A biography of Lan Xue
Dr. Lan Xue is professor and Executive Associate Dean of School of Public
Policy and Management and Executive Vice President of the Development
Research Academy for the 21st Century of Tsinghua University in Beijing.
He also holds joint faculty appointment at Carnegie Mellon University and
George Washington University in the United States. He is a Fellow of IC 2
Institute at University of Texas, Austin. His teaching and research
interests include public policy analysis, public administration, science and
technology policy, and educational policy.
Trained as an engineer, Dr. Xue has two master degrees in
Technological Systems Management and Public Administration from State
University of New York at Stony Brook. He received his Ph.D. in
Engineering and Public Policy from Carnegie Mellon University in 1991.
From 1991 to 1996, he was an assistant professor of Engineering
Administration and International Affairs, and a Faculty Associate at the
Center for International Science and Technology Policy, at the George
Washington University. He returned to Tsinghua University in China in
Dr. Xue has led and participated in many research projects, which
have been funded by the U.S. National Science Foundation, U.S.
Department of Commerce, The Australian Government, the Ford
Foundation, Natural Science Foundation of China, Chinese Ministry of S&T,
Chinese Ministry of Education, State Development and Planning
Commission, and others. Dr. Xue has served as an advisor to Chinese
State Development and Planning Commission, Ministry of Education,
Ministry of Science and Technology, and provinces and cities nationwide.
From 1997 to 1998, He was the Chair of the Task Force for APEC 1998
Economic Outlook Report. Dr. Xue has also consulted for the World Bank,
US Department of Commerce, NIST, APEC Center for Technology
Foresight, SRI International, and others. He is on the Board of Trustees of
Advanced Technology & Materials Co., Ltd, a high-tech company listed on
Shenzhen Stock Market, and of SciDev.Net, an international non-profit
organization aimed at promoting S&T for international development.
For his teaching and research work, Dr. Xue has received many
awards, including Dilthy Fellowship, PRIDE Award, Ford China Economic
Research Fellowship, Outstanding Research Award of Tsinghua University,
and Excellent Teacher Award of Tsinghua University. He is a recipient of
2001 National Distinguished Young Scientist Award. He currently serves
as a member of China National Guidance Committee for Soft Science
Research, Vice President of Chinese Association of Science of Science and
S&T Policy, Deputy Secretary General of the China Association of Soft
Sciences, Standing Board Member of Chinese Association of Policy
Science, Deputy Secretary General of the National Steering Committee for
MPA Education, and others. He is listed in many biographies, including
Cambridge Dictionary of International Biography, Who?s Who in America,
and Who?s Who in the World.
