Vendor/Consultant Questions and Answers:


Question 1: You mentioned that the existing data has to be cleaned up based on FGDC‟s standards. Can you
please provide few sample data so that we can take a look and use that for our cost preparation?

A: Due to short timeframe for this RFP, SCAG will not provide any sample at this time. However, we
estimate the number of files at least 200 with total 50GB, not including aerial photo dataset.

Question 2: Our proposal have to match the „Project objectives‟ which you mentioned in page#8 OR our
proposal have to match the „Work Tasks and Schedule‟ under Page#9

A: Consultant proposals need to match the “Work Tasks and Schedule” based on the RFP project objectives.

Question 3: Please provide a list of the spatial data sets to be included in the spatial data clean up task (Task
3).

A: We estimate the number of files at least 200 with total 50GB, not including aerial photo dataset.

Question 4: Please provide additional information that would help to bind the effort required to clean up
each spatial data set. For example, provide an estimate of the number or percentage of records per database
that need correction, and the number or percentage of features per data layer that need geo-correction.

A: SCAG‟s standard criteria for the data update is based on US Federal metadata standard, plus SCAG unique
ID and other specific fields that SCAG needs for each individual spatial dataset.

Question 5: Have the additional data requirements for the RTIP been identified (Task 4)?
If so, please provide a list of the datasets that are required, and identify the status of the data - for example the
distinction between "digital data exists and needs integration", or "data needs to be collected".
If not, how are the datasets to be identified?

A: SCAG has the RTIP GIS dataset generated from SCAG transportation model network. The consultant
needs to clean up the data based on US Federal metadata standard and specific requirements from SCAG
staff.

Question 6: With regard to the parcel database standardization (Task 5), which of the following tasks are
required of the consultant: collect digital data from counties; conform county parcel data to SCAG standard;
develop/finalize standards; design geodatabase for parcel data; extract/transform/load parcel data into
geodatabase; develop metadata; document procedures?

A: SCAG has parcel datasets by county. The consultant needs recompiling the datasets to one dataset based
on SCAG standardized requirement including coordinate system transformation, geodatabase migration, and
metadata development.

Question 7: Has SCAG obtained digital parcel data from all 6 counties in the region? Do ETL procedures
exist for each of the parcel data sources?

A: SCAG has parcel data for 5 of the 6counties. SCAG has been unable to acquire the parcel data for Orange
County due to the prohibitive price of $1 per parcel.

Question 8: Is field work (data collection and measurement) required for this project?

A: This project does not require fieldwork.

Question 9: What is the total budget for this project?

A: We are not disclosing the budget amount per the new policy adopted by our Board.

Question 10: Were the time frames for completion of the various tasks designed to reflect the total anticipated
level of effort (person days of work on those tasks)? For example, a 1 month task assumes 22 person days
FTE, more or less?

A: The project time frame is set based on SCAG best knowledge of these tasks. The consultant will work
closely with SCAG staff to meet the project objective and time frames.

Question 11: Does SCAG have any latitude to adjust the timing of deliverables for any of the tasks?

A: The consultant needs to work closely with SCAG staff to meet the project objective and time frames.

Question 12: Will SCAG make any adjustments to the timing of deliverables if the work required is
discovered to exceed the allotted time frame?

A: See Question 11

Question 13: Is the EGIS geo-database envisioned to encompass or include the RTIP and parcel data and
other spatial data sets covered in other tasks on this project?

A: All SCAG GIS data needs to migrate to the geodatabase. Most of SCAG's spatial data is in shape format.
A few of the datasets are in geodatabase format. The consultant needs to collaborate with SCAG staff and IT
consultant to design, develop, and implement the required geodatabases.

Question 14: What is the scope of the EGIS geo-database development task (Task 7) – (a) create an enterprise
database design, (b) migrate currently available data to the new structure, (c) other activity(s)? Please specify.

A: See Question 13

Question 15: Are changes to workflow and other business processes anticipated as the EGIS geo-database is
implemented? To what extent is this project responsible for defining and implementing these process
changes?

