Prado Dam in Riverside County, California is on the Santa Ana River and is owned and operated by the United States Army Corps of Engineers (USACE). The main uses of the dam are flood control and water storage. Water stored in the reservoir is gradually released to assist Orange County Water District (OCWD) with their aquifer recharge program. Sediment deposition behind Prado Dam in the reservoir since its operation has reduced the reservoir’s storage capacity. Furthermore, this sediment trap has had an adverse impact on the riverbed downstream of the dam. The Santa Ana River Interceptor (SARI) line conveying wastewater, which is operated by the Orange County Sanitation District (OCSD), is located along the riverbed downstream of Prado Dam. River degradation due to the lack of sediment transported downstream of the dam poses a risk to the integrity of the SARI line. The lack of sediment transported to the river downstream of the dam also reduces beach sand nourishment and the groundwater recharge capacity of the river. Currently, the USACE and the County of Orange are raising the dam height to increase the reservoir capacity. The presenters will discuss concepts that would allow coarse sediment (sand and gravel) to be transported through the reservoir. Thereby, preventing excessive loss of storage capacity in the reservoir and reversing the process of riverbed degradation downstream of the dam. In addition, the groundwater recharge capacity of the river will be improved due to the availability of sand downstream of the dam. Potential biological impacts (positive and negative) of the concepts will be discussed. In addition to improving the stability of the river downstream, potential biological and water quality benefits as well as beach sand nourishment will be highlighted. M. Hasan Nouri, P.E. He has analyzed the mechanics of Santa Ana River at Riverside Narrows and has designed the levee system to protect the wastewater treatment plant of the City of Riverside at the Narrows. He is the winner of six awards by five national engineering societies. In 1996, he became the fifty-sixth Hoover Medal winner and was named as the Engineer of the Year by the American Society of Civil Engineers in Orange County, California. Other winners of the Hoover Medal include Presidents Hoover, Eisenhower and Carter, Arnold Beckman, Edgar Kaiser, William Carroll and Stephen Bechtel. Engineering and Hydrosystems Littleton, Colorado Dr. George Annandale, the co-developer of the Erodibility Index Method, has 30 years engineering experience, specializing in sedimentation and erosion management. He has investigated reservoir sedimentation in more than 50 reservoirs and conducted several river projects. His experience spans many countries, including South Africa, Malawi, Zaire, Venezuela, Indonesia, Lesotho, Colombia, Chile and the United States. His publications include the book “Reservoir Sedimentation” published by Elseviers Science Publishers and “Reservoir Conservation: The RESCON Approach”, published by the World Bank. He has previously conducted a study on sediment management in the Prado Reservoir for the OCWD. Thomas Haglund, Ph.D. San Marino Environmental Associates San Marino, California SME www.SMEA.org Dr. Haglund is a research biologist with specialized expertise in the evaluation of sensitive aquatic species. He has been involved in environmental assessment since 1980 when he began consulting for the U.S. Army Corps of Engineers and worked in the Water Quality Unit of the California Department of Water Resources. With degrees in geology and biology, Dr. Haglund brings a broad scientific perspective and extensive field and laboratory experience to his environmental work. As a specialist in freshwater biology, his research has focused on the population genetics and ecology of freshwater organisms, particularly fish.
