									                   Bishop Phillip O. Thomas is a native son of Baltimore, Maryland.
                  He relocated to Arlington, Virginia in the early 1980’s and joined the
                  assembly, serving as Minister of Music. In October 1997, he was elevated
                  to the post of Senior Pastor, after faithfully serving for several years as
                  Assistant Pastor, and since 2000, has served in a full-time capacity, the
                  first to do so in the church’s history.

                   On April 10, 2005, he was consecrated as Bishop for the State of Virginia
                   in the Praise Covenant Interdenominational Fellowship (PCIF)
organization. In this capacity, Bishop Thomas is responsible for building a support
network among Christian congregations that are not affiliated with a denomination
throughout the Commonwealth of Virginia and the state of North Carolina. Through his
outreach efforts in 2006, PCIF’s arm now extends internationally to include Nukuru, Kenya
and the Santo Domingo in the Dominican Republic.

Bishop Thomas is past president of the Northern Virginia Black Pastors Council, and
founder and President of PTM Resources, Inc., a consulting service created to help build
strong congregations.

In 2001, Bishop Thomas launched the Mark of Excellence Community Outreach Center, a
501c3 non-profit community service organization that consists of several charitable, social
and economic empowerment services in Northern Virginia. From 2005-2006, he
collaborated with an international financial institution and a major social service
organization to offer financial literacy workshops to residents in the state of Virginia.

In 2005, the membership moved to a larger property in Fairfax, Virginia to accommodate
its growing ministry. A capital campaign is underway to retire the $1.5 million mortgage in
five years.

Bishop Thomas refers to the church as having a “blue collar ministry,” because he believes
every member should be working for the Kingdom’s sake, and he lovingly admonishes each
member to embrace the ministry’s credo “Providing world-class ministry deserving of an
awesome God.”

He has earned Bachelor degrees in Biblical Studies and Biblical Counseling from
Washington Bible College in Lanham, Maryland, and The Christian College Seminary in
Independence, Missouri, where he completed his Masters of Divinity program. Bishop
Thomas received a Doctorate in Ministry, D. Min. from Florida's Jacksonville Theological
Seminary in 2008.

Bishop Thomas and First Lady Cynthia are proud parents of one son, Phillip, Jr., and twin
daughters Brittany and Brooke and three grandchildren.

Bishop Thomas embraces the words of the Apostle Paul, as stated in Romans, Chapter
1:15-16: “So, as much as is in me, I am ready to preach the gospel to you who are in Rome
also. For I am not ashamed of the gospel of Christ, for it is the power of God to salvation
for everyone who believes, for the Jew first and also for the Greek.”
