					JOB DESCRIPTION POST TITLE: POST NO: JOB PURPOSE: • To be responsible for the collection of all rent monies and to deputise, in the absence of the Pannier Market Officer, to ensure continued efficient and effective management of the Barnstaple Pannier Market and to promote and market the Pannier Market Pannier Market Rent Collector (Part Time 26 hours per week) 30132R BUSINESS UNIT: Estates

MAIN DUTIES (briefly summarise principal duties. Do not list every task): • • • • • • • • • Identify areas of opportunity to promote and develop the Pannier Market Supervise members of staff To collect, during market days, all due monies from traders Reconciliation of monies and the handling and banking of cash as and when required Assist with the maintenance and update of all records relating to traders including IT Systems Promote the Market through advertising and other mediums to maximise usage Carry out any Ad-Hoc duties, requested by the Pannier Market Officer, to promote, improve or maintain the efficient operation of the Market Receive and deal with incoming enquiries relating to traders, advertising and customers Deputise for Pannier Market Officer on day off each week, sickness and holidays. To make management decisions on these days to ensure the smooth running of the Market

SKILLS, KNOWLEDGE AND EXPERIENCE: • • • • • • • • •

Minimum Time on Job: 5 years

Intermediate or good knowledge of computers Communication, negotiation and problem solving skills Knowledge of Health & Safety legislation Knowledge of credit control, debt collection Minimum of 5 years experience in market management or supervisory roles, preferably within local government Supervisory experience essential Minimum of 5 GCSEs Marketing experience or relevant marketing qualification IT skills especially web development

COMPLEXITY AND CREATIVITY: • • • • The postholder will be expected to exercise discretion and maintain confidentiality when dealing with Traders, Media, Public Bodies, Council Members and Officers, the general public The postholder will be expected to identify areas of opportunity for promoting and developing the business to investigate these for implementation after approval The postholder will be expected to assist with the continual devleopment of the Market Web Site including updating when required which will involve an element of creativity to capture interest of users The postholder is required to operate efficiently in a busy and varied environment, assisting the management in all aspects of the Market, making immediate decisions including decisions that affect income

JUDGEMENT AND DECISIONS • • • • Ability to work with minimum of supervision Exercise judgement to achieve best value advertising within agreed guidelines Deputise in the absence of the Pannier Market Officer, and make decisions in absence of Pannier Market Officer, and show initiative and make appropriate decisions to ensure the Council’s objectives/requirements for the provision of markets is maintained Make instant decisions affecting the running of the Market and income generation

Pannier Market Rent Collector 26 Hours Per Week

CONDITIONS OF SERVICE

Salary:

Spinal Column Points 18 - 25 £16,137 - £20,235 pro rata

Holiday entitlement:

148 hours (pro rata), rising to 185 hours per annum, after 5 years continual local government service

Statutory Days:

In addition to your annual leave entitlement, you will receive the following statutory days: • Easter – 14 hours 48 minutes (2 days) • Christmas – 14 hours 48 minutes (2 days) • New Years Day – 7 hours 24 minutes (1 day) • Bank Holidays – 22 hours 12 minutes (3 days) • Extra non-statutory days (14 hours 48 minutes – currently taken at Christmas)

Hours of Work:

You will be required to work 26 hours per week, specific arrangements will be agreed upon appointment

Pension scheme:

There is an opportunity to join the Local Government Pension Scheme

Sickness:

You are entitled to up to six months full pay and six months half pay, dependent on your length of service, for absences through sickness.

Car Parking

You will need to make your own car parking arrangements. Salaries are paid on the 25th of each month
