SUMMARY OF
                             SALARIED STAFF BENEFITS

                     Basic Group Benefits Cost Sharing - 75% Company Paid, 25% Employee Paid
                                   Optional Group Benefits - 100% Employee Paid

         Short-Term Employees with more than three months of service and who are unable to work
     Disability (STD) as a result of an illness or an off-the-job accident are eligible for short-term
                      disability benefits.

                             Employees unable to work due to an occupational illness or injury may be
                             eligible for Workers' Compensation benefits.

                             PCL will pay an employee a minimum of 60 percent of the employee's basic
                             monthly salary for a maximum of 119 consecutive days. The percentage paid
                             is left to the discretion of the District/Department Management. Benefits paid
                             under this program are taxable.

                             Benefits will cease to be paid:
                              after 119 days,
                              when the employee returns to work during the 119 day period.

                             For disabilities exceeding four months, benefits may be provided in
                             accordance with the provisions of the group insurance policy described under
                             the heading Long-Term Disability.

             Long-Term After four months of disability the LTD insurance plan provides the lesser of:
                 (LTD) a) 66 2/3 percent of the first $3,000 of basic monthly earnings plus 50 percent
                            of the next $8,000 (rounded to the next higher multiple of $100 if not
                            already a multiple thereof), or
                         b) 85 percent of pre-disability income, or
                         c) maximum of $6,000 per month

                             This benefit is non-taxable.

    Basic & Optional a) Basic
      Life Insurance    In the event of death resulting from any cause, the basic group life
                        insurance plan will pay the beneficiary an amount
                        equivalent to the employee’s annual salary rounded to the
                        higher $1,000 to a maximum of $500,000.

                             b) Optional
                                Optional amounts of life insurance may be purchased by an employee in
                                units of $10,000 to a maximum of $300,000. The optional amounts are
                                also available to an employee’s spouse. This amount is also purchased in
                                units of $10,000 to a maximum of $300,000.

                                  Optional Life Insurance is available for an employee’s child(ren). The
                                  amount is purchased in units of $5,000 to a maximum of $25,000.

 Accidental Death     In the event of death as a result of an accident, basic accidental death and

                           b) Optional
                              Optional amounts of accidental death and dismemberment insurance are
                              available for both employees and family in $10,000 units to a combined
                              basic plus optional maximum of $500,000.

           Optional If an insured dependent should die the insurance on the life of that dependent
      Dependent Life will be paid to the employee.

                           The amount paid would be $5,000 upon death of a spouse and $2,500 upon
                           death of each child.

    Extended Health Extended health care benefits are provided for employees and dependents to
          Care Plan help offset some hospital, medical and vision expenses not covered by
                    Provincial medical plans. 100% eligible expenses on a Least Cost Alternative
                    (LCA) basis with a maximum drug dispensing fee of $8.00 per prescription. A
                    direct pay prescription drug card will be provided. All eligible hospital and
                    health service expenses are reimbursed at 100 percent unless otherwise
                    indicated and subject to annual maximums.

                           There is an overall maximum of $100,000 per participant each calendar year.

                           All benefits provided as the result of an accident or unexpected illness which
                           occurs outside Canada is reimbursed at 100 percent to a maximum of
                           $2,000,000 per person.

                           $250 maximum for prescription eyewear coverage over a two year period.

                 Dental The dental insurance plan provides coverage for employees and dependents.
                        Dental coverage is divided into three areas:

                               Basic: 100 percent coverage
                               Extensive Dentistry: 50 percent coverage
                               Orthodontics: 50 percent coverage

                           $2,500 combined maximum on basic and extensive dentistry benefits for each
                           eligible individual in the family in a calendar year.

                           $3,000 maximum for orthodontics treatment and appliances for each eligible
                           individual in your family per course of treatment.

 Flexible Spending A Flexible Spending Account of $500.00 may be directed at the employee’s
    Account (FSA) discretion to a Health Spending Account to pay uninsured medical and dental
                   costs, additional eye examinations, contact lenses or prescription vision wear.
                   Or the FSA may be directed to our Group Registered Savings Plan.

 Company Pension PCL provides a defined contribution pension plan that is designed to provide
            Plan flexibility in contribution amounts and investment choices so that employees
                 may take maximum advantage of accruing retirement income. The pension
                 plan is available on an optional basis and employees may enroll at any time
                 upon or after joining the PCL companies.

                          Employees may contribute between two and five percent of their base earnings
                          to the plan and PCL will match those contributions.

                          Employees are entitled to the company’s matching contribution after two years
                          of continuous service.

                          Employees are given the responsibility for investing their contributions plus
                          the company matching contributions in a variety of Guaranteed Investment
                          Certificates and segregated funds.
