Účelem tohoto dokumentu je průběžně informovat české podnikatelské subjekty o připravovaných obchodních příležitostech v oblasti projektů k OH 2012 v Londýně s delším časovým předstihem než je vydán příslušný tendr. Vzhledem ke krátkosti času na předložení tendrové nabídky je potřebné se na avizované velké tendry dlouhodoběji připravovat na roli kontraktora či subkontraktora. Tendr je pak veřejně přístupný na webových stránkách GB: (http://www.tendersdirect.co.uk/default.aspx) a EU: (http://ted.europa.eu/Exec?Template=TED/homepage.htm&DataFlow=hRead.dfl&hpt=ALL&StatLan g=CS). Tento dokument je průběžně doplňován o informace získané z jednání v GB, z odborného tisku a z dalších zdrojů. Nejnovější informace (proti předchozí verzi) jsou logicky vždy na konci tohoto dokumentu a navíc zvýrazněny červenou barvou. Jsme přesvědčeni, že dokument doplňovaný za delší časové období podá cenný obraz o chronologickém vývoji některých zásadních projektů vyvíjejících se často i několik let. Znalost celého vývoje je často důležitá pro tvorbu obchodní strategie a tvorbu samotných nabídek. Jelikož zejména pro menší a střední podniky je největší šance uplatnit se v roli subdodavatele, podáváme zde také informace o největších subjektech operujících na GB trhu a získávajících zakázky v předmětné oblasti. Pozn. : Zájemcům o subdodávky pro kontraktory (kteří již získali státní zakázku od organizátorů OH) doporučujeme jednak nabízet své zboží a služby prostřednictvím uvedeného webu (je to přání organizátorů), nicméně doporučujeme spojit se i přímo s příslušným kontraktorem (vítězem tendru) a hlavně doporučujeme s předstihem přímo kontaktovat níže uvedené firmy avizující svůj zájem o tendr. 17 April 2008 On 17 April 2008, a member of the Embassy‟s commercial section attended a business briefing for intending suppliers to the London 2012 Olympics. According to ODA and LOCOG directors it is estimated about 70,000 business opportunities related to the preparation of the event. It is estimated that there will be 250 major Tier 1 contractors working on the Olympic park and the other Olympic sites such as the Olympic village and the boating center in both the construction and services sectors. There will be another 2000 Tier 2 subcontractors working directly for the Tier 1 companies and from the overhead diagrams there looked like 7 plus tiers in all. It was mentioned that the main contractors will be keeping their established supply chains but the Tier 1 contractors and Tier 2 subcontractors will be required to tender for new suppliers outside their chains on the official London 2012 Olympics tendering website below: https://www.competefor.com/london2012business/login.jsp All work for the both the ODA and LOCOG will also be tendered through this website. Although for these two organisations most work for suppliers to Tier 2 subcontractors will be announced from later in 2008. However that does not mean that contractors will not need supplies of key materials and services before then. Once work on the Olympic park is finished there will continue to be projects associated with the Olympics legacy that will stretch beyond 2012. For any firms wishing to bid or even to look at what work is available it is important to register and publish your information on the above „Compete For‟ website as only those with information registered and published (including financial information asked for) on the website will actually be notified and considered for the estimated 70,000 tender opportunities over the next four to five years (there will be work to downsize the Olympic park and remove other temporary structures after the games as well as the continuation of the Stratford City project). Once registered each firm has an opportunity to receive information on 10 areas of interest. Emails will be sent to notify and ask for tenders (the registered user must activate the email alerts by going to the My Account section). The form is fairly easy to fill in but asks certain questions which may seem strange to the non-British business but the information helpline (0044845 2177804) should be able to assist with any questions you may have in filling the form in. The website asks if certain policies such as Health and Safety and Diversity are in place but details of these will only be asked for if the supplier is listed in the final group of 7 short listed to supply. It is now possible to see which firms have already supplied the ODA with goods and services and from the end of the Beijing games in August 2008 LOCOG will begin their process of looking for goods and services mostly for the running of the games. opportunities. There is no lower limit on the contracts/tenders and it will be possible to only receive information on a particular field of interest. Tender information can still be received without registering but if a company wishes to bid for any work they must be registered. In the registration form there are two fields which will not apply to Czech based companies but they must still be filled in with the words „Not Applicable. These are the fields requiring information on „Company Registration Number‟ and „VAT Number‟. A business network is being developed by the London Development Agency and will be available to access from later in 2007. July 2008 Olympic Village Downsized 11 July Source: International Herald Tribune The International Herald Tribune reported that Lend Lease, the builders of the Olympic village and the Olympic Delivery Authority have agreed to scale back the size of the proposed construction in order to remain within budget. Instead of the proposed 4,200 residential units there will now be 3,300. The village, once built, will be hired by the British Olympic Committee to house the 17,000 athletes during the games. The 12 track railway sidings has been completed ahead of schedule and on budget. The report said that the contractor, Balfour Beatty, is already on site. 7 July Source: Olympic Delivery Authority The Olympic Delivery Authority (ODA) is holding an industry day in Canary Wharf, London on the afternoon of Tuesday 15 July 2008 to introduce the vision for the Olympic Park Plant Hire and Builders Merchant Facility. This is for experienced companies or consortiums able to deliver the following scope of supply:
