Main challenges in SES II
CANSO supports SES II and wishes to make it work : Challenge is to achieve a new SES package that enhances performance of ATM but respects the role and responsibilities of the different stake-holders. ANSPs are eager to improve their services and to build the European single sky to the benefit of all airspace users. Industry steering on operational and technical activities is necessary and consistent with the separation principles. Nothing can be achieved without a large and constructive social dialogue.

A performance based system requires appropriate governance and incentives for service providers, including professional independent and empowered management with clearly defined reporting lines to shareholders or authorities. CANSO proposes that SES II includes a role for the EC to ensure that national governance of the air navigation providers is consistent with a performance based system through an appropriate level of management autonomy and accountability.

Target setting needs clear rules and processes :
National/regional target setting must reflect the variations in operations across Europe; Methodologies and performance indicators have to be agreed; Targets need to be balanced and trade-offs need to be indentified; Subsidiarity should apply to set the right targets at national or regional levels (FABs);
Network functions
A need for clarification :
It should be clearly defined which network management functions are the responsibility of the operators and which are the responsibility of the Community regulators. Full industry steering has to be given for tasks that have been identified as the responsibility of the industry. On other tasks industry has only to be consulted. Same principles should apply in Eurocontrol governance.

Functional airspace blocks (2)
It is a complex step-by-step process involving massive changes of cross-border dimension, combining different institutional and business models, and challenging civilmilitary cooperation They have to be achieved in a socially acceptable manner CANSO supports the 2012 date for FAB establishment but does not see a need for further rules. FABs initiatives and the SESAR Program are seen by the ANSPs as the most efficient tools for an effective end efficient single sky in Europe.
Social dialogue
ATM is a sector where social dialogue is of the utmost importance. CANSO is proactive in developing social dialogue at European level :
Conference in Palermo in 2004 and in Paris in 2007 addressing the FABs + publication of a work group report Intense work on Just Culture with a Conference in Bucharest Steering group on engineer competence scheme
SES 2 together with SESAR and other European programs will bring major changes for ANSPs and their staff. Trade Unions have to be associated with these major changes through a large and very open social dialogue.
Conclusions (1):
CANSO has launched a program to support the Institutional, Regulatory, ANSP and operational changes required in Air Traffic Management all over the world CANSO supports the SES II and the air navigation service providers are committed to change CANSO welcomes the performance based approach provided that the right governance exists CANSO asks for a clarification of network manager:
In respect to the principle of separation and appropriate industry involvement on service provision
Conclusions (2) :
SES II should be implemented through a collaborative decision making process.
