10 Parks & Recreation

The mission of the City of Austin’s Parks and Recreation Department (PARD) is, “to provide, protect and preserve a Park System that promotes recreational, cultural and outdoor experiences for the Austin community.” The Department has seven goals: • • • • • • • Austin parks and facilities be accessible to all citizens at all levels of use Provide diverse and sufficient recreational and cultural opportunities Austin parks and facilities be designed and maintained to achieve sustainability Foster collaboration, coordination, and partnerships throughout the community Employ an ongoing system of organizational evaluation Maintain fiscal responsibility Continue to improve maintenance standards and efficiency throughout the park system.



10. 10.1. Facilities

The City of Austin has over 17,000 acres of parks and preserves consisting of 13 district parks, 12 metropolitan parks, 74 neighborhood parks, 22 school parks, 19 pocket parks, 29 greenways, 5 golf courses, 3 senior activity centers, 4 tennis centers, 28 special parks and 13 nature preserves. The Austin Parks and Recreation Department is not only responsible for the management of parks, but is also responsible for many other diverse endeavors including recreation centers, museums, cultural centers, a botanical garden, a nature center and an urban forestry program. In November 2006, Austin voters approved an $84 million park’s bond. The funds are to be used to complete renovations of existing facilities and to construct new facilities.



and Types of Parks and Recreation Facilities

The park system (Map 10-1) includes a wide variety parks and open space divided into seven categories.

Neighborhood and Urban Pocket Parks



Pocket parks are smaller than 1.99 acres and are intended to provide green space in areas where public open space is limited (such as in high-density areas) or for areas not served by a park. Neighborhood and Urban Pocket parks have a service area of a quarter-mile radius.

Neighborhood and School Parks



Neighborhood parks range in size from two to 30 acres and provide residential areas with basic recreational opportunities, such as playgrounds, basketball and tennis courts, open play areas, and picnic tables. Ideally, these parks serve an area one mile around the park. School parks are usually slightly smaller than neighborhood parks and are located on elementary school properties not owned by the City. Functionally, they are similar to neighborhood

parks, though their ownership by the Austin Independent School District (AISD) constrains their use for the general public.

District Parks



Ranging from 31 to 200 acres, district parks provide similar recreational opportunities as do neighborhood parks. They also provide major facilities such as ball fields and courts, multipurpose areas, swimming pools, trails, and recreation centers. The design and programming of this type of park tends to use the land’s features for preservation and interpretation. District parks have a two-mile service area.

Metropolitan Parks



Metropolitan parks, at least 201 acres in size, are generally natural resource-based, located along waterways, and are designed to provide a broad variety of recreational experiences. Metropolitan parks provide citywide service to amenities included in district parks, as well as special interest facilities, such as archery ranges, radio-controlled airplane fields, horseback riding, mountain biking, camping areas, boat launches, and fishing areas. The natural and environmental features of metropolitan parks also draw people who hike, watch birds, or simply wish to enjoy nature.

Special Parks



Special parks serve a specific function, such as museums, golf courses, or boat landings, or protect a special feature, such as a scenic view, an urban square, or a community garden. Because of the variety of parks and facilities included and their often unique nature, special parks are considered to serve the entire city.

Greenways



A greenway is a natural corridor that usually follows a river, creek, ridgeline, valley or other linear open spaces. Greenways serve numerous functions such as the location for hike and bike trails, wildlife habitat, and flood control.

Park Trails



With more than 115 miles of trails, the park trail system is a significant source of recreation. The core of this system is the central, 30-mile hub-and-spoke trail network in and around downtown. The hub is the 10-mile Trail at Lady Bird Lake. A number of spoke trails follow creeks that feed into the lake, including Shoal Creek, Waller Creek, Blunn Creek, West Bouldin Creek, Barton Creek, and Johnson Creek. This central trail system is bounded by two large parks—the Zilker Metropolitan Park on the west and the Roy G. Guerrero Colorado River Park on the east. PARD is currently working to expand the park trail system. The Department has received over $18 million from grants and from the City’s Capital Improvement Program to design and construct over 14 miles of new park trails and improve existing ones. Projects covered by these funds include the Northern Walnut Creek Trail, Southern Walnut Creek Trail, the Boardwalk Trail on Lady Bird Lake, and the Circle C Metropolitan Park Trail extension.

Other Parks and Recreation Providers



Although the City of Austin is the largest recreation provider in the area, many other public and private entities offer substantial recreational opportunities for Austinites. These include

the Lower Colorado River Authority (LCRA), Travis, Williamson and Hays counties, Texas Parks and Wildlife Department (TPWD), the YMCA, and AISD through a joint-use partnership.