small plant, tools and equipment hire access equipment competency training builders merchant products
The ODA will provide a location within the Olympic Park from which the successful candidate will have the exclusive right to operate the facility. The scope of services provided from the facility will need to develop as the construction programme evolves ie from groundworks through to fit out stage. This event is designed to provide further information on the scope, programme and key features of the forthcoming procurement process. There will be an opportunity for delegates to pose questions to a panel and meet the project team. A maximum of 200 people will be invited to attend, with a maximum of two attendees from each company. It was reported that the Olympic Delivery Authority is deciding on two options to make sure that the Olympic village is built. The developers of the site, the Australian company Lend Lease, seem to have run into a spot of bother in obtaining their half of the nearly £1 billion funding needed to build the village. The ODA proposes that the government guarantees a loan taken out by Lend Lease to build the village or alternatively that the ODA provides all the funding and Lend Lease just builds it. Further, in a report in the Times newspaper the preferred builders of the Olympic media centre, Carillion and Igloo, also seem to be having a problem with obtaining funding for their half of the £250 million necessary. Again the ODA may be forced to take on the project themselves. Roads Contract announced 23 June Source: Olympic Utilities Contracts The Olympic Delivery Authority has announced that it has awarded the contract for the maintenance and construction works on the roads within the Olympic park to the infrastructure company Fitzpatrick. http://www.the2012londonolympics.com/forum/showthread.php?t=11214 Utility Contracts 22 June Source: Builder and Engineer The Olympic Delivery Authority awarded McNicholas (owned by Skanska UK) 4 utility contracts and Barhale one contract. McNicholas will undertake gas, telecoms ducts, water and the electrical civils network across the Olympic site. Barhale will construct a primary sewer and pumping station. Items that have been pointed out are construction deals (the Olympic stadium is now projected to cost 535 million – it was 496 million), the security costs for the games and the post 2012 legacy. The Australian company Lend lease is the developer and manager of the project while its sister company Bovis Lend Lease will undertake the construction works. The village, costing £800 million, will be able to accommodate 17,000 people and after the games the apartments and houses will be sold or rented as social housing. However the project has got off to a bad start with the Olympic Delivery Authority having to put forward some the cost as the developer, Lend Lease, is reported as having problems in obtaining funding for the project due to the credit crunch. Other Olympic news is that the estimated cost for the main stadium has risen from 496 million (October 2007) to 525 million (June 2008). The original estimate was 280 million. Other costs have also risen by 106 million but these have been offset by savings in other areas bring down the rise to 16 million so far. Talks have been held with the organisers of the Chicago bid for the 2016 Olympic games on the possibility of reusing the 55,000 temporary seats which will form part of the main London Olympic stadium. The ODA chief executive David Higgins is reported as saying that he is „willing to hold discussions with other bidding cities in the coming months‟. The London stadium, designed by HOK Sport architects, is deliberately designed as a part of a kit that can be disassembled and reassembled in other locations. Following the initial programme-wide Security Industry Day in October 2007, the ODA has updated its security procurement packaging strategy. Two separate procurement packages will be combined to form one integrated solution, which will now be referred to as the Command and Perimeter Security System (CPSS). CPSS will provide perimeter and vulnerable point security. It will include a range of perimeter security subsystems such as CCTV, alarms, access controls, and command and control and other crucial security functions. The supplier appointed will be responsible for the management, maintenance and integration of the overall system, much of which will be installed by other contractors, to ensure a robust, reliable, scalable and secure delivery. Experienced companies, with a proven track record in delivering such systems, are invited to apply to attend this industry briefing day. Olympic Stadium work started 23 May Source: RTE NEWS It was reported that work has started on the site of the Olympic stadium with the first concrete pilings being put in place. The centre will be further developed after the games for use by the general public. Please see the following notice for more details.
