I am writing to you about the way forward for PACS/RIS implementation in the
SHA area as part of the National Programme for Information Technology
I attach copies of the following correspondence to give you the required
background and details together with the reasons underlying the decision to go
forward in this SHA with the Commedica/Kodac solution.

Pearse Butler’s letter outlines some of the reasons for signing up to
implementation of the Commedica/Kodak Cluster reference solution by all
qualifying Trusts throughout the six SHAs that comprise the Cluster.
I feel it is important to sign up to this approach to ensure complete integration of
PACS/RIS with other Cluster solutions particularly the Care Records Service.
PACS is not just an issue for individual Acute Hospital Trusts but must be seen
wider and certainly across the local health community. The diagnostic and
imaging agenda is changing rapidly and we want to see consistency of approach,
complete integration of systems to support service modernisation and service
transformation across numerous boundaries, improved quality of care and,
finally, value for money.
In signing up to this approach for our SHA, our main concern is the very
particular position of the University Hospitals Coventry and Warwickshire Trust
which must have a guarantee that PACS/RIS is implemented before the new
hospital opens in 2006. You will be aware of the number of concerns/questions
raised in our SHA about the Commedica/Kodak product. We have documented
these concerns and passed them up to the Cluster. You will see, in my reply to
Pearse Butler, that, in signing up to the reference solution, I am requiring a
specific guaranteed contingency plan to be in place in respect of UHCW should
doubts and risk around the CSC solution persist beyond the end of November
It is on this basis, and with the qualification around the UHCW’s position, that I
have responded to Pierse Butler’s letter informing him that all qualifying Trusts in
this SHA will sign up to the PACS solution negotiated nationally.
Finally, I also attach guidance setting out in the initial work we would like you to
now undertake to prepare your PACS/RIS Business Cases. Should you require
