Award of contract for Tier 2/3 Open Access Substance Misuse services for substance misusing clients in North Essex. Intention:
To Award a 2 year Contract with the option for a 1 year extension for Tier 2/3 Open Access Substance Misuse services for substance misusing clients in North Essex to Open Roads Drugs & Alcohol Charity.

Procurement Process
Press adverts were placed in one trade journal, Drink and Drugs News directing organisations to register on ECC’s e tendering portal, Bravo solution, in order to gain access to the pre qualification documents. By the closing date 13 organisations had completed the documentation, which was then automatically scored on line against pre defined criteria when the documentation was opened. These 13 organisations were: ADAS Addaction ARP CRI CMD Involve KCA Lifeline Project ltd Open Road Phoenix House Operating at Phoenix Futures The Axe Street Project Turning Point Westminster Drug Project

Twelve of the 13 organisations were financially assessed. CMD, did not provide any financial information and were ruled out at this stage. The financial accounts were then evaluated off line by the financial strategy team and references sought. Out of the 12 organisations, financial risk issues were highlighted with ADAS and The Axe Street Project. Through subsequent discussions, to manage this risk and to be inclusive of SME’s it was suggested by ECC that ADAS could present a joint bid with Open Road (these both being current incumbents) and The Axe Street project indicated that they would bid with Involve. Subsequently one bid was received from issue of Invitation to Tender. This was a combined bid between Open Road and ADAS. Legal advice was sought and it was concluded that we were at liberty to assess a single bid in absence of other bidders without the need to re-tender or adjust requirements. This bid was assessed against the pre-determined evaluation criteria as set out below to determine suitability.

The tender evaluation was split into financial and quality elements with weightings of 60%

quality and 40% price agreed with the client. The 60% Quality element was further subdivided into the following marks: Staffing Customer Care Service Delivery Quality Experience Information Management Record Keeping 65 135 110 50 120 60 60 600

A presentation formed part of the evaluation process and was based upon the tender return and a set case study. The presentation itself was not scored, however the content of the presentation was used to give clarification to the written responses in the bidder’s tender return and scoring would be adjusted accordingly. The panel evaluated and scored the quality questions against the agreed model and then reached a consensus for the scores, with subsequent adjustments to the scoring made from the outcome of the presentation. As there was only one bidder the price/quality scoring mix is irrelevant in determining a ranking. The price given for delivery of the service was within the £750,000 capped budget of the Essex Drug Partnership. The overall consensus mark given to the Open Road/ADAS bid was more than 50% of the possible 600 marks available. The panel therefore unanimously agreed to award the contract Open Road/ADAS, without reopening up competition. Procurement can confirm that the process has been followed in accordance with the agreed method and evaluation model and as a result concur that Open Road/ADAS should be selected as the preferred bidder for this service. Contract value and length. It is intended to award the contract for a 2 year period, with the option to extend for 1 year. TUPE There are no TUPE issues around the award of this contract.