A: See Question 13

Question 16: What is the scope of work for the Map Viewer?

A: The Map Viewer application in the RFP is designed to show the existing SCAG data by applying
Geocortex Essentials, ArcGIS Server, and ArcSDE software. The consultant needs to work closely with
SCAG staff, IT consultant, and Geocortex consultant for this task.

Question 17: What are the spatial data requirements for the Map Viewer?

A: The Map Viewer should include the most common GIS data (point, Line, polygon, raster) that support
SCAG staff daily planning activities.


Question 18: Who is building the Map Viewer?

A: See Question 16

Question 19: What is the current or proposed enterprise database? Oracle, SQL Server, DB2, Informix? And
what version are these databases?

A: See Question 13.

Question 20: What version of ArcSDE is currently installed?

A: ArcSDE 9.2 is in current system. The new EGIS system will be 9.3 for ArcGIS Server, ArcSDE.

Question 21: Is there a relationship classes, domain, and subtype to be maintained? Are they established or
this proposal is part of refining it?

A: SCAG will determine how to build geodatabase based on the consultant‟s recommendations.

Question 22: What is the data source and source data format? How disparate are source data in terms of
spatial and attribute properties?

A: SCAG GIS datasets are from various sources. Most of the data are in shape format. Some GIS data, such
as Parcel data, are stored in spatial and DB formats. We have made attempts to standardize several of the data
files but the selected consultant will need to complete the clean-up.

Question 23: Is there a geometric network to be developed?

A: SCAG may need a geometric network depending on datasets. The consultant needs to work with SCAG
staff closely.

Question 24: What are the common spatial layers (beside parcel, road network)?

A: SCAG has GIS layers for points, lines, and polygons. These include census geographies, city boundaries,
transit network, highway network, existing land use, street network, water features, etc.

Questions about Data Clean up and update.

Question 25: What are the feature classes and the corresponding feature number that need to be cleaned up
and updated?

A: See Question 3

Question 26: What are the numbers of attributes for each feature class that needs to be updated?

A: SCAG standard criteria for the data update are based on US Federal metadata standard, plus SCAG
unique ID and other specific fields for each individual spatial dataset.

Question 27: What are the data formats of the existing spatial datasets (25GB and 1,500 files). How many
files are vector data? How many files are image (raster) data?

A: Most of the data is in shape format. We estimate the number of files at least 200 with total 50GB. The
size of aerial photo and other raster datasets is about 3TB.

Question 28: What are the typical problems in the existing spatial datasets (i.e. why the geometric data and
attributes need to be cleaned up and updated.)?

A: See Question 26

Question 29: What kind of reference datasets will be provided for the geometric adjustments?

A: SCAG has most current TeleAtlas street data and 2-inch aerial photo dataset.

Question 30: Does “geographic ortho-correction” (Page 8 in the RFP) refer to “producing ortho-photos” or
“use ortho-photos as references to adjust other features”?

A: The consultant needs to use ortho-photos to update SCAG data if needed.

Question 31: Can you provide a representative sample dataset for review and cost estimation?

A: See Question 1


Questions about RTIP Data Development.

Question 32: What feature classes are included in the RTIP database? Can you provide the documents about
the existing RTIP database design for review?

A: A line feature class. See Question 1.

Question 33: Do you have the estimated number of features that need to be developed? How many attributes
need to be captured for each feature class?

A: See Question 26 and 27

Question 34: What kinds of sources datasets/documents will be used to develop the additional datasets? Can
you provide a representative sample dataset for review and cost estimation?

A: See Question 1, 26, and 27

Questions about Parcel Database Standardization Development.

Question 35: What are the data formats of the SCAG existing parcel data (boundary and attribute)?

A: SCAG has parcel boundary shape files and the attribute data separately for each county except Orange
County.

Question 36: Do you have the estimated number of parcels? How many attributes does each parcel have?

A. There are more than 5 millions parcels in the SCAG region. The number of attribute fields in final dataset
will be determined by SCAG staff.

