SECTION 1. SUBSTITUTION CENTRATES. OF GRAPE JUICE CON-

(a) IN GENERAL.—Section 313 of the Tariff Act of

6 1930 (19 U.S.C. 1313) is amended by adding at the end 7 the following: 8 ‘‘(x) GRAPE JUICE CONCENTRATES.—Any grape

9 juice concentrate of degrees brix 68–70 shall be considered

2 1 as ‘of the same kind and quality’ for purposes of sub2 section (b) of this section, regardless of color, variety, or 3 any other characteristic.’’. 4 (b) EFFECTIVE DATE.—The amendment made by

5 this section shall take effect on the date of the enactment 6 of this Act, and shall apply to any drawback claim filed 7 on or after such date.
