					Fiscal Operations Officer Position # 38 Richmond, Virginia

The Virginia Office for Protection and Advocacy is seeking qualified candidates for the position of Fiscal Operations Officer. VOPA is an independent state agency, responsible for protecting and advancing the rights of individuals with disabilities. The Virginia Office for Protection and Advocacy receives eight separate federal grants as well as state funds and other funds. The successful candidate will be VOPA’s primary liaison with federal financial officers and with relevant state fiscal systems and will have supervisory responsibilities for human resource staff or other operational staff. The successful candidate will report to the Director and the Governing Board. Applicants must have considerable knowledge of generally accepted accounting principles, federal grant management, state fiscal management, and budget development. The candidate will demonstrate the ability to understand and communicate complex fiscal and planning concepts, both verbally and in writing, and will have supervisory and strong problem-solving experience. Graduation from an accredited college or university in a related field is desired. The candidate will have experience in federal programs and managing complex financial systems. Successful candidates will have strong working knowledge of computer applications, with a preference for experience with Peoplesoft financial systems and the Commonwealth Accounting and Reporting System (CARS). May occasionally provide reading support or transportation assistance to staff members with disabilities. Infrequent overnight travel may be required. The candidate must have a demonstrated commitment to social justice.

Experience with fundraising and donor campaigns or experience with human resource management is preferred. Experience working with people with disabilities and fluency in Spanish or sign language is a plus. Hiring range: $40,000 - $64,000, depending on experience.