The Olympic Delivery Authority (ODA) has issued a contract notice for the construction of the Canoe/Kayak Flatwater facilities for the London 2012 Olympic Games and Paralympic Games. The Broxbourne White Water Canoe Centre, situated in parkland areas south of Broxbourne and to the west of Waltham Abbey, will host the Olympic Games Canoe Slalom preliminary and final competitions. The Centre is to be constructed on the overflow carpark to the Showground site in the River Lee Country Park. After the Games, the venue will be developed to become a major leisure attraction for canoeing and white-water rafting, as well as a major competition venue for elite events. The Centre will be managed by the Lee Valley Regional Park Authority, which owns the land. The ODA has now put the contract out to tender for companies to construct the venue, including land formation and landscaping works, construction of a new pavilion, and the creation of an international standard Slal om Canoe course. For further information refer to the pre-qualification questionnaire (PQQ) and accompanying information which may be accessed via the eTendering website. Interested bidders may only express interest via the eTendering website. Expressions sent by any other means will not be accepted. Source: Olympic Delivery Authority A news release from the ODA said that work was expected to begin in summer 2008 on the Olympic village which is situated in the Olympic park. ISG – the Velodrome In addition work on other parts of the site has gone to a variety of companies. Dean and Dyball have received the construction/refurbishment for the sailing venue in Weymouth and Portland in Dorset; remediation on the Olympic park went to Nuttall and Morrison; roadworks and bridges in the Olympic park have gone to Nuttall, Balfour Beatty and Skanska and; the Anglo/Australian firm Bovis Lendlease will be building the Olympic village. Olympic Velodrome Contract Awarded 9 May Source: Contract News and other sources The contract for the building of the 6,000 seat Olympic velodrome has been awarded to the firm ISG. The contract also includes the building of the BMX track and the after games legacy work to incorporate the BMX track with a road cycling circuit. Aquatic centre builder chosen 8 April Source: Building magazine It has been announced that Balfour Beatty is to build the Olympic Aquatic Centre. The company was the only bidder after the other two dropped out last year. The cost of the centre, a linking bridge and the surrounding area has been estimated at £303 million. This is far in excess of the original £150 million and then the £75 million scaled down plan first envisaged. At the same time it was confirmed that the construction team headed by Sir Robert McAlpine will build the main Olympic stadium. The site has now been handed over to the constructors who have started work three months earlier than scheduled. New Business Site Launched 15 January Source: Construction News magazine According to the Olympic Delivery Authority (ODA) there are still 2000 contracts to be tendered for during this busy year of construction. Already 500 contracts have been let and half of these to SMEs (small and medium enterprises). The ODA has just launched a new website for suppliers to put forward their profiles and have their products or services matched to particular needs by contractors or second and third tier suppliers to the main contractors. It is possible to see the companies which have already been given contracts to supply either goods, materials or services. However to win contracts the supplier/sub-contractor will have to register their business profile online. There is a detailed guide on how to fill in the on-line registration form and what information is required. This is called the „Suppliers Guide‟. Foreign suppliers will be able to link to the UK Department for Business, Enterprise and Regulatory Reform (http://www.berr.gov.uk) for assistance in filling out their business profile. It is recommended that suppliers read the guide as this will give some idea of the opportunities available, how procurement will work and how to go about putting themselves forward. It says that the Olympics Delivery Authority expects that there will be between 25–40 major building contractors employed on the Olympic building project and as yet an unknown number of subcontractors. The projects on the Olympic park, as highlighted in previous reports, include: the main Olympic stadium, the aquatic center, the velopark, the hockey cente and four multisport arenas holding fencing, basketball, volleyball and handball. In addition to the building of sports stadia on the Olympic park there is additional work on landscaping, roads, bridges, security and transport. Alongside the Olympic park another project to develop this area of London is also taking place – the Stratford City Development. Housing on the Olympic park is part of this project and will be used during the Olympics as the athletes village. The constructor has been chosen yet but the only bidder for the project is the firm Balfour Beatty. The ODA will appoint their preferred constructor by February. The project will not only include the Aquatic Centre but also a 250 m long footbridge and 40 m across. The size of the site is 10 ha and at present is the busiest part of the Olympic park with land remediation work being carried out and piling rigs due to move in next summer. It is expected that the price for the Aquatics Centre will be 220 million. The bridge which will run from Stratford City to the swimming pool is thought to cost 90 million. Olympic tendering for smaller firms 8 November Source: Construction News magazine The Construction News magazine reported that the Olympic Delivery Authority is creating a website in which smaller firms can bid for some of the 50,000 –150,000 contracts which it is estimated will be let by the times the games end. The site will be called „Compete For‟ and is expected to go live during January 2008. The ODA head, Morag Stuart, said that the ODA would contractually oblige Tier 1 contractors to post new opportunities on the website. She said that it was not a case of getting the Tier 1 contactors to get new suppliers if they already have a contract in place. The website will allow users to see what type of contract will be used as well as the value and estimated award date. There will be a number of questions to be asked before a company will be put on their list of suppliers. The developers Lend Lease who are building the Olympic village have also launched a tenders website for this job and those who are chosen on it have a possibility to be chosen for the larger Stratford City development being built beside the Olympic Park. The site, which is part of the much bigger £4 billion Stratford City development, will house all the athletes for the Games. The site will also include an educational complex, a 2,800 square meter health center, 10 hectars of open space and new road and rail links. The International Herald Tribune announced that a Memorandum of Understanding was signed between the Olympic Delivery Authority and the construction firm Sir Robert McAlpine Ltd. The stadium, designed to hold 80,000 people during the Olympics, will be downsized after the Olympics to hold 25,000. This will allow the next stage of development to proceed with the dismantling of the 52 electricity pylons and the land cleaned of contaminated waste before any construction starts. Construction News magazine reported that the cost of building the Olympics Aquatic Centre had increased substantially from the original estimate of £75 million to nearer £150 million. The project also includes building a temporary water polo venue and a bridge. The article said that this structure would take a lot of steel with an estimate given as 3,000 tonnes and costing £10 million. Please see information from 17 May as to who the bidders for this project. Olympics at Wembley? 14 June Construction News Another report in Construction News mentioned that Olympic construction chiefs have been considering a fall back plan if the Olympic Stadium is not ready on time for the Olympics. They have been looking at using Wembley Stadium if they need to – they would be able to fit temporary track and field facilities by taking away 30,000 seats leaving a capacity of 60,000. Athletes would be transported on special „athletes only‟ underground trains directly from the Olympic village to Wembley. This project is estimated to cost between £30 and £40 million and has been prompted by the fact that the Olympic Stadium builders, Sir Robert Mc Alpine are demanding £630 million however the ODA has budgeted £450 million. The ODA have said that they will make an announcement in the next few weeks. Underground pipe work completed 14 June Construction News The civil engineering firm J. Murphy completed work on putting in underground tunnels to hold all electric wiring for the Olympic site. The next stage will be the clearance of the site including taking down all electric pylons. 11 June 2007 Extension to Velodrome tender The Olympic Delivery Authority announced that it had extended its deadline to 11 July for bidders to express their interest in tendering for the Velodrome design and construction project. A briefing for the project will be held on 26 June and those interested in attending should email velodrome@london2012.com by 13.00 (BST) on 22 June. Olympic Site Underground Tunnel 12 April Source: Progress information: The Olympic Delivery Authority (ODA) reported that the £231 million tunnel work, carrying all electricity cables under the Olympic park, was on time and in budget. The work, being carried out by the civil engineering firm Murphy, will eventually take all the cables running from the 52 electricity pylons running across the site. Once this is completed the next phase of clearance including knocking down two tower blocks will begin. It is expected that at the peak of construction 9,000 plus people will be working on the site. The ODA has set itself the objective of meeting 10 targets before the start of the Beijing Olympics in the summer of 2008. Olympic Aquatics Centre 12 April Source: Construction News The journal Construction News reported that two non UK contractors – Bouygues (French) and Hochtief (German) had joined the bidding to build the Olympic aquatic centre (designed by Zala Hadid). The ODA are expecting to have at least 4 British bids on top of the two foreign ones. The report also mentioned that the work would be broken down into 3 parts: the
