I. EFFECTIVE ON THE ABOVE DATE THE COOPERATOR AGREES TO:
1. 2. 3. Provide necessary equipment to measure cloud height, wind, temperature, dew point (if required) and altimeter setting. Provide suitable quarters including space for properly installing instruments and equipment required by the SAWRS program at the above named location.
Provide, install, operate, relocate if necessary, protect, maintain and repair all instruments and equipment in accordance with National Weather Service specifications, except as listed under Government responsibility below.
Provide qualified personnel to observe and record weather observations in accordance with Weather Service Observing Handbook #8, during the hours listed above. The National Weather Service will provide training materials for self-study. NWS may, as resources permit train such personnel but costs associated with training (salaries, travel, etc.,) for the cooperative employees will be borne by the cooperator. Time and place for training will be mutually agreed to by the cooperator and the Government. Provide transmitting facilities and transmit the observations to own company aircraft, and if required, to Mail original of all observation forms

Make all observations taken and recorded as part of the normal requirement available to all aviation interests on the airport. Promptly inform the National Weather Service when a change in flight schedules necessitates a change in the schedule of observations as listed in the "Time of Observation" block. Annotate the certificates of observers who terminate employment with the effective date, and return the certificate to the issuing authority. Permit Government officials free ingress and egress to the station for the purpose of inspection and guidance of the observation program and to check on associated equipment and instrumentation. Provide additional services as follows: a.

Each certificated observer will take and record a minimum of five (5) official observations each month.
b.
A minimum of two qualified observers will be maintained for station certification.
*TIME OF OBSERVATION: As required by the appropriate Parts of the Code of Federal Regulations (CFR 14) and the certificate holders operating specifications as approved by the FAA Administrator. II. IN RETURN FOR THE RECORDS OF AVIATION WEATHER OBSERVATIONS TAKEN BY THE COOPERATOR, THE GOVERNMENT WILL:

Furnish training material, handbooks, instructions and forms required for taking and recording observations, and envelopes for mailing observation records to the designated station. Furnish technical advice and guidance in the selection, installation, operation and maintenance of meteorological instruments and equipment. Provide inspection and guidance of the observation program. Provide additional equipment and services as follows:

GENERAL:
Prepare form in triplicate. Original is filed at the National Weather Service Regional Headquarters. The Cooperator and Supervising station get one copy each. Changes in "TIME OF OBSERVATIONS', and Items I.5, I.6, I.11 and II.5 may be made through correspondence. 1. Effective date: Enter date operation is to begin. This date must be later than those dates in Section III. Name of Cooperator: If two or more cooperators are involved in the operation of a single SAWRS, prepare separate agreement for each cooperator and enter a note under Item I.11 referring to agreements with other cooperators at that location. Time of Observations: Enter period during which observations are to be taken; if the observations are such that this is impossible, enter reason(s) for taking observations, such as "As required to satisfy FAR 135", or, "As required by FAR 121", etc.. Enter the name of the station which handles transmission of SAWRS observations to the forecast facility when terminal forecasts are prepared. Enter the name of the station responsible for verification of SAWRS observational records. List all additional requirements such as an extra equipment, schedule for mailing forms other than on monthly basis, and references to other cooperators at the same SAWRS location, e.g. "See agreement between and the National Weather Service." If no entries are needed, enter "NONE". If no entries are required, enter "NONE".
