What is the IT profession?
The Government IT Profession is a new profession. It’s scope is broad and includes:
professional expertise in managing the delivery of largescale programmes of ITenabled
change, operational delivery of ITenabled services for citizens and business, deploying
specialist and technical skills in areas such as information management and security,
enterprise architecture, application design, communications, delivering and supporting
infrastructure, and building successful relationships with suppliers and system users.
Whom does the Government IT Profession represent?
The profession represents the people who work in IT in central and local government

and the wider public sector. IT is taken to include all aspects of technology at any
stage in the technology life cycle from influencing the design of IT enabled policy
through development and implementation to decommissioning legacy systems.
The Head of Profession is the Government Chief Information Officer (CIO) who is
1 supported by a CIO Council with membership drawn from across the public sector.
Membership benefits include access to support and advice from local Heads of
Profession and Competency leads, information on development opportunities, including
the National IT Academy, and regular editions of the ebulletin with news about
development of the profession.
IT profession competencies and skills
The government IT Profession is based on a Competency Framework for IT
professionals which has 5 core and 2 senior competencies.
IT Professionals are encouraged to gain broad experience by working in more than one
competency area.
Aligned to the Competency Framework is the Government IT Profession detailed skill
framework based on the Skills Framework for the Information Age (SFIA) which
describes a range of 78 technical and specialist skills. IT professionals can choose
either to specialise and gain expertise and experience in depth in a very few of these
skills, or gain broader experience in a number of skills.
