TAF SolarCity Program Manager
Reports to Associate Director
2.5 days per week
6 month contract
Salary rate commensurate with experience

Introduction:
The Toronto Atmospheric Fund is a City agency that supports local greenhouse gas and
air pollution reduction activities. See www.toronto.ca/taf
Toronto Atmospheric Fund runs four thematic programs. The SolarCity Program seeks to
build local capacity for the use of solar energy in the urban context. The Program
currently includes two programs. The first is a residential solar thermal hot water pilot
program (see www.solarneighbourhoods.ca). The second is a technology assessment
project to monitor and evaluate existing solar installations on City of Toronto facilities
and develop best practices. This latter project is called the SolarCity Technology
Assessment Partnership and is undertaken in partnership with the City of Toronto Energy
and Waste Management Division and the Toronto and Region Conservation Authority.
Toronto Atmospheric Fund seeks a temporary part-time manager to complete the Solar
Neighbourhoods Pilot Project, leverage pilot project results with a special emphasis on
documenting and promoting the City of Toronto Building Department’s solar thermal
permitting process, and advance the SolarCity Technology Assessment Partnership.
Duties:
Manage completion of Solar Neighbourhoods Pilot Project, including:
Coordination of monitoring and commissioning of system installations
Implementation of basic monitoring process on all systems
Implementation of advanced monitoring process on 20 systems
Development of a work plan and framework to capture and analyze final
monitoring data after a 12 month period.
Liaison with NRCan regarding participant rebate eligibility
Coordination of participant survey
Management and interim analysis of pilot data
Coordination of pilot project reporting to partners and affiliates
Development of supplemental funding for the pilot project
Manage Solar Neighbourhoods Transition including:
Presentation of Solar Neighbourhoods results to key stakeholders
Coordination of an exploratory urban solar stakeholders meeting to review pilot
results and jointly identify coordinated strategy to advance residential solar
energy generation in Toronto
Identify gaps in activity, service provision or research related to residential solar
Undertake approved research and/or coordination activities related to residential
solar installations and/or roof resources for large solar installations supported by
collective citizen investment
Develop a strategy for TAF to exit the residential solar thermal sector by 2011
while ensuring that service gaps are filled by other parties
Manage Solar Thermal Building Permit Knowledge Transfer
Work in partnership with Toronto Building to:
Implement and further streamline the City’s solar thermal permit process
Document the process
Create and deliver a training unit for City of Toronto Building staff on
implementing the process
Create and deliver a training/information session to support solar contractors in
understanding and complying with the process
Create a brief, popular public information document to explain the permit process
Present the information to key target audiences nation-wide through webinars and
other means
Manage SolarCity Technology Assessment Partnership including:
Work in partnership with City of Toronto Energy and Waste Management Office
and City agency staff to:
Confirm 14 solar installation case study sites
Establish robust monitoring on these sites and oversee data collection
Develop best practices guides based on case study findings
Work in partnership with Toronto and Region Conservation Authority staff to:
Review and analyze data from City of Toronto solar installs,
troubleshooting issues arising
Develop and promote a knowledge transfer website on TRCA’s STEP site
Develop additional partners for the program from across the GTA,
including other municipal, institutional and private solar generators as well
as educational partners
Identify future research opportunities
Work in partnership with TAF to:
Manage the project budget
Report on the work to FCM
Assess the need for future support for the program
Assess opportunities for program expansion
Identify and develop potential program expansion funders
Other Requirements:
The SolarCity Program Manager will:
Provide weekly progress update reports to the Associate Director
Attend twice monthly meetings with TAF Program staff
Manage communication initiatives with support from TAF’s
communications consultant
Supervise and mentor the SolarCity Program assistant and any other
volunteers or students engaged in the SolarCity Program
Work out of the Toronto Atmospheric Fund premises and/or through
remote connection to a home office
Required Qualifications:
At least ten years of experience in managing programs, with priority on
solar energy deployment programs
Familiarity with solar industry stakeholder groups and issues
Proven technical capacity in relation to solar energy equipment design,
solar equipment installation techniques, and solar energy monitoring and
evaluation techniques and standards
Advanced knowledge of solar equipment standards and regulatory
requirements through the Ontario Building Code and the City of Toronto
Building permit process
Superior written and verbal communications skills
