Under section 55 of the Telecommunications Act (TKG) each use of frequencies in Germany requires
prior assignment. Unless a general frequency assignment has been issued, the Federal Network
Agency for Electricity, Gas, Telecommunications, Post and Railway makes individual assignments.
Where frequencies are intended to be used for a short time only, eg for car races, sports events,
concerts and trade fairs, short-term assignments will be issued based on a simplified procedure. For
short-term frequency assignments the following data is required:

Name of contact person on location, Event for which the frequencies are required
mobile number
Coverage area / location of use Location of transmitting equipment
Duration of use Days of use
Tuning range of equipment Preferred frequency (MHz)

Max. antenna gain (dB) Type of link (ground-ground, ground-air,

Number of devices Type of frequency use (microphones, in ear,
camera link, telemetry, voice communication,
etc.)
Short-term assignments are made for up to 30 separate and/or consecutive days of use at one
location/site. These days must fall within a period of six months from the first day of use. The
frequency assignment may be extended for up to 30 additional days, subject to a fee. Short-term
assignments are always made for a specific event or location.
In accordance with section 142(1) of the TKG in conjunction with the Frequency Fee Ordinance
(FGebV), a fee is charged for each channel assigned. For temporary operation of a channel (up to
30 days at a location) a fee of € 130.00, and for each additional channel a fee of € 50 is payable. In
the case of events with different stages (e.g. bicycle race) the fee is payable for each stage.
If you use frequencies without a valid frequency assignment, you may be punished by a fine not
exceeding € 500,000 under section 149 of the TKG.
Applicants are requested to submit their applications not later than 4 weeks prior to the intended start
of use. For applications received at a later date - especially if the frequency is intended to be used in
the vicinity of a border to a neighbouring country - timely frequency assignment cannot be
guaranteed.

Checks of the equipment used
All equipment operated on the basis of an individual assignment, will be checked by Bundesnetzagentur at the
Meetings in Bonn and marked accordingly (sticker). In justified cases Bundesnetzagentur will also inspect
equipment operated on the basis of a general assignment.
Equipment which is not in perfect technical condition or has not been granted a frequency assignment will not
be marked or given permission to be operated.
The checks will be made by Bundesnetzagentur representatives. They can be contacted in the Press Center
in the office provided on site for this purpose.
Note for holders of normal assignments under the TKG
So that we have an overview of the frequencies actually used in the press and conference centres, we also
require notification of frequencies used under a normal assignment. The best way to do this is electronically.
Applications for short-term frequency assignments should be submitted by
20. April 2008 at the latest to the following Federal Network Agency office:
