					SOUTHERN JASPER/HARDEEVILLE PLANNING COMMISSION REGULAR MEETING MINUTES JULY 26, 2007 1:00 PM Present: Chairman D. CALL TO ORDER Chairman Coulter called the meeting to order at 1:05 pm.

INVOCATION Commission Member Bathe gave the invocation.

IV. OLD BUSINESS A. Presentation of Minutes from the April 12, 2007 Meeting: Chairman Coulter entertained a motion. Commission Member Jenkins moved to approve the April 12, 2007 minutes. A second was received by Commission Member Bathe and was approved unanimously. V. NEW BUSINESS A. Consideration of a Zoning Amendment for parcels 042-00-04-007 and 042-0004-023 from Restricted Development (RD) in Jasper County to General Commercial (GC): Planning Director Brana Snowden presented a request for a zoning amendment for parcels 042-00-04-007 (+/-5 acres) and 042-00-04-023 (+/-4.01 acres) from Restricted Development (RD) in Jasper County to General Commercial (GC). The subject properties are located along Highway 278 east of Interstate 95 and west of John Smith Road. The proposed zoning request is consistent with the approved zoning that exists in the surrounding area. The parcels, in their entirety, will also be requesting annexation into the City of Hardeeville. Chairman Coulter entertained a motion. Restricted Development (RD) in Jasper County to General Commercial (GC). A second was received from Commission Member Bathe and was approved unanimously. Chairman Coulter entertained a motion. Commission Member Bowman moved to approve the request for a zoning amendment for parcel 042-00-04-023 from Restricted Development (RD) in Jasper County to General Commercial (GC). A second was received from Commission Member Aiken and was approved unanimously. B. Consideration of a zoning amendment for parcel 029-00-02-076 from Restricted Development (RD) in Jasper County to Mixed Use (MU): Planning Director Brana Snowden presented a request for a zoning amendment for parcel 029-0002-076 from Restricted Development in Jasper County to Mixed Use (MU). The subject property, consisting of approximately 20.53 acres, is located off of Honey Hill Road west of Deerfield Road and east of Purrysburg Road. Surrounding land uses include residential, light industrial and vacant land. The parcel, in its entirety, will also be requesting annexation into the City of Hardeeville. Chairman Coulter entertained a motion. Commission Member Jenkins moved to approve the request for a zoning amendment for parcel 029-00-02-076 from Restricted Development (RD) in Jasper County to Mixed Use (MU). A second was received by Commission Member Bathe and was approved unanimously. C. Consideration of a Master Plan for the property known as Antunes Commercial Tract (029-48-04-010) located along Highway 17 within the Hardeeville Tract: Planning Director Brana Snowden presented the Antunes Commercial Tract Master Plan. The subject property, comprised of approximately 24.17 acres, received Concept Planned Development District approval by City Council in 2005 and is being developed under the standards and requirements of the Hardeeville Tract PDD. The applicant proposed a 100,000 square foot commercial building for warehouse/storage use on a total of 8 lots ranging in size from 2.5 to 3 acres. Staff stated that more information is needed on setbacks and buffers, landscaping, parking, signage, traffic impact, drainage, and site lighting, including exhibits. Chairman Coulter entertained a motion. Commission Member Jenkins moved to table the Antunes Commercial Tract until the above information is provided to staff. A second was received by Commission Member Bathe and the vote to table was unanimous.

VI. ADJOURNMENT Chairman Coulter entertained a motion. Commission Member Jenkins moved to adjourn the meeting. A second was received by Commission Member Aiken and the meeting was adjourned at 1:25pm.
