Item 1: European Regional Development Fund (ERDF) Operational Programme

   •   The Shadow Partnership Delivery Board met on 19 June and agreed a process for
       the negotiations, which would ensure stakeholder engagement and hopefully a
       speedy resolution of any issues raised by the European Commission (EC). An
       Operational Programme Task and Finish Group has been established.

   •   The European Commission accepted the Convergence ERDF Operational
       Programme, so formal negotiations could begin. Written feedback from the EC was
       expected during the first week of July. A negotiating meeting led by Communities
       and Local Government department would take place on 19 July.

   •   It was agreed that it was important to keep all stakeholders engaged and that the
       ‘Towards Convergence’ Newsletter, which reaches 600 stakeholders, was a key
       portal.

Item 2: Update on the European Social Fund and consideration of links between funds

   •   The Group agreed that it was important to ensure there were strong strategic and
       delivery links between the European Social Fund (ESF) and the European Regional
       Development Fund (ERDF). A joint ESF and ERDF Programme Monitoring
       Committee was proposed.

   •   Concern was expressed that the ESF programme was taking a top-down approach.
       However, Cornwall has been fully engaged in the development of the ESF
       programme through sub-groups that involve local representatives and the Regional

       Skills Partnership has worked to get a programme that suits Cornwall and the Isles of
       Scilly.

   •   The Group agreed that it needed to rise to the challenge of influencing nationally, and
       build upon the success of ESF in the region so far. Joint planning between the
       Learning & Skills Council and Jobcentre Plus should be expanded to bring in other
       players.

   •   The national ESF programme was submitted to the European Commission in March
       and a formal decision was expected in October.

   •   The EAFRD (European Agriculture Food and Rural Development) and EFF
       (European Fisheries Fund) programmes must be aligned with Cornwall and the Isles
       of Scilly’s aspirations and the right local stakeholders should be involved.

   •   The English EAFRD programme had been submitted to Brussels and approval was
       not expected until January 2008. £55m has been allocated for the socio-economic
       axes in the Convergence area (EU plus Defra match).

   •   European Fisheries Fund update: there remained issues over allocation of EFF at a
       UK level and the nature of delivery was unresolved.

Item 3: Progress report on delivery

   •   A Commissioning workshop was held on Tuesday 19 June, attended by about 40
       delegates. A repeat workshop would be very useful – South West Regional
       Development Agency to arrange.

   •   A presentation was given about the Business Process for handling a Commissioning-
       led programme.

Item 4: Future work programme for information

   •   A forward programme of items that the Programme Monitoring Committee (PMC)
       would need to consider was presented. This included developing a training plan for
       the PMC and agreeing a Technical Assistance strategy.

Item 5: Communications

   •   The Partnership Office ‘Towards Convergence’ Communications Plan was presented.
       It was agreed that it was important to maintain a dialogue with partners over the next
       few months. The Group endorsed the paper and delegated the Partnership Office to
       develop and implement a full Communications Plan, in coordination with partners.

Item 6: Next meeting

   •   The next meeting was scheduled for Friday 28 September.

   •   Additional meetings were provisionally arranged to deal with issues arising during the
       development of the Operational Programmes. Dates as follows:

               o   Tuesday 18 September
               o   Friday 19 October
