G Justice Information Network Board Meeting March 2 JIN Program Manager Update Prepared by Mo West, JIN Program (360) 902-9881 MoW@dis.wa.gov Presenter Mo West, JIN Program Manager Purpose of Appearance Provide an update on JIN Program activities. Program Outreach JIN staff provided a program update to the New World Systems Western User Group meeting in Renton on February 28, 2006. The group, primarily comprised of law enforcement records staff, expressed interest in the Possible Criminal History and Case and Criminal History (PCH/CACH) and Statewide Electronic Collision and Traffic Online Records (SECTOR) applications. After the February Board meeting, members provided the following outreach opportunities.  Washington Association of Prosecuting Attorneys-April 25, 2007  Washington Association of Sheriff’s and Police Chiefs-May 24, 2007  WSP ACCESS Users’ Group-September 27, 2007 The Association of City and County Information Systems (ACCIS) presentation was scheduled for April 19, 2007. Due to conflicts with federal grant training scheduled in Seattle, the presentation will be rescheduled. Board members are encouraged to coordinate with the JIN Program Manager to identify additional opportunities. JIN Program staff is coordinating with the Department of Information Services (DIS) Communications staff to develop presentation material for these outreach efforts. These will be available for Board review prior to the April 17, 2007 meeting. In addition to talking points, DIS will assist in the development of power point presentations, website re-design, and a communications plan for the JIN Program Office. The PCH/CACH application was nominated for the American Council for Technology Intergovernmental Solutions Award by DIS on behalf of the partnering agencies. The award recognizes innovative technical solutions that enhance the ways government provides services. Finalists will be announced in early June of 2007. Grants The 2007 National Criminal History Improvement Program (NCHIP) was reviewed by the Bureau of Justice Statistics (BJS). They informed JIN Program staff that the application will not be awarded due to the outstanding balance from 2004 and 2005 fiscal years. Attached is the summary for the proposed activities for the unexpended 2004-05 funds. This was distributed to the JIN Board on March 6, 2007. The completed grant application was submitted to BJS on March 19, 2007. Mo West and Scott Chapman will attend the Office of Justice Programs Financial Management Training in Seattle on April 18-19, 2007. The training provides JIN staff with relevant financial, procurement, and reporting requirements associated with federal justice funding. In addition, the BJS Grant Manager will be in Washington for a site visit the second week of May. The purpose of the visit is to conduct a programmatic, administrative, and basic financial review of the grant. Page 7-1 Justice Information Network Board Meeting March 20, 2007 Interagency Agreements The Washington State Patrol (WSP) Interagency Agreement (IAA), originally approved by the Board on November 21, 2006 was received and signed by Department of Information Services (DIS) on February 26, 2007. The Administrative Office of the Courts IAA was received and signed on March 12, 2007. The IAA outlines the high level responsibilities among each agency’s interaction with the JINDEX. Attached to the IAA is the specific level of service associated with the PCH/CACH application. The final agreements are included behind this paper. PCH/CACH Recognition Letters Recognition letters were sent to King and Yakima County Councils and to the Director of DIS, Chief of the State Patrol, and Administrator of the Courts. These letters express the gratitude for each agency’s participation and individual’s efforts involved in successfully implementing the PCH/CACH application. These letters are included behind this paper. Technical Assistance-Information Exchange Package Documentation (IEPD) Training Opportunity JIN staff submitted a formal technical assistance request to SEARCH, the National Consortium for Justice Statistics for a training session on developing and implementing IEPDs. SEARCH is coordinating with a regional IEPD training session for Washington and surrounding states and jurisdictions. This training provides technical staff hands-on instructions for utilizing the tools and processes used in IEPD development. JIN staff estimates this could occur in the April-May timeframe. Board members will be kept informed of this opportunity. Business Advisory Subcommittee (BAS) A tentative date of April 12, 2007 has been scheduled for the first BAS meeting. Representatives have been contacted from all identified agencies. The anticipated outcomes and action items are identified below:  Identify integration initiatives for possible regional or statewide expansion  Develop business plan for identified opportunities for W ashington Integrated Justice Information Board consideration  Recommend integration opportunities based on need and outcomes Technical Advisory Group (TAG) The TAG will be meeting the last week of April. The agenda will focus on the development of JINDEX connectivity standards for local agencies. Action Item Agenda:  Develop web service interface protocols  Develop standardized extensible markup language (XML) schema requirements  Develop security parameters and validation processes Page 7-2
