An excellent point to synchronise databases
Points to Note
Record not complete until all parts returned
Record will need to be matched and reconciled
Resubmissions more complex, particularly if changes were made
as part of or since the original matching took place.

What Next?
• Agree what data items are coming from where.
• Speak to all relevant parties/suppliers and ensure all
are clear of requirements.
• Where possible ensure all records are accurate and
correct across all systems, do a systems audit if
required.

What could possibly go wrong?
51
What could possibly go wrong?
"Infamy, infamy - they've all got it in for me!"
52
Current Concerns
Two Foundation Schools use
external HR / Payroll Systems
Options:-
• Set up on Corporate System for SWF purposes.
• Request information from external providers
• Add data to SWF return manually
53
Current Concerns
Data Gaps
Current Gaps in Data e.g.
Non-Teaching Staff Qualifications
Extra Fields Required in HR/Payroll
System (Trent)?
54
Current Concerns
Supplier Software Readiness
• Will Midland be ready for Jan 2008
Return?
• Do we want to use different methods to
produce returns in 2008 and 2010?
• Will they be ready for 2010?
•Liaison with other Trent Users
55
Current Concerns
• Curriculum Data - Linking Personnel with
Curriculum Data in Collect
• Data Protection – Fair Processing

The “Southwark Experience”
Overview of current collection and HR/Payroll
arrangements
―Selling‖ the collection to schools
Transition to new collection arrangements
Working with suppliers
Building and maintaining relationships
Delegation of funding
59
Some background…
Inner London Authority
Local Authority was outsourced to private
company in 2001
No central payroll since 2002
Human Resources brokered service since 2002
No central software support
Schools using a mix of software, payroll systems,
finance systems…
60
Some background…
10 secondary, 3 academies, 1 CTC, 71 primaries
5 software providers – 65 on Wauton Samuel, 11
on SIMS, others on Integris, Facility, Phoenix
~15 payroll and HR providers, however majority
are with a few companies
61
618g issues
Collected through spreadsheets to schools
Many issues receiving these:
Timeliness
Data quality
Poor record keeping at schools (e.g. sickness
absence in paper files)
Secure and reliable transfer methods
62
Previously on this data
collection…
63
Surely some mistake?
Overseas Trained Teachers
Ass head vs Assistant head
Employed for 0.9999997 of the week
Sick for more days than there are in the term
Teaching since they were 4 years old
Schools with no headteachers
64
“Smarter” Collection
Spreadsheet now has more built in validation
Spreadsheet produces summary sheets which
can be used in school census
Spreadsheet will give an overview of the
number of issues present
LA designed database will compile
spreadsheets, validate them and produce new
spreadsheets for next term
65
Deadlines, deadlines, deadlines
35 schools missed internal LA deadline
12 schools still outstanding after final DFES
deadline
Many failing to provide complete datasets
(e.g. missing sickness absence, vacancy
data, leaving dates).
66
Selling the collection to schools
No more staffing spreadsheet
One source for staffing data in school, one source for
reporting and sending info to the DFES
Improves data in school when presenting to
headteacher, managers, governors
More data, more accurate data, more information for
schools, LA and DFES to make better decisions
and offer more support
67
Transition to new arrangements/
Delegation of Funding
LA will subsidise telephone support for schools
taking part in the collection
LA will subsidise software for schools taking part in
the collection
LA will subsidise training for schools taking part in
the collection
LA will use additional funds for other training as
identified by Administration Officers
68
Working with suppliers
Most schools using Wauton Samuel Software
Met with Wauton Samuel to get overview of system,
and review content
General agreement on costs for training, telephone
support, software
Wauton Samuel have already demonstrated system
to schools
69
Relationships with Schools
LA designed database to keep log of contacts
LA designed data transfer system to overcome issues with
central systems
School administration officer conference
Headteacher conferences and forums
Presentations delivered on collection in Sep 06, March 07
including software demonstration
Meetings planned for April/May to give in depth overview of
processes
70
Next Steps
• Survey will be sent to schools in April to confirm
what the best source is for data items
• Sessions in April/May to go through data items in
detail with Headteachers, SAOs and Finance
Officers
• Looking for ―early adopters‖ to trial the collection
in May and September through Wauton Samuel
software rather than spreadsheet

Address validation
• The address file (and a DfES address validation
service) is to support the use of BS7666 as the
standard for addresses
• Validation against LLPG for ‗local‘ addresses is not
inconsistent
• Problems for school to LA data transfer?
• May need new ‗qualification‘ of how addresses are
validated

Address validation
• MIAP CDD/CBDS alignment report
• Add "Address Quality" to addresses to indicate how the
sender has checked the quality of the address
• Possible values are 0 (unqualified), 1 (NLPG), 2

• Most changes are ‗cosmetic‘
• Changes to XML ‗tag‘ names to comply with CBDS and

• Changes in the address area are more substantial
• Common items moved outside BS7666 and

• File currently follows the format of a CTF file
• Allows for the transfer of the same data items
• Some LA systems already limit the containers output
to the ATF
• Some school systems limit the containers imported

ATF file
• Suggestions are being considered which would
• Reduce the scope of the ATF file by excluding
attainment and attendance containers
• Restrict the ‗contacts‘ included in the file to the
applicant and those contacts with parental
responsibility
• Not looking to include an indication of whether an offer
has been accepted

ATF file
• The ATF would be issued on or around 1 March (for
secondary schools)
• Attainment and attendance data could then be sent via
CTF later in the year
• CTF could then contain KS2 TAs (and results if
available)
• Files could still be issued by the LA on behalf of
primary schools

Attendance
• Most suppliers can achieve the changes to their
systems required for registering partial closures for the
2007-08 academic year
• Most cannot achieve the changes required for
showing alterations to attendance and admissions
registers to that timescale

Attendance
• In September 2007, there will be some schools who
cannot comply with the 2006 Pupil Registration
Regulations relating to
• partial closure; or
• recording of changes to the admissions or attendance
register; or
• both
• In those cases, the advice given to schools for
September 2006 will need to be repeated
