									FOR EMPLOYEES ONLY PROPERTY APPRAISER - 030 Assessor’s Office SEIU Bid Opening $17.25 to $21.30 JOB SUMMARY: Performs field and office work in the appraisal and assessment of residential or other property; Prepares and maintains assessment records and maps; and performs related work as required. ESSENTIAL JOB FUNCTIONS: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)  Inspects property, records construction details, take necessary measurements, makes sketches of property, and prepares assessment card with current value.  Determines and maintains property land values in accordance with an established assessment system.  Makes appraisals of less complex properties such as agricultural, small commercial, and additions to existing properties.  Verifies sales information from property owner, Realtors, and other sources.  Obtains construction cost estimates from builders and contractors.  Operates a calculator, typewriter, personal computer, video display terminal, and other office equipment using standard office software to generate reports, etc.  Makes corrections to office records necessitated by combining, dividing or transferring of residential property.  Assists in the appraisal of large commercial and industrial buildings.  Assists in the processing of personal property audits and assessments.  Answers inquiries/complaints from taxpayers regarding property assessments.  Maintains sales assessment ratio records.  Prepare Michigan Tax Tribunal appeals and defend value at county seat as needed.  Use standard office software to generate reports. PHYSICAL REQUIREMENTS AND WORKING CONDITIONS: Expected to perform the following or it is a critical part of the position: Driving, climbing, bending, squatting, grasping, holding, keyboarding, repetitive movements, reading, writing, eye-hand coordination, seeing (near and/or far, depth, field of vision), using the telephone, contact with general public, working alone, inside and outside. MINIMUM QUALIFICATIONS FOR EMPLOYMENT:  Graduation from an accredited high school or GED equivalent.  Level 1 certification from the State of Michigan's Assessors Board.  Recent experience in the appraisal of residential property, real estate, building construction, or related work.  Valid Michigan Driver's License and access to reliable transportation for daily field inspection work.  Reasonable knowledge of the principles, methods, and techniques in property appraisal and assessment, and of the laws, rules, and regulations governing property appraisal and assessment.  Skilled in the use of personal computers, mass software background a plus.

 Ability to analyze factors which influence the value of property and to objectively exercise sound judgment in the determination of property values.  Ability to read and interpret blueprints and specifications and to prepare detailed and accurate written property descriptions and drawings of property.  Ability to diplomatically handle the public.  Ability to establish and maintain satisfactory working relationships with the public and other employees.
