PUBLIC NOTICE OF DRAFT TERMS OF REFERENCE (TOR) FOR AN
ENVIRONMENTAL IMPACT STATEMENT (EIS)
Proposed Millennium Expansion Project
The proponent for the Millennium Expansion Project (MEP) is Millennium Coal Pty Limited (MCPL), which is
a wholly owned subsidiary of Peabody Paciﬁc Pty Limited. The project is located in the Bowen Basin 22km
east of Moranbah and 16km southwest of Coppabella within the Isaac Regional Council area. The MEP
proposal is located wholly within Mining Lease (ML) 70312, ML 70313, ML 70344, ML Application 70401 and
Mineral Development Licence 136. The proponent seeks to extend its current open-cut hard coking coal
mining operation and increase the existing run of mine (ROM) coal extraction rate from 1.9 million tonnes
a year (Mt/y) to 7.5 Mt/y. This estimated increase would extend the current mine life for a further 10 years
from when the environmental approvals would be granted.
The MEP proposes to continue the existing open-cut truck and excavator terrace mining methods, though
the use of electric shovels and/or a dragline may be considered at a later stage in the life of the mine. Water
would be sourced from the West Dam catchment, CH4 Coal Seam Gas operation and the Burdekin Pipeline.
Coal would be crushed, sized and washed on site through the existing coal handling and processing plant.
The size of current ROM and product stockpile areas would be increased to meet the additional throughput.
Product coal would be railed to the Dalrymple Bay Coal Terminal for export to international markets. The
MEP may require an upgrade to the current power supply. Accommodation facilities would be provided for
construction and operational contractors and personnel at the Mac Camp at Coppabella. Additional staff
may be housed in Moranbah.
The proponent applied for, and has been granted, approval to prepare a voluntary environmental impact
statement (EIS) for the project.
Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth)
The MEP has been referred by the proponent to the Department of the Environment, Water, Heritage and
the Arts (DEWHA). The proponent has stated in the referral that the MEP is a controlled action under the
Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The controlling
provisions are likely to be sections 18 and 18A (Listed threatened species and communities). If DEWHA
decides that the MEP is a controlled action, the State’s EIS process would be accredited for the assessment
under Part 8 of the EPBC Act in accordance with the Bilateral Agreement between the Commonwealth of
Australia and the State of Queensland. The draft TOR for the EIS addresses this eventuality.
In accordance with section 41 of the EP Act, the proponent has prepared and submitted to the chief
executive of the Department of Environment and Resource Management (DERM) a draft TOR for carrying out
an EIS for the proposal.

DERM’s chief executive invites written comments from any person in relation to the draft TOR, within the
comment period starting on Thursday, 9 April 2009 and closing on Monday, 25 May 2009. Please address
