1. Overview
1.1 Description
The Indigenous Tutorial Assistance Scheme (ITAS) In-Class Tuition program is aimed
at improving learning outcomes of Indigenous students enrolled in Years 9 and 10.
ITAS In-Class Years 9 & 10 will operate similar to ITAS In-Class program for Years 4, 6
& 8 in that it will provide literacy and/or numeracy tuition for Indigenous students
enrolled in grades 9 & 10.
The program is based on inclusive practice. Tuition will take place within school hours
and preferably within the classroom. Withdrawing of individual students from the
classroom is viewed as an exception rather than as the rule.

   Goals
ITAS In-Class Years 9 & 10 aims to improve the educational outcomes of Indigenous
students in English literacy and numeracy attainment. It is aligned to Goals 11 & 14 of
the national Aboriginal Education Policy (1989).

   Student eligibility
Funding for ITAS In-Class Years 9 & 10 is limited therefore students’ eligibility is
determined by greatest need. For the purposes of equitably distributing available
funds, eligible Indigenous students are identified using a method to extract those who
were, at the time of state-wide literacy and numeracy testing, below the 6th percentile
for being literate or being numerate.


 Year 9 and 10 ITAS eligibility has been calculated thus:

 1. Currently enrolled year 9 students that were at or below the 6th percentile for reading or writing or
 numeracy, or were exempt in year 7 2005.

 2. Currently enrolled year 9 students that were absent for the testing but were below 3L for Being
 literate or Being numerate at the end of 2006.

 3. Currently enrolled year 10 students that were at or below the 6th percentile for reading or writing
 or numeracy, or were exempt in year 9 2006.

 4. Currently enrolled year 10 students that were absent for the testing but were below 3L for Being
 literate or Being numerate at the end of 2006.


If the funded student is no longer at your school, ITAS can be used for other
Indigenous students in years 9 or 10 who are re at risk of not meeting the relevant
literacy and numeracy curriculum outcome levels for their age.

1.4 ITAS is supplementary
ITAS In-Class Years 9 & 10 is intended to supplement normal teaching resources and
cannot be used to substitute or replace them. ITAS is intended to accelerate educational
outcomes for Indigenous Australians beyond those which could reasonably be
expected from mainstream and own-source funding alone.

1.5 Other assistance
ITAS In-Class Years 9 & 10, like other targeted initiatives, is intended to provide
concerted supplementary intervention at particular education points. Schools are
responsible for using other sources of funding to meet the needs of Indigenous
students.


2. Funding Allocation
2.1 Determining funding allocations to schools
      Funding will be allocated to schools based on the numbers of Indigenous
       students in Years 9 and 10 who were, at the time of testing, below the 6th
       percentile for being literate or being numerate.
      Funding will be provided on an annual basis in one instalment for the funding
       year.
      The formula used for funding is:
                      n x h x ht r = total
n = number of eligible students in the school
h = number of annual hours available for each student (approx 39.12 hours)
htr = hourly teaching rate ($41.07 as calculated on average teacher rate, including on-
costs).

2.2 Notifying schools of their allocation
Each school entitlement will be determined through the Aboriginal Education Unit and
the Office for Educational Review. Principals will be informed of their allocation and
funding will be placed into the School Resource Package.

2.3 Student movements
Funding for ITAS In-Class Years 9 & 10 is based on the results of students in the testing
year. Due to the late start in 2007, funding allocations will be deposited into School
Resource Packages where the student is currently enrolled.
From 2008, funds will be allocated to schools in which students were enrolled at the
time of the testing.


3. Delivering In-Class Tuition
Schools are encouraged to deliver ITAS In-Class Years 9 & 10 in a cost effective
manner. This could included using group tuition rather than individual tuition in
order to provide more hours of tuition from available funds.
Tuition will normally be provided in the students’ usual classroom; although in some
circumstances students may also receive tutorial support outside their classroom.

Delivery of the program includes:
      determining student eligibility as per point 1.3;
      obtaining parental and/or caregiver consent for students to receive tuition;
      recruiting teachers who are able to provide the required tuition;
      providing training and support to teachers (with the assistance of the
       Aboriginal Education Unit);
      developing individual work plans to ensure tuition is appropriate to students’
       needs;
      monitoring and overseeing program delivery;
      ensuring the involvement of local Aboriginal communities in the program;
      assessing the program for effectiveness; and
      providing reports.


4. Parental and/or caregiver consent
The school must ensure that at least one parent or caregiver of each student consents in
writing to their child(ren) participating in ITAS In-Class Years 9 & 10. The school
should retain evidence of parental consent for monitoring purposes.


5. Recruiting teachers
The school is responsible for all matters relating to the engagement and payment of
ITAS teachers. In recruiting teachers, the school must ensure that:
      The ITAS teacher understands and is culturally sensitive to the diverse needs of
       Indigenous students;
      The ITAS teacher is registered and has undergone a good character check.
      The ITAS teacher receives appropriate professional learning in order to deliver
       the highest quality teaching to eligible students.

The Aboriginal Education Unit will assist in providing Aboriginal cultural awareness
training for teachers.


6. Individual Work Plans
An Individual Work Plan (IWP) must be developed for each student on the program.
The IWP must describe appropriate tuition objectives and outline strategies to meet
these objectives. Ideally the IWP would be developed by the class teacher with input
from the ITAS teacher.


7. Assessing tuition
Schools should maintain ongoing assessment of the program in order to:
      change or terminate ineffective teaching arrangements, when necessary; and

      report on the effectiveness of tuition to the Department and to parents.

8. Reports
In order for the Department to fulfil its reporting requirements to the Department of
Education, Science and Training (DEST), schools are required to submit a mid-program
Progress Report and an annual Performance Report.

9.1 Progress Report
The Progress Report is due at 30 JUNE 2007 and includes qualitative assessment of
each student on the following matters:

      A description of how the program is being delivered;
      Any difficulties encountered in the implementation and delivery of the
       program;
      Student learning progress against State curriculum standards;
      Impact of In-class Tuition on attendance of students receiving assistance;
      A general assessment of the effectiveness of the tuition;
      Suggestions for improving the program.

Due to late implementation of ITAS In-Class Years 9 & 10 this Report may be brief.
The Progress Report is attached at page 6.

9.2 Performance Report
The Performance Report is required by 8 DECEMBER 2007. This report will provide
an evaluation of the delivery of the program; including
      A qualitative assessment of the impact of In-class Tuition on student
       attendance, attitude to learning and behavioural change;
      A qualitative assessment of the strengths and weaknesses of the In-class Tuition
       program; and
      The performance data.

Provision of further In-Class Years 9 and 10 funding will be dependent on the receipt
of completed Progress and Performance Reports. The Performance Report is attached
at page 10.

PLEASE NOTE: Reports for ITAS Years 9 & 10 must be completed separately from
those required for ITAS In-Class 4, 6 & 8.
