CCF Extends Its Global Reach with Strategic Alliance

into a joint venture with Crest Global Green Energy Ltd., as a Jatropha tree project developer. The first stage
begins in Mali, with other projects in the advanced planning phase. The pact calls for CCF to provide operational
expertise, genetics and best practices with nursery implementation in Mali set to break ground immediately.
"Crest Global Green Energy approached us to jointly develop their bio-fuel projects to help absorb any risk, as
our tree yields and farming practices significantly reduce any potential downside in implementation and success

Crest Global Green Energy Ltd., have other projects in development in Togo, Ghana and Senegal, for example,
with the Mali project covering an initial 300,000 hectares with 25,000 hectares being used as a pilot.

excess of 1.5 litres of oil per tree in year two, through simple, non-GMO based research and, consequently, the

municipal waste, husks from Jatropha trees and other sustainable waste from the bio-diesel refinery. The heat will
be utilized in the drying and manufacturing process of the pellets and, subsequently, the power will be used on

New Book Skips Technology Hype to Provide Lucid Model for National Innovation Policy
Analysis

have been dreaming of since the technology hype of the 1990's threw them off guard. A new textbook manages to
cut through all of the tech-hype and philosophical ramblings of various neo-constructivist authors and to provide a
down-to-earth account of how governments in fact deal with the e-government and information technology issue.
And that includes how they are often lobbied by large technology operations eager to sell their ideas and their
solutions.
The textbook Techological Revolution as Political Coup D'etat: Developing an Objective and Systematic Science
of Public Technology Policy Analysis seeks to do exactly as its title indicates- to give researchers and government
administrators a way of even attempting to judge the value of e-government and other new information
technology projects that they are being asked to pump taxpayer money into. It may also provide them with more
ways to judge who is in fact dictating where the money goes and how it is spent.
Finland, Sweden and Canada are taken as case studies by the author Gunnar K. A. Njalsson, an expert in national
innovation and technology policy who also specializes in the subject of International Space Law. Fluent in various
languages including Finnish, Swedish, English, Norwegian, Danish and Spanish textbook author Njalsson has
gained access to documents and international scholarship hidden from most academics by the language barrier.
Njalsson who is an active member of the IEEE also has a multidisciplinary background in Technology,
Economics and Public Administration which seems to influence the text and vantage point rendering the book
much more systematic, critical and lucid than is the case with many other textbooks covering the subject matter.
The textbook, which is officially due out in February 2010 after several delays for last-minute updates and
revisions, is logically structured to present a complete model for technology policy analysis. A model referred to
by the author as the Integrated Model for Public Technology Policy Analysis is gradually assembled chapter by
chapter in the book.
Each chapter deals thoroughly with a particular segment of the model and ties it to empirical data and previous
research carried out by the author himself and by other policy analysts. In the final chapters specific
methodologies are suggested as appropriate to be used in association with the previously covered segments of the
Integrated Model. Empirical examples from Finland, Canada and Sweden are briefly examined using the model
and methodologies.
“This textbook is the culmination of numerous scientific articles, empirical studies, interviews and a critical
examination of the jungle of theories and abstract models which came before” says Njalsson. “Policy analysts,
government, managers as well as university and college instructors may have an easier time dealing with the
subject manner now that this book has at least in part systematized all of this information and tried to present it
critically and cogently for decision-makers” he adds.

The textbook focuses on technology policy in countries such as Canada, Finland and Sweden in part because they
are OECD countries and considered to be leaders in e-government. However, the author points out disparities
between Canada and the other two countries, including the seeming paradox of Canada's low R&D investment
and first place position as an effective e-government country. The textbook isolates one of the success drivers as
being the local administrative culture with good coordination amongst different agencies and the country's
technology policy process which is more open for influence by all stakeholders.
This in turn may explain why less investment per capita has not affected Canada's status as the number one
country for e-government in comparison with Finland and Sweden- Nordic countries which are increasingly
slipping behind due to national stagnation as well as poor communication, cultural insularism and resistance to
wide participation or new impulses in their systems of public administration.
“E-government or various information technology projects are not an end in and of themselves; they are
considered in most cases to be a tool for doing what the government already does, but more efficiently and closer
to stakeholders” Njalsson points out. “If an organization is dysfunctional and agencies cannot manage to work
together and communicate effectively, then national information technology projects are ultimately nothing more
than a sophisticated way of pouring taxpayer money into a black hole” Njalsson warns. He points to previous
information technology projects such as the electronic identity card in Finland and the IT Fornebu project in
Norway as examples of how the poor culture of communication between agencies and with stakeholders has
rendered potentially beneficial public technology projects almost worthless and very costly for taxpayers.

rest of the stomach and digestive process slowly. This creates a feeling of fullness and patients are not able to eat
the same amount of food.
• Gastric bypass: This procedure surgically staples off most of the stomach, except for a small pouch at the top.
The small intestine is connected directly to this pouch, so a large portion of the stomach and portion of the small
intestine is bypassed. This reduces both the amount of food patients can eat, as well as reduces the amount of
calories and nutrients the body absorbs.
• Sleeve gastrectomy: Most of the stomach is removed, leaving a banana-shaped sleeve that can hold
approximately 15 percent of the food the full stomach held. The removed portion of the stomach is responsible for
secreting a hormone that causes hunger, so while patients are not able to eat as much as they formerly did, they
also don’t get as hungry.
He is also experienced in revisional surgery to correct or address problems patients may have due to prior
bariatric surgeries, and in post-massive weight loss body contouring.

