Task: 1.1 East County Economic Development Council Economic Development Model Tool Kit
Budget: $120,000 Date: 07-10-07 1. Programmatic Description -- Overall Approach to 1.1 (as defined by 1.1 Team Lead and Team) Develop a framework that regions can use to translate innovation assets into commercial results through networks. Build on examples where California Innovation Corrid or regions have demonstrated the importance of an “innovation habitat” for entrepreneurial economic development. Building on st ate of the art research and practice, this framework would provide a methodology for regional leaders to use in assessing their current status and identify what steps t hey need to take to promote innovation. 1. Asset Inventory/Matching: Building on the Innovation Asset Inventory and the CIC Portal on Connectory Design document under the 1.3 SOW, support development of a “Corridor-wide” on-line system, with opportunity for regional modules, to identify innovation assets (research/facilities) at universities, fed eral laboratories and publicly accessible facilities. Segment out those private innovation growth companies profiled in the existing Connectory.com Network for inclusion in the CIC Portal. Identify mechanisms for continuously refreshing content of that system. Develop related system, on-line or through local programs, to connect entrepreneurs and businesses with those assets for purpose of commercialization. Permit partners to have limited control over assets resident in their regions/subregions of the CIC. (Strategy 1.3 is a major resource for this element.) 2. The Strategic Transformational Goal from the Project Integration Protocol reads: “Create an atmosphere in which the culture, environment and systems are characterized and driven by robust innovation and flourishing entrepreneurship”. Knowing where innovation assets and having resources and tools to connect them most effectively are critical to achieving this strategic goal. The Asset Inventory data collection and CIC Portal design of the SOW 1.3 Project were the first steps. Implementing the portal, taking it our CIC partners to explain how it can be used to support innovation entrepreneurs in their own subregions of the Corridor, and integrating CIC Portal into the Economic Development Tool Kit underlying the Economic Development Model support completion of the 1.x transformational goal. East County EDCs full development, implementation, and launch of the CIC portal (version 1.0) will be populated with the Innovation Asset profiles collected by SOW 1.3 partners and refined/normalized by the 1.3 SOW Project Lead. Once integrated into the CIC Portal off the Connectory.com “virtual platform” this tool will allow CIC partners to share information about innovation assets supporting the overarching “Transformational Intention” of the CIC WIRED grant effort: “Optimize the entire Corridor for innovation and 21st Century workforce competitiveness;” by helping to provide information on high-tech companies, facility and equipment information on key innovation assets, and core competency information on regional organizations, positioning public and private resources for cross-pollination and leveraging of resources. The value of Asset Mapping, according to the Council on Competitiveness, is not merely Resource Identification but collection of asset data but to provide a foundation for strategic planning and implementation, regional systems and linkages, and motivation for innovation program partner implementation. 3. Linkages: The SOW 1.1 project, is the lead effort for all the Innovation Support projects within CIC/WIRED because the Economic Development Tool Kit informs the Economic Development Model and all the 1.x projects. In addition, because the CIC Portal will link to the “larger” Connector y virtual platform the entire supply chain
can be accessed in support of the Supplier Invigoration projects under 2.x of the PIP. Special Note: All nominated CA Innovat ion All Stars and presenting Hot Start Ups from the CA Tech 100 event (SOW 1.4) will be profiled and included in the CIC Portal.
2. SCOPE: This Subcontract is effective as of February 1, 2006, and shall remain in effect until November 30, 2008, unless term inated at an earlier date in accordance with the Termination provisions stated Exhibit C – General Provisions and Standards of Conduct. Continuation of the contract is contingent upon the successful completion of the quarterly milestones and tasks by the subcontractor. *Project Goal is the same for all members of the Project team.
3. PROJECT RESULTS: 1. Objectives: a. Leverage the partner-developed Innovation Asset profiles and the CIC Portal Design Document (ver 1.0) delivered under SOW 1.3 to implement the CIC Portal hosted on the Connectory.com Network virtual platform. b. Allow partners to have varied levels of “administrative control” over asset profiles in their own regions depending on level of adoption and commitment. Keep overall administrative control with Connectory.com. c. Until CIC Portal launch, keep all WIRED/CIC partners informed on status of portal implementation and identify partner projects, events where the CIC Portal can be demonstrated, when implemented. d. Load the 1.3 partner-developed asset profiles into the CIC Portal (when built) and – with partners – determine which companies profiled in the “larger” Connectory meet the Innovation Test and can be included in CIC Portal e. Identify at least three CIC partner venues/events where the use and value of the CIC Portal can be demonstrated to economic development, workforce, and innovation support entities in CIC. f. Engage partners in the 2 nd Generation WIRED region of Northern California in discussions on how they could leverage CIC Portal development to accomplish Asset Mapping for their region. (This SOW funds only preliminary discussions NorCal WIRED region.) g. Identify funding/support streams to sustain the CIC Portal for use within the Corridor (and beyond) after the WIRED grant ends. h. Integrate the CIC Portal into the Economic Development Tool Kit and Economic Development Model for the wider SOW 1.1 project. . 2. The specific planned objectives, that the organization will achieve within the project identified above, with identified comp letion dates coordinated with work of other Project team members. 1. In addition, tasked GIS Specialist to develop appropriate shape layers for the entire Corridor as well as each of the 13 individual counties in the CIC. Developed and provided CIC Portal on Connectory one-page flyers for distribution at the CA Tech 100 event (SOW 1.4) that took place at the Irvine Hilton (Irvine, CA) on 24-25 April 2007. (Flyer submitted with this MPR.) Asked CSA Programs Director, Judy Turner, to make a presentation to the East County EDC Board to give an overview of the WIRED project and East County EDC’s contributions to the CIC Portal. (Was originally scheduled for April 9 th but was moved to 14 May.) CIC Portal. 05-01-07 to 05-31-07 Continued development of the CIC Portal design with Wisdom Matrix at a ramped up pace. The agile development (SCRUM) process that Wisdom Matrix employs requires customer feedback and response to iterative, interim deliverables. A testing schedule will need to be implemented to ensure East County EDC/Connectory staff has ample time to run test/evaluation of CIC functionality. Indications are the other, Connectory development will need to “catch up” with the CIC Portal development so the CIC Portal may take advantage of functionality improvements funded via other means. Housing (BTH) Agency to present a design document and static map presentation for a CSA-BTH California Aerospace Portal on Connectory.com (27 Jun 07, in San Diego). Sustainment of the CIC Portal will hinge on ED/Workforce constituencies – by region and/or industry – understanding the value of a dynamic asset inventory tool. BTH involvement and interest lends credibility when reaching out to ED/WIBs in the Corridor and throughout California. (June 2007) Saw two demonstrations of INCLUSIO, an automated economic cluster analysis generation tool developed at San Diego State University’s Geography Department. INCLUSIO will permit the Connectory to generate the relevant employment clusters for any county in California benchmarked against other counties, regions, the state, and the nation. It will also allow the creation of specialized geographies, such as the 13-County WIRED region, the 2 nd Generation WIRED region of Northern California, as well as other geographies of interest to customize the cluster analysis. (30 Jun 07) Received ver 1.0 of INCLUSIO software for installation on East County EDC IT systems in order to make it available during development of the CIC Portal. Have already shared INCLUSIO with Marney Cox, Chief Economist of the San Diego Association of Government (SANDAG) for evaluation of its value to cluster-based economic development. Mr. Cox works closely with California’s Business, Transportation, and Housing agency and its Economic Development Partnership.
