INTRODUCTION

REPRESENTATIVE PROJECTS Castroville Community Plan EIR Lead Agency: County of Monterey Contact: Marti Noel, Senior Analyst Telephone: (831) 755-5390 The proposed project included an update of the Castroville Community Plan, located in Monterey County, California. As part of the Community Plan preparation process, five “opportunity areas” were identified for future growth and development to help meet the community's housing and economic development needs. The air quality and noise assessments included analysis of short-term and long-term impacts associated with each of the proposed “opportunity areas”, including analysis of short-term construction and long-term stationary and mobile-source impacts. Mitigation measures were developed to reduce significant impacts. Clovis Community Medical Center Healthcare Campus Expansion Project EIR Lead Agency: City of Clovis Contact: Bryan Araki, Associate Planner Telephone: (559) 324-2340 The proposed project included a major expansion of the Clovis Community Medical Center Healthcare Campus. The expansion was divided into two major phases, including a near-term expansion plan and a long range site development master plan. AMBIENT Air Quality & Noise Consulting prepared air quality and noise impact analyses for the proposed project, including analysis of climate change impacts. Noise modeling was also conducted for alternative locations being considered for the relocation of the existing helipad. Corte Madera General Plan Update EIR Lead Agency: City of Corte Madera Contact: Robert Pendoley, Planning Director Telephone: (415) 927-5064 The Corte Madera General Plan was initially adopted in 1989. The proposed project includes a comprehensive update of the City’s General Plan to address issues related to population growth, economic and community development. The EIR will include detailed analyses of air quality and noise-related impacts associated with future development, as well as identification of measures to reduce impacts to existing and future community residents.

Air quality, noise and vibration assessments were conducted in accordance with Federal Highway Administration and Caltransrecommended methodologies. Barrier analyses were also conducted to determine the feasibility and reasonableness associated with the construction of sound barriers as mitigation for nearby land uses. A health-risk assessment was also conducted to evaluate potential impacts associated with the exposure of onsite receptors to mobilesource toxic air contaminants.

Shasta Ranch Mining & Reclamation Project EIR Lead Agency: County of Shasta Contact: Bill Walker, Senior Planner Lead Agency: (530) 225-5532 The proposed project included the operation of a gravel mining operation and reclamation plan on 660 acres located along the southwestern bank of the Sacramento River. Approximately 3.43 million cubic yards of overburden and 6.06 million cubic yards of soil and gravel would be excavated over an approximate 20 year period. AMBIENT Air Quality & Noise Consulting prepared the noise and air quality impact assessments for the proposed project; as well as, human health risk assessments for onsite and offsite sources of toxic air contaminants. Tracy Holly Sugar Sports Park EIR Lead Agency: City of Tracy Contact: Scott Claar, Associate Planner Lead Agency: (209) 831-6400 The proposed project consists of the construction and operation of an approximately 282-acre park, which would include an approximately 150-acre active sports park facility, approximately 86 acres of passive recreational uses, and approximately 46 acres of future expansion area. Kurt Legleiter is the Principal Air Quality and Noise Specialist and sole proprietor of AMBIENT Air Quality & Noise Consulting. His project experience spans over 15 years and encompasses both the public and private sectors. He specializes in the preparation of air quality and noise analyses in support of community planning and development projects subject to review under the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). Mr. Legleiter is proficient in the use of various air quality and noise modeling software programs, including URBEMIS2007, SCREEN3, ISCST3, HARP, CALINE4, FHWA Traffic Noise Model, and Sound32.

EXPERIENCE
Prior to founding AMBIENT Air Quality & Noise Consulting, Mr. Legleiter was Manager of the Air Quality and Noise Practice at EDAW, Inc from 1997 to 2004. In that capacity, he directed the preparation of air quality and noise studies for projects located throughout the United States. Additional experience, prior to 1997, included employment as an Environmental Planner with Michael Paoli and Associates (1995-1997) and as an Air Quality Planner with the San Joaquin Valley Air Pollution Control District (1993-1995).
