This consent shall operate for a period of five years from the date of this decision. Reason In accordance with the requirements of Regulation 14 (7) of the Town and Country Planning (Control of Advertisements)(England) Regulations 2007.

ADDRESS: Lloyds TSB 8 Tamworth Road Long Eaton Derbyshire DESCRIPTION RETENTION OF 1X INTERNALLY ILLUMINATED FASCIA SIGN (RECONFIGURATION OF EXISTING SIGN) AND 1X INTERNALLY ILLUMINATED ATM COLLAR FOR ATM MACHINE SITE AND SURROUNDINGS No.8 Tamworth Road is a single-storey commercial property located on the north-west of the street, where it directly abuts the public footway to the front and south-west of the building. The property is currently used as a bank (Use Class A2) and is located within Long Eaton Shopping Centre. The surrounding properties are a mixture of commercial uses. APPLICATION DETAILS It is proposed to retain the existing internally illuminated fascia sign which has been reconfigured to include a new panel to advertise the ATM. This panel measures 800mm in height x 1000mm in width and does not project beyond the existing fascia sign. It is also proposed to retain an internally illuminated ‘collar’ around the ATM. This measures 1500mm in height x 910mm in width and is 500mm above the level of the pavement. DEVELOPMENT PLAN & PLANNING POLICY National Policies:Planning Policy Statement (PPS) 1: Creating Sustainable Communities PPS1 is committed to the promotion of sustainable development in the way that it aims to protect the natural environment, and in locating new development near a greater variety of travel options e.g. by foot, bicycle or public transport as alternatives to the private car. It champions high quality design which ensures usable, adaptable and durable places are created; this is a cornerstone of achieving sustainable development. Planning Policy Guidance 19 – Advertisements – specifies the importance of outdoor advertisements in the environment.

Regional Spatial Strategy (RSS) 8 Policy 3: Promoting Better Design – Seeks the constant improvement in layout, design and construction. Erewash Saved Policies July 2008:Policy LP1 – Sustainable Development – requires all development to reflect the principles of sustainable development. Policy DC10 – Design – states that applications for built development will be permitted provided that the development respects or enhances the character or appearance of the building, group of buildings or surrounding area, particularly in scale, massing, and materials. Policy S10 – Advertisements – requires that signs do not detract from their surroundings or the building on which they are located or highway safety. Erewash Borough Supplementary Planning Document (SPD) 2005: Design – requires developments to be of a high quality and to respect the context and character of the area in which they are located as a means of achieving sustainable development. Shop Fronts Supplementary Planning Guidance (SPD) (Adopted 2006) – considers new shop fronts and advertisements in relation to the character and style of the building and shopfront on which they are located. CONSULTATIONS Derbyshire County Council (Highways) – No objection. 800cd/m2 Ward Councillors – No comments received to date. REPRESENTATIONS Site notice displayed. Adjoining neighbours notified. No representations received. PLANNING CONSIDERATIONS Illuminance not to exceed

Reconfiguration of existing fascia sign The reconfiguration of the existing fascia sign with the insertion of a new fascia ‘panel’ is considered acceptable in terms of appearance and design, and does not have an undue visual impact on the street scene. Given that the fascia panel is in keeping with the existing fascia sign and does not project beyond the front of the existing sign, it is considered that the alterations do not have a detrimental impact upon the surrounding area or on the building to which they are attached. Additionally, there are no objections from the Highways Authority. Internally illuminated ATM collar Likewise, the internally illuminated ATM collar is considered acceptable in terms of appearance and design, and does not have an undue visual impact on the street scene or on the amenity and character of the area. Given that the collar is relatively minor in size, it is considered that it does not have a detrimental impact upon the surrounding area or on the host building. Additionally, there are no objections from the Highways Authority.

It is therefore the opinion of the Borough Council that the alterations to the fascia sign and the erection of the ATM collar are appropriate for the site where there is no effect on nearby residential properties or on highway safety.
