Question: Since the H-53 Aircraft requires "Sling Load Certification", and the issuing agency would not be ASC/ENFC(ATTLA) Wright Patterson AFB, Ohio, does this negate the requirement to obtain an Air Transportability Certification for the H-53 aircraft? Answer: This contract does not require sling load certification. However, the MEPP shall be air transportable per the requirements stated in paragraph 3.2.7.1 in the specification. 2. Question: If an Air Transportability Certification for the H-53 aircraft is required, will the Contracting Officer communicate permission to the Army to provide a quote for the Certification? Answer: The Air Transportability Test Loading Agency (ATTLA) is the Department of Defense agency responsible for the approval of airlift cargo. ATTLA certification is required if the cargo exceeds set requirements. ATTLA gives assistance to all branches of the federal government, and works directly with contractors and procurement offices to ensure the design of new pieces of equipment allows for air transportability. ATTLA also provides air drop certification, as well as authoring and maintaining MILHDBK-1791. 3. Question: Is the production test equipment to be part of the pricing of the 4 preproduction MEPP units or will it (GFE) be provided by the government at no charge? Answer: Test equipment is now required for five (5) PPU’s (see amendment 0004). All test equipment for contractor tests shall be at the expense of the contractor. Production Evaluation, Testing, and QA under the subfactor of I.A. Technical Approach in Section L of the solicitation is revised as follows: FROM: Production Evaluation, Testing and QA: The offeror shall provide a narrative discussing in detail the approach that will be taken to meet the requirements for the Pilot Production Unit testing, Production Unit testing and Quality Assurance provisions as specified in the Solicitation. Any required Government Furnished Equipment (GFE) shall be identified along with a discussion on how it will be used and how it will be returned to the Government in Ready For Issue (RFI) condition. TO: Production Evaluation, Testing and QA: The offeror shall provide a narrative discussing in detail the approach that will be taken to meet the requirements for the Pilot Production Unit testing, Production Unit testing and Quality Assurance provisions as specified in the Solicitation. 4. Question: ILS/ALS SOW Part II, para 3.0 states: “The need to revise the MEPP technical manuals shall continue through the life of the equipment. The contractor shall provide revisions to technical manuals, which shall include Operating Instructions, Maintenance Instructions and Illustrated Parts Breakdown (IPB) in accordance with CDRL L001.” MEPP SOW para 1.3 states: “The new MEPPs will replace the existing NC-10C series MEPPS and are expected to be in service for the next 25 years”. Does this proposal require the contractor to include pricing for technical manual revisions for the full 25 years expected MEPP service life? N68335-08-R-0013 0006 Page 3 of 3 Answer: No, the contractor does not have to include pricing for technical manual revisions for the full 25 years expected MEPP service life. Part II of the ILS/ALS SOW is to let the contractor know what the requirements would be for a potential separate follow-on PBL effort after the Interim Support period. 5. Question: Informational Note 8 states that if the Government decides to order the ECTS, they will only order one of the ECTS models. If the offeror’s solution has a single ECTS that meets all of the combined requirements of the Performance Spec (Para 3.2.4.2.13), is the offeror required to submit duplicate pricing for each of the associated CLIN(s)? Answer: In order to be in accordance with the requirements of the solicitation, offerors must submit pricing for three different models of ECTSs. 6. Question: With regard to Question 23 (of Amendment 0005) and associated answer. Is the 100 hour run-in time only pertain to the 2 PPU's submitted for Government Testing or all 5 PPU's? Answer: All five units must have have a minimum of 100 hours. 7. Question: On page 8 of Amendment 0005 you specify 25% of the hours providing 28VDC, 1000 Amps. Per the specification the 28VDC is only rated at 750 Amps continuous and 1000 amps for only 5 minutes. Please clarify. Answer: The Specification is correct. The reference to 28VDC, 1000 Amps on page 8 of Amendment 0005 is corrected to read: “25% of the hours providing 28VDC, at 750 Amps.” 8. Question: On page 7 of amendment 0005 para 3.3.1 states that the RDEMO shall be in accordance with MIL-HBK-781 Test Plan 10-1. We have received the latest copy of MIL-HBK-781 and there is no Test Plan 10-1. Please clarify. Answer: MIL-HBK-781A, Page 236 Fig 18 will provide the necesssary information. 9. Question: On page 8 of the amendment 0005 question 10, answer states "This requirement is for all the MEPPS delivered in a 24 month interim support period.” The cost to be provided for CLIN 0046 is a one lot cost. How many units should this cover? Answer: This should cover approximately 225 units. 10. Question: On page 9 (of Amendment 0005), answer to question 15 is 5 hours per day. The cost to be provided for CLIN 0045 is a one lot cost. How many units should this cover? Answer: This should cover approximately 225 units. 11. Question: On Page 7 of amendment 0005 para 3.3.1 you provide a profile for testing. You specify 5% of the hours providing 115/200 VAC, 400HZ, Single-phase Auxiliary. What is the power consumption of the single phase load? Answer: The maximum current for the 115VAC, 400Hz single phase convenience receptacle shall not exceed 15 amps. 12.