Question 37: Do you expect the consultant to capture additional attributes? If yes, how many attributes need
to be captured?

A: The consultant will work on parcel datasets from SCAG existing data.

Question 38: Does the data update include geometric adjustment? If yes, is the geometric adjustment already
included in the “Data Clean up and Update”?

A: Some of data may need updating geometric adjustment, such as coordinate system.

Question 39: We think this task will include parcel data model improvement (standardization), attributes
update/populate, and edge-matching between the parcels of adjacent counties. Please confirm.

A: The consultant needs to work closely with SCAG staff to develop standardization for recompiling six
county parcel datasets into a single dataset.

Question 40: Can you provide a representative sample dataset and the documents about SCAG‟s
specifications for review and cost estimation?

A: See Question 1

Questions about Map Viewer Development.

Question 41: What feature classes will be used in the map viewer application?

A: SCAG will determine which feature classes in the map viewer application during the data update. The
feature classes should include points, lines, polygons, raster etc.

Question 42: Will this task include creation of new feature classes (e.g. creation of annotations and editing to
produce better maps)?

A: The application does not include functions for creation of new feature classes.

Question 43: Will this task include creation of additional features by data
conversion/update/adjustment/capture? If yes, do you have the estimated number of features that need to be
developed?

A: See Question 42


Question 44: We think this task will include the improvement of the data model, data loading (including
attribute update/populate) and possibly creation of annotation feature classes. Please confirm.

A: The Map Viewer application in the RFP is designed to show the existing SCAG data through the use of
Geocortex Essentials, ArcGIS Server, and ArcSDE software.

Questions about Development of EGIS Geo-database

Question 45: What feature classes will be included in the EGIS Geo-database? Do you have the estimated
number of features in each feature classes?

A: The feature classes should include points, lines, polygons, raster etc. All SCAG GIS data will be migrated
to the EGIS geodatabase.


Question 46: We think this task will include development/improvement of the data model of the EGIS Geo-
database (if not done yet), data loading including attribute update/populate). The data clean, spatial data
update/geometric adjustment and data integration are done within the above tasks (1-4). Please confirm.

A: All SCAG GIS data will be cleaned up if needed based on the SCAG criteria (see Question 26) before
migrate to geodatabase.

Question 47: Is ortho imagery available for ortho-rectification and if yes what the details of the imagery - ie.
Is it satellite imagery or imagery done using airplanes? What is the resolution of the imagery?

A: SCAG has aerial photo imagery with 2-inch resolution.


Question 48: What is the total number of parcels in the counties?

A: See Question 36

Question 49: Approximately, what number of parcels require ortho rectification?

A: SCAG needs a standardization to recompile six county parcel datasets for one dataset in geodatabase. The
dataset may need ortho rectification during the recompiling process.

Question 50: Is it possible to ftp the parcel files to a different location for ortho rectification or does the
rectification have to be done at the site in CA?

A: While SCAG does not need the consultant to be present in our office for the update process, the consultant
needs to work with SCAG staff closely to meet the requirement and the time frame.

Question 51: Ortho rectification takes time and is the 1 month time flexible for finishing the rectification. I
would rather deliver a product that is good than done quickly in essence of time.

A: The consultant needs to work SCAG staff closely to meet the requirement and timeframe. AS background
material, in the event that this project is not completed by June 30th, the then funding will need to be carried
over into our new fiscal year (July 1, 2009) through an amendment process that is not usually done until
December 2009. During this time the consultant will not be able to work on the project or incur any costs
associated with the project.

Question 52: Did you complete the EGIS Assessment study internally or with an outside vendor?

Question 53: If you used an outside vendor, will that vendor be bidding on this portion on this RFP or is it
outside their scope of capabilities?

A: The Consultant who worked for the EGIS Assessment Study is not eligible since they developed the scope
of work for the EGIS Implementation.

Question 54: Is there a pre-bid conference?

A: There will not be a pre-bid conference

Question 55: How will you be answering these questions?

A: Question and Answers will be e-mailed in Word format thru Planet Bids, where the RFP was posted.
