Presentation of the No Kids Behind Bars! Global Campaign (30 May 2006)
DCI’s No Kids Behind Bars! Global Campaign was presented to the Committee on the Rights of the
Child (CRC) during a meeting between 12 members of the CRC, and Sharon Detrick (Campaign Co-
ordinator, DCI Netherlands) and Carlos Pampín García (DCI International Secretariat), on Tuesday 30
May 2006, at the Office of the United Nations High Commissioner for Human Rights, in Geneva.
After explaining the objectives of the campaign, and the main activities, the floor was opened for
questions from the members of the CRC. This led to an interesting and constructive discussion on how
to implement the campaign, particularly at national level, and on issues such as babies in prison, the
definition of “behind bars” or “detention”, after-care, diversion, recidivism, substance abuse and
voluntary/non-voluntary treatment, community-based alternatives to detention, the role of judges,
separation from adults, and the challenges of collecting data.
