FACT SHEET FOR NAVY HURRICANE HELPLINE OPERATORS Updated October 13, 2005 Government-Sponsored Transportation of Household Goods in Areas Affected by Hurricanes Katrina and Rita Audience: Callers who are members or civilian employees of the U.S. Navy, and their spouses and dependents Acronyms and Terms HHG—Household goods, also called “personal property” PPSO—Personal property shipping office, or personal property office VPC—Vehicle processing center POV—Personally/privately owned vehicle Subject: Where is the nearest personal property office?   Most military bases have personal property offices. For personal property offices in or near affected areas, refer to the table on pages 6 to 8, OR Callers who have Internet access can go online to Air Force’s Web site at http://afmove.hq.af.mil/ . Click on “Installation Directory,” then “Personal Property Directory” to locate the nearest PPSO, OR Navy Service members and civilian employees can call Navy’s Household Goods Helpline toll-free at 1-800-444-7789, Monday through Friday, 8 a.m. to 5 pm. Eastern Time. The Helpline also can be reached by e-mail at nvtrnshhghelpline@navy.mil.  Are personal property offices open in the area affected by the hurricanes?    Yes, all personal property offices in the affected areas are now open. Refer to the table on pages 6-8 for contact information. The personal property office in New Orleans, which had been temporarily located in Belle Chase, LA, reopened in New Orleans on October 6. Service members with orders moving out of the affected areas are encouraged to submit their move application on-line using Smart Web Move (SWM), at https://www.smartwebmove.navsup.navy.mil/swm/. Not all shipments will be eligible for SWM, but many will be. After you submit your SWM application, a personal property counselor will contact you. The personal property office on any military base can assist any Service member/employee. For offices in or near affected areas, refer to the table on pages 6-8 of this fact sheet. Military members: Refer to the Joint Federal Travel Regulations (JFTR). For entitlements related to evacuations, see Chapter 6-Part B. Members with orders sending them out of the affected area can go on-line to Smart Web Move to complete a move application and initial counseling on-line: https://www.smartwebmove.navsup.navy.mil/swm/. A personal property counselor will contact you after you submit the SWM application.     The Government was shipping my HHG into or out of the affected area. How do I find out what happened to my HHG?  Call your nearest personal property office. For offices in or near affected areas, refer to the table on pages 6-8 of this fact sheet. OR Call the carrier who moved your HHG. If you do not have your mover’s phone number: Check your inventory sheet for contact information. How do I find out what happened to my HHG in storage?  Three of 17 storage warehouses in the New Orleans area sustained some damage as a result of Hurricane Katrina. If you had HHG in storage with Lee Moving and Storage, Worldwide, or COVAN, your HHG may have sustained some damage. The Government’s Regional Storage Management Office (RSMO) and the contractors are still evaluating the damage. A Government official will call you if damage to your HHG has occurred. The Government was moving my vehicle into or out of the affected area. How can I find out what happened to it?  Go on-line to http://www.whereismypov.com/ . Vehicles destined for pick-up at the New Orleans vehicle processing center (VPC) were diverted to VPCs in Atlanta, Dallas, and Orlando. Call the VPC in Dallas (866-438-2046) or Atlanta (800-965-9155), or call Military Surface Deployment and Distribution Command (SDDC) at (703) 428-3277 or -3278.  The Government was storing my vehicle in the affected area. How can I find out what happened to it?    Go on-line to http://www.whereismypov.com/ , or Call the VPC in Dallas (866-438-2046) or Atlanta (800-965-9155), or call Military Surface Deployment and Distribution Command (SDDC) at (703) 428-3277 or -3278. The New Orleans VPC is closed until further notice. The POV contractor has contacted almost all members who had vehicles stored there. Letters have been sent explaining what the member can do and how to file a claim. Before the hurricane, I had PCS orders and had a move booked out of the affected area. But I had to evacuate before my HHG were packed or picked up. What do I do?  Contact the nearest personal property office. Navy Household Goods Fact Sheet page 3 of 8 as of 10/13/2005 Will the Government pay for my HHG if they were damaged in the hurricane?  If your HHG were lost or damaged in the hurricane while the Government was moving or storing them, Navy members/employees can contact the Navy Legal Services Office (NLSO) in Pensacola at (850) 452-5357 or DSN 922-5357 about filing a claim. NLSO Pensacola will provide information on any claim for loss or damage, including questions about household goods in Government quarters that were lost/damaged in the hurricane.  We had to evacuate to a “safe haven.” Can I ship my household goods here?   If you have evacuation orders, the Government may pay to ship HHG, depending on your orders and with limitations. For information about specific entitlements to ship HHG— Navy members and employees can contact Navy Household Goods Helpline, 1-800-444-7789, Monday through Friday, 8 a.m. to 5 pm. Will the Government pay to ship my HHG out of the evacuation area?    No. Contact your detailer for information about impending PCS orders, OR Navy members/employees: To get “safe haven” or “evacuation” orders, call 1-757-889-6440 or call toll-free 1-866-239-0303. To get safe haven/evacuation orders, you will need to provide: Your social security number (SSN) Spouse’s SSN. Your current street address at the safe haven, even if it is a temporary address such as a hotel. Orders cannot be processed with a P.O. box address. Civilians: Provide your bank routing ID and account number. Navy Household Goods Fact Sheet page 4 of 8 as of 10/13/2005 I have “safe haven” or “evacuation” orders, but I’m told there is no line of accounting to ship household goods. What can I do?  You need to get these orders modified (ORDMOD). To get this ORDMOD, contact the nearest PPSO. The household goods counselor will call toll-free 1-888-264-4255 and ask for an amendment to the orders for shipment of HHGs. This phone number is a Commander-Navy Installations (CNI) help desk. CNI Help Desk staff will modify the orders with line of accounting (LOA) data for a HHG move, and then e-mail the modified orders back to the household goods counselor. The PPSO can then set up the move. - - We had to evacuate here to a “safe haven.” I am not from this area—can the personal property office in the “safe haven” area book my HHG for pick-up?  The personal property office at your safe haven can take your move application, but cannot book your shipment. The local office will refer your application to an office that can book your shipment, so you may work with more than one office to prepare your move.