main centre, surrounding infrastructure and, the water polo facility. Further information in Construction News (19 April) was that the UK civil engineering firm Ardmore was also entering a bid for this project. http://www.ardmoregroup.co.uk/index.html In the meantime though the civil engineering firm Costain had been looking at some of the bridge works and other infrastructure projects but said it was not interested in the aquatic centre. Olympic Structures Tender 8 March Source: Construction News 4 new tenders have been offered on the OEUJ (7 th March) for £300 million of works on the Olympic site. The jobs include: 12 footbridges, 4 land bridges, 16 highway bridges plus other bridge works. A 11km road and other items are also included in the tender. The estimated value of this project is £4 billion. More than 3000 of the housing units will have to have been built by 2012 as they will be part of the Olympic village. The Bovis Lend Lease consortium is also made up of the companies – First Base (social housing development) and the East Thames Housing Group (affordable housing specialists). The first phase of the project is to provide 4,200 houses with construction beginning in 2009 and delivery expected by the end of 2011. The second phase will begin after the games have finished will consist of the downsizing of the Olympic park facilities, the building of the remaining houses, the offices and, the leisure facilities. The site is situated on a disused railway yard near Canary Wharf. Background information on the London Olympic Games 2012 Start of information September 2006 Introduction: The Olympic games will take place in London, United Kingdom from 27 July to 12 August 2012 and the Paralympic Games from 29 August to 9 September 2012. All events will take place in or near London apart from sailing and the Olympic football group stages. The vast majority of venues are already in existence but some will need modifications. The major project to be built is the Olympic Park which will contain among other things: the Olympic stadium, the Aquatic Centre, the Olympic Village and the Press and Media centres. The principle agencies overseeing the games and the delivery of infrastructure are: The London Organising Committee (LOCOG), the Olympic Delivery Authority (ODA), the London Mayors Office and the Government Department for Culture, Media and Sport (DCMS). The government of the United Kingdom and the London Mayors Office have agreed an overall funding package of 2.375 billion. The Government has guaranteed that it will act as the ultimate guarantor of the construction costs of the games infrastructure. The Organising Bodies: The Olympic Board is the body charged with overseeing the entire project. The members of the board are: Tessa Jowell, (Olympics Minister), Lord Sebastian Coe (Chair of LOCOG),
Ken Livingstone (the Mayor of London) and, Lord Moynihan (chair of the British Olympic Association). The London Organising Committee for the Olympic Games (LOCOG), chaired by Lord Sebastian Coe, is the organization responsible for the actual preparation and staging of the Olympic games in 2012. The chief executive is Paul Deighton. LOCOG is responsible for issuing most of the contracts for goods and services such as sports equipment, sale of venue seating, temporary facilities, security, clothing, catering and, official merchandise. Cost of the Infrastructure of the Olympic Park: Olympic stadium – ₤280 million, Olympic village – ₤650 million, Estimated costs of other new venues – ₤310 million The Olympic Park: The Olympic Park, situated on a 306 hectares site in Stratford, East London, is the setting for the main Olympic stadium, the Olympic village and some of the other sports venues (listed below). In addition to existing transport links to the park a new high speed train link has been built to transport the public from central London (Kings Cross) in 7 minutes (to be ready in 2007). The other main venues to be contained in the park will be an aquatic centre of two 50 meter swimming pools and a diving pool, 2 hockey pitches, a cycling velodrome and a BMX track, three/four multi-sport arenas for other sports , a training complex for tennis which doubles as a paralympics venue, a press and a broadcasting centre, foodhalls and other visitor venues (the master plan can be seen on the link below). The design of the plans will take into account the need to have a long lasting legacy for when the games are finished meaning that some of the structures are temporary or will be scaled down in the period after the games. The main focus of the park will be the stadium which will be built to hold 80,000 people and is estimated to cost ₤280 million. The Olympic village, containing 17,320 beds in 3,600 apartments is to be built by a public/private consortium. Once the games are finished they will
be handed back to the public/private consortium to form part of the overall regeneration plan for the Stratford area. The apartments will be for sale or rent. The whole project is part of a much bigger development of the Stratford area that will include the building of business, leisure, housing and social infrastructure. Financing the project: The ₤2.375 billion financing for the construction and infrastructure element of the Olympic Park and other venues will be co-provided by the UK government and the Mayor of London. LOCOG funding will be obtained from private funding such as the UK national Lottery ticket sales, broadcasting rights, sponsorships and ticket sales. It is estimated that 8 million seats will be on sale for the games from 2011. The Delivery Partner: A British - American consortium have been selected to undertake the project management of delivering the Olympic Park infrastructure in cooperation with the ODA. The three companies are CH2M Hill (USA), Laing O‟Rourke and Mace (UK). The new company is known as CLM and is chaired by Mr. Ray O‟Rourke, chief executive Ron Brooks.
