PRIMARY PURPOSE AND SCOPE OF THE JOB:
To manage the TSNW Regional Illicit Tobacco Team; co-ordinate and facilitate all the activities of TSNW authorities targeted at tobacco control, with a specific emphasis on work to disrupt the supply of cheap and illicit tobacco across the region.

WORKING RELATIONSHIPS:
Local Authority Officers (including TS Regional Groups), Civil Servants (particularly Regional Tobacco Programme Manager and other Department of Health staff), HM Revenue and Customs, UK Borders Agency, Police, non-governmental organisations, businesses, members of the public.

KEY TASKS AND ACCOUNTABILITIES:
1. The postholder must carry out the duties with full regard to the Council’s Corporate Plan, the Corporate Equality and Diversity Policy, Health and Safety Policy and Social Inclusion Strategy.

Representing TSNW in local, regional and national networks established to address tobacco control mechanisms and attend partnership and other meetings as required. Liaising and developing strong links with stakeholders for all the illicit tobacco elements of Trading Standards tobacco control. Work closely with the Regional Tobacco Programme Manager of DoH to integrate enforcement activity into other tobacco control measures. Create links, and work collaboratively, with Police, Revenue and Customs, the Trading Standards Regional Intelligence Officer and any other relevant organisations to maximise the impact of enforcement and intelligence activities. Manage a team of Enforcement Officers and their investigations and workload tackling Level 2 criminality. Work closely with the Regional Intelligence Officer to promote and gather intelligence on illicit tobacco. Manage incoming intelligence and utilising it to coordinate regional programmes of enforcement work in all areas of tobacco control. Support local enforcement authority activity into illicit tobacco and participate in relevant operations. Providing advice and guidance on tobacco control matters to the TSNW Executive, Local Authorities and all other stakeholders. Promote and maximise the use of the Proceeds of Crime Act to recover criminally obtained assets. Monitoring performance and preparing returns on regionally funded Trading Standards tobacco control work on behalf of TSNW and DoH. Preparing reports, responses to consultations and other documentation for the TSNW Executive and other stakeholders on tobacco control matters. Identifying and, where appropriate, preparing applications for funding for Trading Standards tobacco control work. Develop and promote the use of trader advice and guidance materials in relation to tobacco products. Develop and promote information to the public about controls on tobacco products and routes to inform authorities of non-compliances. Publicise the outcomes of enforcement activity including asset recovery to promote the good work being undertaken and to act as a deterrent to other criminals. To carry out all duties with due regard to confidentiality and data protection regulations.