A rare Red Diamond, sourced from the Argyle mine in Western Australia, has been added to the unique offering

As one of the rarest and arguably the most elusive color of fancy color diamonds, the red stones are highly sought
after as there are only about 20 known natural red diamonds in the world.
Historically, red diamonds have been sold for record breaking prices. In 1987, the fancy purplish red 0.95 carat
Hancock Red Diamond set a new world record per carat price. The Hancock Red fetched $926,000 per carat –
more than seven times the previous record price of $127,000 per carat. This record was broken only in 2007,
when a 6.04 carat flawless fancy blue diamond was sold at a Sotheby’s auction for a staggering $1.3 million per
carat.
Loose diamonds, in general, are considered to be a wise investment as they constantly appreciate in value. Due to
their rarity, natural fancy color diamonds – more so than white diamonds – offer their owners a unique source of
value.
Francois Curiel, Christie’s Europe chairman and a renowned jewelry expert, said that “While a perfect colorless
diamond now trades at $100,000 per carat, the benchmark for the best color diamonds has surpassed $1 million a
carat and continues to rise". And as supply of Argyle red and pink diamonds – which account for 90%-95% of all
red and pink diamonds in the world – is expected to run out by 2018, the unprecedented appeal of these stones
only continues to grow.
The unique feature adding even more value to the rarity of Leibish & Co’s new fancy purplish red diamond is its
size. At 0.52 carat, the size of this magnificent stone is larger than most red diamonds as the majority of them
weigh less than half a carat. An Argyle serial number laser inscribed on the stone provides proof of its origin,
while this radiant cut SI1 clarity diamond measures at 4.53 X 4.49 X 2.83 and is certified by GIA.
Robert E. Kane refers to the rarity of the diamond’s hue in his research from 1987, Three Notable Fancy Color
Diamonds and says, “… Although intense (and vivid) pink diamonds are rare, a color description that includes
‘red’ is even more rare, especially where red is the primary (dominant) hue, such as purplish red…”

New Clearinghouse to Encourage Cooperation among State Electronics
Recycling Programs
The National Center for Electronics Recycling (NCER) and the Northeast Recycling Council
(NERC) will announce the formation of the Electronics Recycling Coordination Clearinghouse
(ERCC) at a press event on Thursday, January 7th at noon Pacific standard time in room S221 of
the Las Vegas Convention Center.
(PRWEB) January 7, 2010 -- Today at the 2010 International Consumer Electronics Show, two leading non-profit
organizations in advancing recycling efforts across the country announced the formation of the Electronics
Recycling Coordination Clearinghouse (ERCC). The ERCC will serve as a forum for coordination and
information exchange among state and local agencies that are implementing electronics recycling take-back laws.
While the laws vary in their structure and impact, there are many basic areas of overlap that can be implemented
in a consistent manner. The ERCC, which will be administered by the Northeast Recycling Council, Inc. (NERC)
and managed by the National Center for Electronics Recycling (NCER), will serve to identify and coordinate joint
approaches to those common challenges.
“Despite the patchwork of state requirements on electronics recycling, the ERCC will play a valuable role in
reducing administrative overlap and simplifying compliance efforts for manufacturers and other impacted
stakeholders,” said NCER Executive Director Jason Linnell. The ERCC is not starting from scratch in creating a
multi-state cooperation forum. The governance, dues structure, and basic activities are modeled on the successful
organization currently managed by NERC known as the Toxics in Packaging Clearinghouse (TPCH). “TPCH has
demonstrated over the years that providing this type of coordination can provide benefits to and reduce costs for
state governments and the regulated community in addition to providing consistency to the impacted industry, and
we are excited to extend this model to electronics recycling programs,” said NERC Executive Director Lynn
Rubinstein.
The ERCC is divided into two basic types of membership. The first are the voting members, who are states and
local governments that are implementing electronics recycling laws. The ERCC also includes an affiliate,
non-voting membership consisting of industry and other organizations. The ERCC provides affiliate members a
forum to efficiently and effectively meet with state regulators to discuss the various aspects of their legislation,
and a single resource destination for important information needed to make timely decisions that affect issues in
multiple states.
NCER will host a press event on Thursday, January 7th at noon Pacific standard time in room S221 of the Las
Vegas Convention Center to announce the ERCC and recognize the Founding Members. The ERCC will kick off
key projects in the coming months to collect and maintain updated data on collection volumes, manufacturer
contact information, and return share. Additionally, Member States will be able to pursue projects such as
combining manufacturer registration forms and joint access to needed market research data. More information

The Nationwide Building Society now offers the lowest personal loan rate in the UK, at 7.6% for
regular FlexAccount customers.

introducing a new personal loan rate of 7.6% APR typical for loans of between £7,500 and £14,999 for up to five

rate in the UK and the same low rate applies whether the loan is taken out through a branch, over the telephone or
via the Internet.
Nationwide’s market leading personal loan rate could be a welcome boost for those wishing to consolidate their

almost 60% of all loans issued were for debt consolidation purposes. On top of this, January-March 2009 saw

monthly outgoings and save interest. With economic conditions still difficult, debt consolidation could be
