SUBJECT:            Best Start Update for Francophone Community and
                    Children’s Services Funding Contract with French
                    Language School Boards


RECOMMENDATIONS

That this Committee recommend to Regional Council that:

   This report be received for information.

2. The Regional Chair and Clerk be authorized to execute the necessary documents to
   enter into a contract with each of the French language school boards, Conseil Scolaire
   De District Du Centre-Sud-Ouest (CSDCSO) and Conseil Scolaire De District
   Catholique Centre-Sud (CSDCCS) for classroom renovations for the expansion of
   francophone licensed child care services.

EXECUTIVE SUMMARY

   •   School sites were recommended and endorsed by the Niagara Best Start
       Francophone Advisory Committee in October 2006
   •   59 new child care spaces in two French language schools will be created as a
       result of classroom renovations at two sites, one with each of the French language
       school boards representing a total of 5 classroom renovations
   •   The process to select a francophone child care operator was undertaken in early
       July 2007 for École LaMarsh (CSDCSO) while the existing operator at École
       Immaculée Conception, operated by CSDCCS was acclaimed
   •   Capital costs are 100% Ministry funded
   •   These contracts will fulfill Children’s Services obligations to make payments to
       CSDCCS and CSDCSO

FINANCIAL IMPLICATIONS

The operating requirements have been budgeted in the Children’s Services 2007 Budget
using 100% Provincial dollars from the 2005 Unconditional Grant.

PURPOSE

This report has been prepared to provide Committee and Council with a status report on
Niagara’s Best Start expansion in the francophone community and to obtain approval for
Corporate signatures for funding contracts with the two French language school boards,
CSDCSO and CSDCCS.

BACKGROUND

The expansion of licensed francophone child care spaces under the Provincial Best Start
initiative is being fulfilled in two French language elementary schools in Niagara with the
CSDCCS and CSDCSO school boards. These classroom renovation projects are
underway for completion in September 2007 as identified in COM 27-2007 – May 15,
2007.

In 2006, the Niagara Best Start Francophone Advisory Committee prepared
recommendations for the Best Start projects. A consensus was reached in October 2006
to endorse two projects, one site at École Immaculée Conception, St. Catharines with
CSDCCS and a second site at École LaMarsh, Niagara Falls with CSDCSO. These two
projects represented an increase of 59 new francophone child care spaces in the two
French language schools.

REPORT

School-based development is a partnership between Children’s Services, and the French
language school boards, CSDCSO and CSDCCS to expand the system of licensed
francophone child care spaces in keeping with the philosophy and principles of Best Start
and the Region’s Local Child Care Plan.

In October 2006, the Niagara Best Start Francophone Advisory Committee (see Appendix
I) made recommendations to Children’s Services to expand licensed francophone child
care at two school sites detailed as follows:

Both school sites are currently under construction and are scheduled for opening in
September 2007. The total cost of the five classroom renovations at the two sites is

approximately $314,100 which has been fully funded (100%) by the Ministry from the 2005
Unconditional Grant.

Tendering for these projects was the responsibility of the respective school board with
Children’s Services and Public Works staff involved in reviewing all drawings and costs.
Work continues with both school boards throughout the renovation to ensure fiscal
responsibility and that the renovations will meet the requirements of a licensed child care
centre.

Service Provider Selection

In July 2007, licensed francophone service providers were invited to submit a proposal to
operate the newly expanded child care spaces at École LaMarsh in Niagara Falls. For the
second site, it was not necessary to seek proposals from the francophone child care
community as the CSDCSO directly operate an existing child care at École Immaculée
Conception in St. Catharines.

An Expression of Interest was sent to each of the four non-profit francophone child care
service providers and support to assist them in preparing a business case and budget was
offered through Children’s Services. A Service Provider Selection Panel was organized to
make recommendations for the selection of a service provider based on several key
criteria: stabilization of existing services, sound business practices, and governance by a
non-profit board of directors. A service provider will be in place by end of July 2007.

 A signed legal agreement between Children’s Services and each School Board will fulfill
the Region’s obligations to forward the necessary payments with respect to the school
renovations. The Corporations Legal Services has provided support to develop the
contract which has been negotiated with the School Board’s Legal Services.
