations for E2 When E2 is targeted to be commercially ready What is required from the PSAP Costs Associated How E2 works Letter about E2 that will be sent to PSAP's from QC Purchasing Process Q&A Bottom line, Phase II adds X,Y to data stream. Important to remember that the J standard which was developed and sponsored by CTIA, but also included members of MPC and PDE equipment vendors. (XYPoint (TCS), Intrado) The J Standard identifies the signaling protocol for Phase II which are acceptable between wireless carriers switches and TELCO‟s switching equipment. Must remember: J standard determines that the data is a pull functionality/process, thus an „open systems‟ platform. Good thing: could be multiple ways to interface and this standard narrows scope of building a standard communication protocol. Originally, Qwest took the position that ALI can accept or “Push” ALI and that Phase II can push ALI data. However, J Standard requires a “Pull” from the individual wireless carrier in order to provide X,Y. This J Standard and “Pull” allows the Wireless MPC to interface with multiple TELCO databases. The Phase II ALI looking for location information allows mid-call re-locates to identify updated Lat./Long., such as a moving vehicle and ALI rebids. This is the latest enhancement to the planned implementation of Phase II. Bottom line, Qwest can pay for cost, but this is passed to PSAP. Qwest took position that it is the wireless carrier that needs this service and needs to pay for it. This was also concerns and legal issues that would allow a LEC to pull data across Inter-LATA areas. The LEC‟s took the position that they did not have to pay for any Phase II upgrades. One moth ago however, the FCC held a meeting with the LEC‟s, carriers, Intrado and the FCC wireless staff and generally said: “we must come to the issue of Phase II as a cooperative effort”. Qwest has decided that the upgrade (hardware and software) will be charged back to the carriers as well as the PSAPs. In essence, it is proposed that the hardware at the ALI Node (MPC) will be charged to the cell providers or carriers, and the software costs located at the ALI node will be paid for by the PSAP‟s. The J-Standard will be the sanctioned standard by the FCC. Concerns brought forth outside of Qwest territory concerning a cost-per-call drove Qwest away from considering that costing model. Qwest does not view a cost-per-ALI dip a fair cost model for the PSAPs. Qwest would like to mimic the cost models of the wireline cost model in existence today, and they also Contact One 6-6-2002 - know that rural area PSAPs cannot pay for a per-call model. Bottom line, with E2, more ALI dips will be required and this will place a strain on the network. The PSAP‟s ability to bid and re-bid ALI is critical for CPE. Initial call bid may not bring back X,Y if it is not available. However, on subsequent ALI dips, X,Y should be returned. No one knows the stresses that will be made on the network. Costs will be based on how many carriers will be going Phase II in each PSAP‟s jurisdictional area. July 1st will be the target date of the hardware contract with Intrado. It is hoped by Qwest that these costs will be cost-recovered through the tariff. The new ALI format will be 30W, which essentially represents the format that was used in the trial in El Paso – Teller 9-1-1 known as the 30D format. Forms will be sent out to the PSAPs outlining what was stated today and clarify your request. Pricing could not be provided today. Costing will be made based on the number of carriers that are rolled out into a particular PSAP jurisdiction – a tiered approach. Intrado will set the costs and Qwest will pass those costs on to the PSAP. Letter about E2 that will be sent to PSAP's from QC will be sent out the week of June 10. It was requested that a cost-breakdown be offered that will show what the costs are for the software upgrade. There was much discussion on the manner in which the cost of Phase II will be broken out. The fact that the costs, which are termed as a „software update‟ are static, yet the cost of providing Phase II service will not be a static cost, but will be a monthly reoccurring cost with no cut-off date. - Contact One 6-6-2002 -
