June 12, 2003 Prototype Walkthrough Questions and Answers Two Grants.gov prototype walkthrough sessions were held on June 12, 2003. Mr. Charles Havekost made introductory remarks at both sessions and Ms. Rebecca Spitzgo conducted the walkthrough. Following are the questions posed during the walkthrough sessions, as well as the answers provided. Q: Can we cut and paste application information from the Grants.gov website instead of having to download an attachment? A: This will remove any formatting and we don’t recommend this approach. Q: What if an administrative assistant is working on a submission for the president of an organization – will the administrative assistant’s name be authorized to submit an application or only the president? A: The organization must give authorization for an individual to submit on behalf of president, vice president, or executive director. Q: Will there be multiple emails sent after the grant application is submitted in case the authorized person, who originally submitted the application, leaves the organization? A: No, at this time, no such function has been incorporated into the system. Q: If an authorized person, from a grantee organization, submits a grant application, will they receive a submission receipt? A: Authorized users will receive a tracking number and may check the status of a grant application to see when the agency has downloaded the application. This download will also prompt the Grants.gov system to send an email confirmation back to the applicant. Q: Will the system stop taking applications automatically when the grant date has closed? A: No, at this time that function has not been incorporated into the system. Q: Can grantors preview application packages before they are downloaded? A: No, the file must be downloaded to view. 10/30/2008 Page 1 of 3 Q: Are all federal agencies going to have to use the DUNS numbers even if some agencies use EIN’s? A: All applications will have DUNS numbers Q: Is Grants.gov going to be mandatory? A: Posting competitive grant opportunities to Grants.gov will be mandatory as of October 1, 2003. The goal of this program is to create a single system to submit applications as well, but it is not mandatory at this time. Q: What time zone will be used to date stamp submitted applications? A: Eastern Standard Time. Q: Are we able to arrange or sort grant applications? A: Yes, each field has sort capabilities. Q: When will the agencies learn about system-to-system interfaces? A: Integration workshops will be held in July. Q: Is there going to be a 1-800 technical support number or help line available? A: Yes. Q: How is an agency tracking number populated? A: It will be populated by the agency. Any combination of alpha numeric characters is accepted. Q: Do you foresee a super-user role at the agency or sub-agency? A: It will be the agency’s job to designate a super-user and the organizations structure under which the agency will interact with Grants.gov. Q: Will grantees be able to download a user’s guide or guidelines of what information they need in order to submit an application? A: Opportunity-specific instructions will need to be attached to each application package and will be downloadable by the user. There will also be a range of customer support features, including a Grants.gov User Guide. Q: What happens if a grantor needs to download an old application another time? A: No such function is currently incorporated into the system at this time. 10/30/2008 Page 2 of 3 Q: What are required/core fields? A: CORE = SF424 + DUNS via TS194 Q: Is there any kind of training being developed for states and other grantees? A: An online tutorial, as well as a range of online customer support tools, will be provided to assist users. Q: When is Grants.gov going to rollout? A: “Find” functionality is currently live and can be found on the FedGrants.gov site. Agencies are currently in the process of ramping up their posting of competitive grant opportunities to this system. “Apply” functionality will be deployed October 31, 2003 and will start with “CORE” only applications.