10. 10.2. Long Range Plan for Land, Facilities and Programs

The 2010 Long Range Plan for Land, Facilities and Programs is an update of the 1998 Long Range Plan for Land and Facilities. The 2010 Plan reviews the goals and priorities established by the previous plan as well as provides an assessment of the PARD’s existing land, facilities and programs. The goal of the updated plan is to guide future growth and development of the parks and recreation system through 2015. In response to community input, elements of the plan respond to the need for more parks, trails, and programs, the desire to preserve environmental and ecologically sensitive areas unique to the region, and requests for park standards that embody best management practices, land stewardship, and national standards. The 2010 Long Range Plan for Land, Facilities, and Programs was developed by PARD staff in collaboration with neighborhood representatives, non-profit groups, public entities, and other interested citizens. The planning process used various means to gather public input, including telephone and online surveys and five public meetings held from December 2007 through April 2008. In addition to public input, recommendations were based on demographic research, a needs assessment, and a review of adopted and in-process neighborhood plans. A needs assessment was used to help staff assess what facilities are most needed and desired by the citizens of Austin and to determine which of these needs are the most critical. It included two approaches: a demand-based and resource-based. The demand-based approach included surveys, public input meetings, and a review of relevant plans. These plans included neighborhood plans, transit oriented development plans, and plans from various non-profit organizations such as Austin-Bastrop River Corridor Partnership, Envision Central Texas, and the Trust for Public Land. The primary findings from public input and neighborhood plan review were the following requests: • Create more off-leash areas, skate parks, pools, and neighborhood tennis courts • Protect and enhance natural and environmentally-sensitive features • Increase connectivity from neighborhoods to parks, greenways, and trails • Install more park benches, picnic tables, checkerboard tables, and mutt-mitt and trash receptacles • Promote existing and provide more cultural arts, and recreational and leisure activities and services for all ages. The resource-based analysis evaluated the availability of natural resources and the condition of existing facilities. As part of this process, a “gap analysis” was performed to determine what areas of the city are under-served by existing park facilities. The information from this analysis was compared with such trends as population growth and projected demographic shifts, increased fuel costs, and an increased demand for non-traditional recreational activities.

Parkland Acquisition and Development

To address the growing need for open space in the urban core, PARD shifted the focus of its parkland acquisition program to establish more pocket parks. These parks serve developed areas or areas where parkland is limited. In addition to establishing pocket parks in the urban core, there is also a need to continue land acquisition for neighborhood and regional parks, usually located in developing suburban areas: • West of Oak Hill in southwest Austin • North, northwest and northeast Austin • Areas with significant environmental features • New Transit Oriented Developments • North Burnet/Gateway. In addition to its park needs, Austin has under- or undeveloped recreational opportunities, in the form of existing parks still in need of master planning: • Walter E. Long Metropolitan Sports Park, • Walnut Creek Sports Park, • Bauerle Ranch Metropolitan Park, • Onion Creek Metropolitan Park, • John Trevino Jr. Park at Morrison Ranch, • Davis Hill Neighborhood Park, • Southland Oaks Neighborhood Park, • Grand Meadow Neighborhood Park, and • Lakeline Neighborhood Park. In addition to the increased demand for more parkland, there is a mounting need to repair, restore or replace older park facilities. An emerging priority is improved park facilities in and around Downtown Austin. This new priority is due in part to more people moving into Central Austin and the subsequent increased use of facilities. Priority renovation projects include: • Improvement of the parkland along Lady Bird Lake • Preservation of historic squares, including Brush, Republic and Wooldridge • Enhancement of Sir Svante Palm Park • Continued development of the Waller Creek and Shoal Creek Greenbelt

• Completion of Phases III & IV of the Auditorium Shores development • Conversion of the Holly Street Power Plant site to a park • Continued development of Roy G. Guerrero Colorado River Park • Redevelopment of the Daugherty Arts Center play area • Improvement of Zilker Park, especially Barton Springs Pool.

Park Trails and Greenways

Trail-related activities such as walking, running and biking continue to be the most popular recreational activities in Austin. PARD has identified several priority park trail and greenway projects. Of these, two are already funded—development of Phases I & II of the Walnut Creek Trail and the Circle C trail extension. Other priority projects include, but are not limited to: • trail connections from Blunn Creek and West Bouldin Creek to Lady Bird Lake, • Little Walnut Creek trail from Springdale Road to the East Communities Branch YMCA at Hwy 183/Ed Bluestein, • Creating a trail through the Oak Hill area in southwest Austin and another along Country Club Creek in southeast Austin • Red Line railroad right-of-way Trail. The plan recommends acquiring land to close the gaps within existing greenways: Slaughter Creek greenway (between Mary Moore Searight Park and IH-35), the Williamson Creek and Walnut Creek greenways, and the Bull Creek greenway. The plan also prioritized preserving riparian zones along the Colorado River and its tributaries in rapidly developing areas of east Austin and Travis County. Priority greenway acquisition is recommended for the Colorado River below Longhorn Dam, Gilleland Creek, Dry Creek, Marble Creek, and South Boggy Creek.



10. 10.3. Austin Trails Master Plan

In April 2008, the Austin City Council passed a resolution mandating the creation of a comprehensive and coordinated trails map to guide in the effort to enhance and connect the City of Austin’s existing bicycle and pedestrian trails networks. The Austin Bicycle Plan contains this map (included here as Map 10-2), which includes existing park trail networks, potential additions, and opportunities to eliminate gaps in the network. The vision for the map is to create an interconnected non-motorized network of on-road bike routes, sidewalks, and off-road park trail corridors that provides transportation, environmental and historic resources preservation, recreation, socialization and health benefits. In addition to the expansive central system envisioned by the Trails Master Plan, the city’s geography, land use patterns, and street layouts offer ample opportunity for the development of supplemental trails that could significantly enhance mobility and safety for both cyclists and pedestrians. Such connections might be as simple as trails between streets that dead end

close to one another or public access along private roads or parking lots that link existing bicycle facilities.

10. 10.4. Recreational, Environmental, and Cultural Programs Plan

The Recreational, Environmental and Cultural Programs Plan was developed to addresses current and future recreational needs of citizens and fulfills the requirement of the Commission for Accreditation of Park and Recreation Agencies (CAPRA) for a Recreational, Environmental and Cultural Programs Plan. The Recreational, Environmental and Cultural Programs Plan is used to align each division’s purpose statement, goals, existing programs and future recommendations with the Recreational, Environmental and Cultural Programs System.



10. 10.5. Inventory of Existing Facilities

Oversight of the park system is made possible through partnerships with school districts, other city and county agencies, and community advocacy groups. Future expansion of the park system will require increased coordination with these groups and development of new partnerships for the establishment of a regional trail system.
