SECTION 1. EXPANSION OF AUTHORIZED NUMBER OF MEDICAID COUNTY ORGANIZED HEALTH INSURING ORGANIZATIONS.

(a) IN GENERAL.—Section 9517(c)(3) of the Consoli-

7 dated Omnibus Budget Reconciliation Act of 1985 (42

2 1 U.S.C. 1396b note), as added by section 4734 of the Om2 nibus Budget Reconciliation Act of 1990, is amended— 3 4 5 6 7 (1) in subparagraph (A), by striking ‘‘up to 3’’ and inserting ‘‘up to 7’’, and (2) in subparagraph (C), by striking ‘‘10 percent’’ and inserting ‘‘20 percent’’. (b) EFFECTIVE DATE.—The amendments made by

8 subsection (a) shall be effective as if included in the enact9 ment of the Omnibus Budget Reconciliation Act of 1990.
