CALL TO ORDER

        Meeting convened by Chairman Alejandro Soto at 4:10 p.m. at the Northwest Vista
        College, Cypress Building, Room 121, Lago Vista Multi Purpose, with the following
        members present:

ALAMO COLLEGES CIP CITIZENS’ BOND OVERSIGHT COMMITTEE MEETING MINUTES
                            OCTOBER 5, 2009
                                4:00 P.M.

INTRODUCTIONS

Chairman Soto asked that everyone, CIP Citizens’ Bond Oversight Committee Members and
Alamo Colleges staff, announce their presence. Chairman Soto mentioned the resignation of
CIP Citizens’ Bond Oversight Committee Member Raul Martinez.


1.    MINUTES OF SEPTEMBER 14 , 2009 MEETING

On a motion by Committee Member Lawrence seconded by Committee Member Bauman, and
by unanimous vote of the committee, the September 14, 2009 minutes were approved.


2.    FUTURE MEETINGS

Chairman Soto reviewed the future meeting list for calendar year 2009.

       •   November 16, 2009 --------- Northeast Lakeview College, 1202 Kitty Hawk Road,
           Library Lecture Theatre Room 109
       •   December 15, 2009 --------- No CBOC Meeting – Honors at the Board Meeting

Committee Member Espronceda asked Mr. Strybos if any committee members will be allowed
to speak at the December 15 Board of Trustees Meeting. Mr. Strybos responded by confirming
that not only are they permitted to speak as CIP Committee Members but will able to speak as
citizens at large as well.


3.    COMMITTEE CHARTER

Mr. Strybos informed the Committee that this is merely standard information that was distributed
out to the Board of Trustees as well.


4.    2009 DRAFT ANNUAL REPORT

Mr. Strybos stated that this 2009 Draft Annual Report is more of an informative item to the
committee and is updated as we get closer to the end of the year. This is an annual report that
consists of an overall overview of all the CIP projects and a final report will be presented to the
Board of Trustees in December. Mr. Strybos stated, “…Our goal is to have as much of the
report finalized by next meeting.”


5A.    CIP FINANCIAL REPORT

Mr. Strybos briefed the committee on the CIP Financial Report. Mr. Strybos informed the
Advisory Committee that Diane Snyder, Vice Chancellor of Fiscal Affairs, and her staff prepared
this CIP Financial Report with an effective date of July 31, 2009.

5B.    GUARANTEED MAXIMUM PRICE (GMP) AS OF AUGUST 31, 2009

Mr. Strybos briefed the committee on the GMP report identifying the budget reductions on the
campuses as listed below:

a.     San Antonio College total GMP Savings --------------- $3.1 million
b.     St. Philip’s College total of GMP Savings -------------- $210,000
c.     Palo Alto College total of GMP Savings ---------------- $2.6 million
d.     Northwest Vista College total of GMP Savings ------- $3.9 million
e.     Northeast Lakeview College total of GMP Savings -- $6.6 million

Total reduction of GMP savings through September, 2009 is $16.4 million. Committee Member
Shean made an observation that every college and in every line item all revised GMP were less
than the original.


6.     CIP CELEBRATION MEETING

Mr. Strybos informed the Advisory Committee that we have an internal Advisory Committee to
plan the CIP Celebration and the tentative date is Friday, November 6, 2009 from 3:45 p.m.
through 7:00 p.m. The location of this event will be at Pearl Stables, 312 Pearl Parkway, said
Mr. Strybos.


7.     CIP INFORMATION TECHNOLOGY

On behalf of Dr. Cleary and Mr. Castro, Mr. Strybos briefed the advisory committee on the
reallocation of CIP IT funds to continue their projects. Chairman Soto asked if all the systems
are up and functioning. Mr. Strybos gave details that all systems were functioning including the
new telephone systems. Committee Member Harrison inquired about the location of the IT
Department, which is located on 811 Houston and the IT backup is located at San Antonio
College.


8.     OVERVIEW OF ALL CAPITAL IMPROVEMENT PROJECTS (CIP)

Mr. Strybos briefed the committee on the status of all CIP Projects.

Mr. Strybos stated that all projects are finished and that the only remaining projects are the
deferred.


10.   UPDATE OF NORTHWEST VISTA COLLEGE CAPITAL IMPROVEMENT PROJECTS
      (CIP)

Dr. Jackie Claunch, President of Northwest Vista College briefed the advisory committee on the
entire CIP Northwest Vista College projects.

11.    SMALL, MINORITY, WOMEN, OWNED BUSINESS ENTERPRISE (SMWBE) REPORT

Lacy Hampton made a brief presentation on the status of the CIP SMWBE reports as well as
informed the committee that the participants of the Small Business Academy have completed
workshops series.

Kirt Kistner, Bartlett Cocke, presented the advisory committee with an overview of all NVC
projects and on the Small, Minority Women Business Enterprise (SMWBE) participation on the
Capital Improvement Program (CIP) projects at Northwest Vista College.
