Guiding Principles for the Florida Cancer Plan Council Article 1 – Name of Group The name of this body is the Florida Cancer Plan Council (FCPC). Article 2 – Purpose and Mission The purpose of the Florida Cancer Plan Council is to promote implementation of the Florida Cancer Plan by coordinating the efforts of Florida’s cancer control partners. The Florida Cancer Plan Council will provide technical assistance wherever possible, encourage achievement of the plan's prioritized goals, and provide support to the regional collaboratives. Article 3 – Powers and Duties The powers and duties of the Florida Cancer Plan Council shall be as follows: 1. Establish methods for obtaining input on community needs and priorities for cancer, which may include public meetings, conducting focus groups, conference calls and convening ad hoc panels. 2. Assess cancer and cancer-related data to identify gaps in services, areas of need and barriers to receiving services. 3. Develop strategies and action steps to facilitate implementation of the Florida Cancer Plan. 4. Serve in an informational capacity to Floridians through dissemination of cancer awareness and educational materials. 5. Make recommendations to the Florida Secretary of Health, Florida Dialogue on Cancer, Florida Cancer Council, Cancer Control and Research Advisory Council or any other entity which will assist in achieving our purpose and mission, as approved by the FCPC members. Article 4 – Definition of Terms 1. CDC is the acronym for Centers for Disease Control and Prevention 2. C-CRAB is the acronym for Cancer Control and Research Advisory Council 3. DOH is the acronym for Florida Department of Health, specifically the Bureau of Chronic Disease Prevention and Health Promotion, Comprehensive Cancer Control Program 4. FCPC is the acronym for Florida Cancer Plan Council 5. Florida Cancer Plan is the overarching, guiding document for implementation activities concerning cancer, for Florida. Florida Cancer Plan Council Guiding Principles Revised version August 2006 Page 1 of 5 Article 5 – Membership Section One MEMBERSHIP: The Florida Cancer Plan Council shall be composed of representatives from the following categories who will serve on the Florida Cancer Plan Council: Chairs from each of the four regional collaboratives (4) Cancer Control and Research Advisory Council (C-CRAB) (1) Cancer Information Service (1) American Cancer Society (1) American Cancer Society Scholar (1) Florida Department of Health Comprehensive Cancer Control Program (1) Florida Department of Health Breast and Cervical Program (1) Florida Department of Health Tobacco Program (1) Florida Dialogue on Cancer (1) Leukemia/Lymphoma Society (1) Intercultural Cancer Council (1) American College of Surgeons (1) Oncology Nursing Society (1) Florida Pharmacy Association (1) Florida Society of Oncology Social workers (1) Florida Cancer Council (1) Florida Chapter of American Society of Oncology (1) Florida Association of Pediatric Tumor Programs (1) Florida Cancer Data System (1) H. Lee Moffitt Cancer Center and Research Institute (1) Mayo Clinic (1) M.D. Anderson (1) UF Cancer Center (1) UM Sylvester Comprehensive Cancer Center (1) Each member or alternate has one vote. Section Two APPOINTMENT OF MEMBERS: Members will be nominated and approved by the Membership workgroup. All identified organizations, Article 5, Section 1, will appoint a designee to serve on the FCPC. Up to ten additional members can be designated by the Membership workgroup in ensure representation. Section Three MEMBER RESPONSIBILITIES: Members shall have the following responsibilities: 1. Attend on-going meetings and conference calls and maintain active participation. 2. Actively participate on one of the affinity workgroups. 3. Work to achieve and support the purpose and mission of the Florida Cancer Plan Council. Review available epidemiologic, evaluative, behavioral and social science, costeffectiveness and needs assessment data. 5. Guide a statewide approach to comprehensive cancer control, serve as a forum for the discussion and study of issues related to cancer, and provide input or recommendations to cancer entities such as the Governor, Secretary to the Florida Department of Health, Comprehensive Cancer Control Program, CCRAB, Florida Cancer Council 6. Facilitate the mission of the Florida Cancer Plan Council. CHAIR RESPONSIBILITIES: In addition to the member responsibilities, the chairs shall also have the following responsibilities: 1. Foster and maintain communication channels to facilitate Council activities. 2. Develop agendas for the Council’s meetings and conference calls. 3. Plan and oversee the Council’s activities. 4. Plan and oversee the promotion of the Council activities to Florida citizens. 5. The Co-chairs shall convene the scheduled meetings or conference calls and preside over the business conducted. 6. The Co-chairs shall ensure all Council members are provided the necessary materials to serve in their capacity including, but not limited to agendas, meeting minutes and forms. Section Four TERM OF MEMBERSHIP: The ten nominees shall be appointed/re-appointed annually. All members shall be required to maintain active membership as demonstrated by participating on an on-going basis via conference calls and e-mails, and serve on one of the FCPC workgroups. If a member is not active on an on-going basis via conference calls and e-mails, on one of the FCPC workgroups for a period of six months without any prior notification, they will no longer be construed as a member and a new designee will be selected. Section Five ALTERNATE ROLE: The alternate may attend and vote at a regular Florida Cancer Plan Council meeting or conference call if the appointed member is not capable or present. Article 4 – Officers Section One COUNCIL CO-CHAIR: The Council Co-Chair shall be elected from among the Florida Cancer Plan Council members. The Council Co-Chair elections shall occur every two years. Florida Cancer Plan Council Guiding Principles Revised version August 2006 Page 3 of 5 Section Two VACANCIES: If a vacancy occurs in the Council Co-Chair position, a new election will take place for the Council Co-Chair by the next meeting. Section Four CONFLICT BETWEEN CO-CHAIRS: If a conflict should occur between the Co-Chairs, the remainder of the Florida Cancer Plan Council membership will decide the issue by a simple majority vote. Article 5 – Meetings Section One REGULAR MEETINGS: There will be a minimum of two (2) face to face meetings of the Florida Cancer Plan Council each year, based on the availability of funds. Meetings will be held at different locations based on the best fiscal ability and accessibility. Section Two MAJORITY RULES: During the meetings or conference calls, a majority of the voting members shall constitute the action of the entire Council. Council recommendations and activities shall be consistent with all applicable funding guidelines, philosophies, policies and requirements of the department. Votes may be subject to approval by the Florida Department of Health based on the nature of the vote, particularly if the activity is not within the guidelines of the state of Florida policies and procedures. Section Three QUORUM: Fifty-one percent of the members will constitute a quorum. Article 6 – Affinity Groups Section One ESTABLISHING AFFINITIY GROUPS: The Council may establish one or more affinity groups, comprised of members from the Florida Cancer Plan Council and other interested parties, as necessary to achieve the purpose and mission of the Council. Section Two OTHER WORKGROUPS: Other workgroups may be appointed by the Co-Chairs as needed. Article 7 – Parliamentary Authority The Council will operate under majority rules but will utilize Robert’s Rules of Order when consensus can not be reached. Florida Cancer Plan Council Guiding Principles Revised version August 2006 Page 4 of 5 Article 9- Amendment of Guiding Principles The Guiding Principles of the FCPC may be adopted by a two/thirds vote of the membership. Any proposed changes will be brought to the attention to all members, in writing, at least 30 days before the vote to change is made. Article 10- Dissolution The Florida Cancer Plan Council may dissolve by a two-thirds vote of the existing membership These Guiding Principles were approved at a meeting of the Florida Cancer Plan Council of a majority vote on March 14, 2006.
