What Is Happening to Brampton’s Hospital? Brampton Health Coalition ~ Privatization & Cost Overruns ~ Cuts ~ Closure of Peel Memorial ~ Secrecy The new hospital is built as a multi-billion dollar privatized “Public Private Partnership” P3 deal with a group of multinational consortium (a group of profit-seeking companies and financiers). Difference between Brampton’s privatized P3 hospital and a normal non-profit public hospital Costs Normal non-profit public hospital Government pays to build the hospital which is run thereafter as a non-profit public service. Privatization Control Most services are run on a non-profit basis, under full control of hospital management. Some services, like cleaning, are sometimes privatized in 2 –3 year contracts that the hospital can cancel at any time with 6 months notice. The hospital board is in charge. The hospital is run according to is mandate to provide health services to the community. Brampton’s new privatized P3 hospital Multinational profit-seeking consortium paid to build the hospital. The financing deal is structured to pay for their profits (which amount to hundreds of millions of dollars) from the hospital’s budget and our taxes for 25 years. All the patient support services, including patient records, transporting patients around the hospital, disinfection, security etc. are taken over by the multinational consortium and run for their own profit for 25 years. About ½ of the hospital is controlled by the for-profit companies and run according to their mandate to extract maximum profit out of those services for their investors. If there are quality problems, the hospital board has to follow a legal process set out in the contract to try to assert control. At every stage, the cost of legal proceedings comes out of the clinical budget of the hospital. At every stage in the development of our new hospital, Bramptonians have been misled about the privatization, the size and the costs of the new hospital Promised 608 beds in new hospital plus 112 beds in Peel Memorial site by 2006 = 720 beds in our community The new hospital would cost $325-$350 million (bricks and mortar) The local fundraising required would be around $100 million over 25 years What Happened? 479 beds by 2007 in new hospital, Peel Memorial closed down = 479 beds in our community The most recent cost is $650 million (bricks and mortar) and $887 million (with equipment) The local fundraising required is $230 - $260 million by October 2007 The Costs and Consequences of the P3 Privatization “Brampton residents still have to come up with $127 million to pay for the new Brampton Civic Hospital-- and the bill comes due this fall.
