2008/09 Best Start Integration Status Update Template

Introduction

In June 2007, Best Start Networks submitted updated Community Plans that built on the vision and information provided in the Phase One Integrated Implementation Plan. In
reviewing the 2007/08 Community Plans, it is evident that all communities are moving forward with their system integration agenda and community development initiatives
collaboratively.

In recognition of the fact that communities have dedicated much time and effort on their extensive plans and are continuing to implement them, the 2008/09 Best Start - Child
Care – OEYC reporting will focus on key themes and highlights that were identified in the 2007/08 Community Plans. This strategic reporting process will enable communities to
continue dedicating their time and efforts towards achieving their community’s vision and the ultimate goal of Best Start – the development of an integrated system of services
that is seamless from the child and family’s perspective and that is responsive to local community needs.

In order to continue moving forward with system integration at the community level, the 2008/09 Status Update will integrate reporting from Best Start including highlights on child
care and OEYCs into one template. This Status Update was developed as a tool for communities to provide the ministry with a status update on integration initiatives that were
identified in the 2007/08 Community Plans. The integrated reporting template also engages communities to identify particular strategies regarding specific themes. Two themes
that have been selected as part of the status update reflect key areas that were identified in the 2007/08 Community Plans by all 47 Best Start networks; System Integration and
Parent Engagement. Communities identified that these two themes posed particular challenges, therefore the status update will allow communities to provide an update on these
challenges and share any best and promising practices for addressing the challenges.

Communities also identified a variety of other themes that were significant to their particular community, such as Transportation, Children with Special Needs, and Evaluation. As
these themes were particular to some, but not all communities, we are requesting that these themes be identified and reported on based on your 2007/08 Community Plans.
Communities have identified that they will be moving forward with strategies to address these themes, therefore the purpose of this year’s report is to highlight the outcomes of
these efforts.

Based on the feedback we received, the format of the template has changed from previous years to make it easier for communities to complete and to provide the ministry with a
straightforward way to collect the information in a consistent manner. The simplified template has been designed to collect status updates of key activities; therefore it is not
necessary for communities to reiterate information that was previously provided. It is important that the templates not be modified – this will ensure that consistent information is
collected across the province.

The template is to be completed by each Best Start Network. CMSMs/DSSABs for child care, the local OEYC and other community partners. The information gathered in this
year’s status update will be used to inform the province of identified challenges and best and promising practices in implementing the community plans across the province.

Integrated Status Update
The Status Update template for 2008/09 activities is divided into three sections;

       Section 1 - Thematic Status Update
       Section 2 – Other Highlights
       Section 3 – Early Learning and Care Hub Identification section

Using the templates provided, complete the tables with information that highlights your overarching successes and identifies key strategies in addressing various themes in your
community. As this template does not separate out Child Care or OEYCs from the overall Best Start Strategy, please identify integration with these sectors throughout the report,
where applicable. Section 2 requests updates of system integration activities that were not identified in Section 1 specifically regarding Francophone and Aboriginal populations,
as well as specific details regarding child care and OEYC. Section 2 also contains a section specific to the Best Start Demonstration Communities. For Section 3, please
complete the Excel template; Appendix A: Early Learning and Care Hubs, to provide an update and description of the hubs in your community.

                                                                 Section 1: Thematic Status Update

The purpose of this section is to provide a status update on communities initiatives identified in your 2007/08 Community Plans. This section also provides an opportunity to
highlight your community’s best and promising practices and future strategies to address the challenges identified. There are two templates to complete for this section.
Template 1.1 requests a list of stakeholders. Template 1.2 requests an update on two specific themes (System Integration and Parent Engagement) and provides the
opportunity for each community to add additional themes, as they relate to your 2007/08 Community Plans.

The purpose of Section 2 of the Status Update is to provide an opportunity to highlight additional system integration activities and initiatives that were not identified in Section 1
with particular community groups and partners. Please note that template 2.2 applies to Best Start Demonstration Communities only.

Highlights – Part A
Francophone: Use this section to provide an update on the integration activities, initiatives, and strategies specific to your community in engaging the Francophone community.

Please note: As you are aware, the Regional French-Language Networks (RFLN) were restructured from 4 networks to 9 in 2007. As part of the initial activities of the newly
structured networks, each RFLN has developed/will be developing a work plan that reflects their region’s needs. As those plans will be collected separately, it is not necessary to
provide those plans/broad strategies in this template.


Aboriginal: Use this section to highlight changes and new activities, initiatives, and strategies specific to engaging the Aboriginal community.

Child Care: In this section, please describe emergent child care needs or gaps specific to your region and identify strategies to address current system pressures. Also, please
identify how the wage enhancements are being distributed as well as a description of your region’s overarching strategy for the distribution of special needs resourcing funds.

OEYC: Please describe emergent needs or gaps specific to your region and identify strategies to address current system pressures. List any highlights, changes and new
activities delivered by OEYC that are not captured in the overall Best Start Status Update. Include an update regarding the Early Literacy Specialist and Data Analysts

                                    individual program needs, further supporting retention of
                                    existing staff. Lack of replacement staff was a challenge to
                                    organizing training.

                                    program but shares concerns that the program is not well
                                    utilized due to lack of promotion.

                             BEST START WAGE IMPROVEMENT:

The purpose of this section is for your community to provide an up to date and comprehensive list of hubs in your community. This includes the existing hubs that are operational
and may have been previously reported in your 07/08 Community Plan, as well as new hubs that your community projects creating in 08/09.

For this section, please complete APPENDIX A: EARLY LEARNING AND CARE HUBS, attached as an Excel document.

As identified in the Addendum to the Implementation Planning Guidelines for Best Start Networks – System Integration, (November, 2006), ideally an Early Learning and
Care hub has been conceived as a physical location within a school. For some communities, the concept of the hub, as a single location, may be too limiting. In
recognition of this, communities should focus on the following key areas in identifying their “hubs”:

           •   A clearly identifiable element (e.g., 1-800 telephone number, single structure)
           •   Simplified access
           •   Explicit mechanisms facilitating system integration (e.g., memorandums of understanding, communication/service protocols)
